Environmental Policy Making

Article 2 Section 16 of the 1987 Constitution states that “The State shall protect

and advance the right of the people to a balanced and healthful ecology in accord with

the rhythm and harmony of nature”. In compliance with this, Baguio City implemented

the Ordinance 18-2016 “Environment Code of the City of Baguio”. A part of this

ordinance provides a pre-requisite of planting trees before a marriage license is issued.

The ordinance stated that couples who intend to marry in the City of Baguio are

required to plant at least one tree at a place designated by CEMPO and shall be

certified by the Office of the Civil Registrar to which the certification shall serve as a pre-

requisite before the issuance of a marriage license.

In the Municipal Ordinance Number 50 series 2015 passed in Itogon, Benguet, it

encourages the would-be couples to plant trees. The ordinance aims for couples to

instill awareness on the concept of a balanced ecology with shared responsibility in

caring for the environment. The ordinance also aims in the replenishment of trees in the

municipality and its environment by ensuring and guaranteeing people’s participation. It

requires the would-be couples at plant at least five seedlings of trees in any idle or

vacant lot, public parks in rural areas, private lands, backyard or anywhere near their

residence. A certificate of compliance will be issued by The Barangay Captain or the

Sangguniang Brangay Chairman on Committee on Environment and will be submitted

to the Office of the Civil Registrar along with other requirements for the issuance of

marriage license.
