Preface
The only way to know God is through the gospel of Jesus Christ. The gospel is the
highest peak in the Bible’s revelation of God. At the summit is the cross, upon which Jesus
Christ died to save man from sin.
The gospel is made necessary in Genesis...
The gospel is proven necessary in Exodus through Malachi…
The gospel is historically recorded in Matthew through John…
The gospel is preached in Acts…
But, only in Romans is the meaning of the gospel plainly explained. We live in the days
of the New Testament believer. The gospel, therefore, is not shrouded in mystery but plainly
given to us. We do not have to guess who the Messiah will be; He has already come. His work of
salvation was completed on the cross, witnessed by many and recorded in the Bible.
Many people have known the story; however, few know the meaning. The meaning of
the gospel has the power to bring sinners to repentance and saints to rejoicing. There is no
doubt that what men believe about the gospel will determine how they live their lives and where
they will spend eternity. God, therefore, provided the book of Romans to give the meaning of
the gospel. Penned by Paul, inspired by God, this document strategically gives argument after
argument establishing the truth necessary to understand the gospel in all its glory.
Knowing the life-changing nature of Romans this study tool is designed to help the
student plainly understand all that is recorded within it. Important words are defined; clear
commentary is given; and, key questions are asked. Both personal and group studies are made
easy with this tool.
The book is divided into sections so as to aid the student in his study or the teacher in
his teaching. You will find a numbering system designed to help you understand exactly where
you are in the thoughts of the writer. In the three digits (e.g. 1.2.3), the first is the chapter
number, the second is the section number and the third is the subsection number. You can
easily refer to these to know where you are in Paul’s line of thought. Before each chapter, there
is an outline to give you an overview of its content.
You can work through the book section by section and complete it in a relatively short
time. We are sure that the truths brought out in this one epistle will change your life forever.

Historical Introduction to Romans
God loves mankind. All of mankind, however, has sinned. God’s justice, which equals
His love, requires that He punish mankind for the sin. How could God who loves mankind
with infinite love preserve man’s life and yet remain just? The solution was to punish a willing
substitute whose life was not marred by sin. God’s Son, Jesus Christ, willingly became man’s
substitute. He was killed on a wooden cross, after living a sinless life on earth, by whose death
God is now just to forgive mankind of sin.
Jesus was born among the Jews, God’s specially chosen people, who were wrongly
convinced that their national heritage privileged them to have a closer relationship with God.
They supposed that since they personally had been given the Law directly from God, that they
were above other men, namely, the Gentiles. The Jews did live strict lives, to be sure, but not
according to the commandments of the Law. They had actually placed artificial interpretations
on the Law which grew into a body of teachings so large that it separated the people from the
heart of the Law. Jesus lived according to the heart of the Law, in all righteousness. His life and
preaching, therefore, came into great conflict with the Jews—especially, their leaders. They
understood his actions to violate the Law, when actually Jesus only violated their traditions.
Jesus knew the heart of the Law, and He followed it perfectly.
Jesus preached to the Jews that they should repent and turn back to the Law. He was
the promised King, born to rule over the Jews and over the world, but their evil lives would not
have been fit for His rulership. He told them that their lives needed to change if they were
going to be fit for His Kingdom. There were those few people who saw their absolute inability
to keep the heart of the Law; they began to follow Jesus. Most men, however, rejected Jesus. His
teachings were so contradictory to the Jewish traditions and culture that they were even
interpreted as blasphemy against God.
The anger of the Jews increased as Jesus’ righteous life and preaching against sin
damaged their reputation, especially when it was authenticated by his power to heal people. The
Jewish leaders lied about Jesus until the people were convinced that the miracle worker was
worthy of death. God the Father and Jesus expected this reaction; they also knew that the plot
to kill Jesus would negatively reveal the sinfulness of mankind but positively provide the death
necessary to take man’s sin away. Jesus neither fought against the Jews nor argued against their
actions. In silence He allowed them to brutally beat him, mock him and spit on him; finally,
they crucified Him to a cross, as if he were a vulgar criminal. Those few that did follow Jesus
fled in fear and confusion.
Jesus’ life and death had been foretold hundreds of years before this happened, but it
appears that relatively no one seemed to understand the connection. Their wrong traditions not
only separated them from the Law but also, and more tragically, from understanding Jesus
Christ. It was not until Jesus Christ arose from the dead and appeared to His followers that
men began to realize just who Jesus truly was. Their hearts began to burn within them as He
spoke. He patiently showed them what the Scriptures said of his life, death and resurrection.
This lasted for forty days, after which He was taken up through the clouds into Heaven. The

followers longingly watched Him go up, but only to be questioned by angels. Their hearts
wondered about His return. The angels informed them that Jesus Christ would certainly return
in the same manner in which He left.
Before He ascended to Heaven, the Lord Jesus told His followers that their mission was
just beginning. They would be witnesses of Him before both Jews and Gentiles; however, they
were to wait in Jerusalem until God empowered them for this task. They did wait for the
power, which happened to be when the Holy Ghost came upon them only a few days later. Of
these followers, the Apostle Peter was the leader. He preached primarily to the Jews. God used
him mightily to convince men of Jesus; however, many Jews denied His teaching, just as they
had denied the teachings of Jesus.
Jesus Christ wanted the message of His resurrection preached to the Gentiles as well.
The Apostle Paul became the preacher to the Gentiles. Though at first he was very little trusted
he became the first century’s greatest preacher of the gospel. He also became the penman for
most of the Bible’s New Testament, which includes the pivotal book of Romans.
The city of Rome was the greatest city in the world at the time. A great amount of
international traffic busied the streets. It made for an excellent site to distribute the gospel
message. Paul had longed to be with the followers of Jesus who lived there, but due to certain
hindrances, he had been delayed. The book of Romans went on before him as a revelation of his
heart as well as that of the heart of God. Aiding to his credibility, it also showed the deep
understanding he had of Jesus Christ’s work to save man from sin.
The book of Romans has become the greatest work written to explain the meaning of
the gospel of Jesus Christ. The Holy Spirit guided Paul as he wrote this book; the content
echoes the touch of God on it—it is truly life-changing. The historical facts of Jesus Christ are
recorded in Matthew, Mark, Luke and John, and He was prophesied in Genesis through
Malachi, but it is Romans which truly exposes mankind to the importance of it all.
May God guide you as you study this precious book! You will find its teaching priceless.
Whether you are a believer or not, a careful look at its contents will affect your thinking and has
the power to change your life. Our prayer is that you will not only read it, but you will believe it
for your own salvation from sin. May it be that you become one of the many who have turned
to Jesus Christ. And, we do hope that as you better understand your salvation, you will better
appreciate your Saviour.

Literary Introduction to Romans
The book of Romans is Christianity’s first and greatest statement of belief. No other
book compares to its thorough and accurate explanation of the meaning behind both the
life and ministry of Jesus Christ. Its teachings, however, were not organized as a textbook or
encyclopedia; God put them together in a letter. The Apostle Paul, led by God, passionately
wrote it to Christians living in Rome that their salvation might be established on Jesus
Christ. The book is a masterpiece, but not because Paul was an educated man—though he
was—but because the teachings originated with God Himself. Paul’s personality is seen
from the first to the last word, but the breath of God gives them their very life. Truly,
Romans is God’s Word on the meaning of the gospel of Jesus Christ.

Commentary
Romans 1:7b-12 Paul included a prayer in his introduction. He desired the
Romans to have God’s blessing (“grace” v.7) in their

Commentary
Romans 8:14-18 Believers in Jesus Christ are the children (“sons” v.14) of
