McCoy, Jr., Chairman House Judiciary Committee 512 Blatt Building Columbia, SC 29201 Dear Committee Chairman McCoy, ‘Thank you for supporting H.3456, The South Carolina Constitutional Carry Act of 2019. Following up on our conversation last week, we the undersigned sponsors are writing to request that you take swift and decisive action to move this legislation through the House Judiciary committee without any further delay. H.g456 allows the citizens of South Carolina to exercise their right to carry legally-owned firearms ‘unencumbered by state-mandated classes, fees, and approvals. Our founding fathers never thought it necessary for citizens to receive permission from government to exercise their Constitutional Rights. ‘This is now the third session in which I have introduced this bill: ‘+ In the 2015-2016 session, I filed H.3716, which received a hearing and favorable report in your subcommittee (Judiciary Constitutional Laws). However, the Judiciary Chairman at the time refused to take further action on the bill, leaving me no choice but to attempt to recall the bill during the motion period near the end of the 2016 session. + Inthe 2017-2018 session, I filed H.3700, which never received any committee hearing or vote of any ‘kind, foreing me once again to attempt to recall the bill during the motion period. This motion caused. considerable angst among some Republicans because “I did not let the committee process work itself out.” However, H.3700 was stuek firmly in committee with no prospects of moving before the crossover deadline, even though more than twelve thousand petitions in support of the bill were delivered to the Chairman. Grassroots groups spent considerable time and resources last year ensuring that their members in South Carolina knew who had voted against the recall motion for H.3700. These same groups are beginning to inform their members that H.3456 has not yet been scheduled for a hearing, I am concerned that until this bill passes the House, the requests to pass this bill will only grow more insistent. I cannot predict what may happen should this Dill once again fail to move past the Judiciary committee Jonathon D. Your influence and advocacy in the subcommittee hearing in 2016 were invaluable. My constituents as well as many others around the state have been very vocal that this bill is very important to them and they are growing impatient. Even more worrisome, failure to take decisive action to pass H.3456 may send the signal that the South Carolina House is not willing to protect the citizen’s right to self defense, at the precise moment when other states are advancing many forms of increased gun control. Chairman MeCoy, Iam grateful for your personal support of this bill. However, our constituents will not be satisfied until H.3456 passes out of Judiciary Committee, out of the House, and is sent over to the Senate. Governor Henry MeMaster has invited the legislature to send him this bill, with the promise to sign it. On January 29%, South Dakota Governor Kristi Noem signed a similar bill into law, becoming the 1g" state to affirm the citizen’s constitutional right to keep and bear arms.
