1.0 INTRODUCTION
The Petronet LNG Company’s facilities and jetty lie in the Port Area of Dahej. This plan is to outline the measures that are
required to be put in place to deal with any emergency that may arise at the jetty area and which may also involve vessels
unloading at the berth, or other vessels calling at adjacent terminals.

1.1 OBJECTIVES
To provide guidelines to enable personnel to react promptly and effectively to an emergency incident within the Petronet
LNG Port Facility in Dahej.

The most likely cause of an incident will be a fire and/or explosion or an uncontrolled release of gas on board the LNG
tanker discharging at the jetty or from the actual jetty facility. It may also be as a result of a breakout from the LNG berth or
from an occurrence on another vessel alongside an adjacent berth in the port area.

1.3 INCIDENT CLASSIFICATION


Classification of incidents is a guide to categorising emergencies that may arise at the jetty and port facility and actions that
are to be put in place to deal with the incident. It is important to understand that these categories are not necessarily clear-
cut and small incidents may quickly escalate into major ones.

Category 1 Minor Incident


An emergency condition possibly involving first aid injury or damage to the plant, which can be handled by jetty resources.

Category 2 Serious Incident


An emergency condition involving serious injury or damage to one of the facilities, which can be handled effectively using
resources available in the Terminal Area.

Category 3 Major Incident


An emergency condition involving fatalities, serious injuries or major damage to the facilities beyond the resources
available in the LNG Terminal Area and requiring mutual aid from other facilities.

Category 4 Disaster
An incident, which, escalates beyond the immediate resources of mutual aid and plant resources and requires activation of
the District Disaster Management Plan involving the Civil Authorities.
Other Occurrences
An occurrence caused by natural phenomena, such as an earthquake or cyclone.

1.5 RISK MITIGATION


Mitigation of risk is undertaken by putting in place good management practices combined with compliance with the latest
industry standards. These include providing adequate facility protection such as fire protection, guard tugs to protect the
offshore environment along with the provision of skilled and highly trained personnel both in operation and ability to deal
with any significant incident. Operational procedures for all aspects of Port and terminal operations in conjunction with
contingency planning and exercises are essential. Good practice requires these to be audited on a regular basis.

2.0 JETTY EQUIPMENT and CONTROL ROOMS


Resources to assist in dealing with an incident are detailed below.

2.1 Fire Prevention


A 10 inch pressurised ring main fire line is installed on the jetty. Pressure is maintained by means of 6 pumps plus 2 jockey
standby pumps each delivering 1050m3/hour each.
Two (2) tower monitors are installed at the jetty head with provision for spray and jet delivery.
Fire main hydrants and hoses are sited at intervals.
Dry chemical extinguishers of 75 kgs are located adjacent to the jetty Head. CO2 fire extinguisher is kept at the jetty control
room.

2.2 Gas Detection


A gas detection system is installed on the jetty with multiple sensors.

2.3 Water Curtain


A pressurised water curtain is installed on the jetty face to provide a water wall between the ship and jetty.

2.4 Support Craft


Four (4) tugs are available to provide support in the event of a fire, two (2) of the four (4) tugs can each deliver water
through two (2) monitors at 1200 m3 per hour. These tugs are available to provide assistance in towage of vessels in
emergency situations.

All these equipments are kept on Tug Sealion Sterling and Tug Sealion Sentinel which are dedicated tugs for the port
facility of Petronet LNG Ltd., Dahej and provided by the port operator. The crew of both these tugs are well trained to
handle these equipments.

2.6 Control Rooms


2.6.1 Main Control Room
All the plant operations and ship unloading operations is done from Main control room by PLL (Petronet LNG Ltd.). It is
continuously manned by operation and maintenance staff of PLL. Manager operations (Shift In-charge) is the In-charge of
Main Control Room.
2.6.2 Jetty Control Room
All the Port Operation activities are co-ordinated from Jetty control room. It is continuously being manned by a Radio
Officer of Port Operator.

3.0 ROLES AND RESPONISIBILITIES


In any incident that cannot be dealt with, using immediate resources, and involves activation of the emergency response
plan, the Incident Command System shall be put in place.

3.1 PETRONET LNG LIMITED

3.1.1 TERMINAL HEAD ( Plant Head )


Terminal Head ( Plant Head) is the In-charge of PLL, Dahej.
In any emergency On Scene Commander (OSC) will continuously keep him appraised. He will directly control the Incident
command Centre and Crisis Management Team in case of major incident. He will act as the Incident Commander (IC).

3.1.2 Chief Manager – Port Operation (CMPO)


In the event of an incident at the jetty and Port Facility the CMPO shall assess the situation and act accordingly. If he is
able to deal with immediately, he will do so, with the assistance of the Port Operator and PLL resources.
Should further assistance be required he shall immediately activate the Terminal Emergency Response Plan and Callout
List in consultation with Terminal Head.
He shall act as the On Scene Commander (OSC) as required.

3.1.3 Chief Manager – Operation


The Chief Manager – Operations and the Main Control Room shall be kept informed of the situation. The Chief Manager –
Operation will ensure that isolation of the LNG import and return gas lines are implemented as required. He shall assist the
Terminal Head in his role of Incident Commander (IC).

3.1.4 Chief Manager – Maintenance


The Chief Manager – Maintenance shall immediately send his maintenance team as directed to the site after consulting
Incident Commander (IC) and CMPO and provide any assistance that maybe required in dealing with the incident.

3.1.5 Chief Manager – Security Head


He shall be kept informed of the situation. He should make available security personnel to control access to the site as
required. In his absence his deputy shall assume his role.

3.1.6 Manager - Port Operation


His role is to assist CMPO in the role of OSC. In the absence of CMPO, Manager - Port Operation shall assume his role.
3.1.7 Manager – Operation ( Shift In-charge)
His role is to assist the Chief Manager – Operations. In the absence of The Chief Manager – Operation, Manager –
Operation (Shift In-charge) shall assume his role.
PLL operations are carried out continuously in shifts, Manager – Operation (Shift In-charge) is the In-charge of shift. If
there is no responsible designated PLL personnel during an emergency at the Jetty, Manager – Operation (Shift In-charge)
should assume the role of OSC for that period.

3.1.8 Manager - HSE Head


The Manager HSE shall on being informed of the situation immediately proceed to the Main Control room and assist in
providing advice and direction to the team on fire and safety issues. He shall also put in place the necessary back up
equipment for other fire fighting measures that may be required.

3.1.9 Fire Officer


The Fire Officer on being informed of an emergency shall immediately proceed to the site and report to the OSC as
instructed. He shall take control of the fire fighting measures as maybe necessary.
In the absence of Fire Officer his deputy shall assume his role.

3.1.10 PLL Top Management


In the event of a major incident the PLL Top Management shall be informed by the Terminal Head and a deci sion made as
to forming the Crisis Management Team. PLL Top management will do the Information and Media Handling. The situation
shall then be dealt with in accordance with DMP procedures.

3.2 PORT OPERATOR


The Port Operation for PLL is carried out by the Port Operator (Sealion Sparkle Port and Terminal Services (Dahej) Ltd.)
under a long term contract POSA (Port Operation & Services agreement) with PLL.
The in charge for Port Operation for PLL is Chief Manager -Port Operations(CMPO). The in charge of the Port Operator is
Port Manager who works in direction and consultation from CMPO, PLL.

3.2.1 Port Manager


The Port Manager is the In charge for the Port Operator, Sealion Sparkle Port & Terminal Services (Dahej) Limited at
Petronet LNG Ltd. Dahej. The Port Manager on being informed of an emergency shall immediately proceed to the Jetty
control room to assist as directed by the CMPO / OSC.

3.2.2 Pilot
In the case of a vessel being alongside, the Pilot shall assist and advise the Master in making arrangements for removal of
the vessel from the jetty. He should take decisions in consultation with port manager and CMPO.
3.2.3 Berthing Master
The Berthing Master shall assist the CMPO and Port Manager in dealing with the incident. Should he not be on site at the
time, he shall immediately proceed to the Jetty Control room to assist as directed by the Port Manager , CMPO / OSC. He
should assume the role of Port Manager in the absence of Port Manager.

3.2.4 Radio officer


The Radio Officer is the prime communication contact and he shall activate the initial callout procedure. Thereafter he shall
relay messages and instructions as directed by the CMPO / OSC from Jetty control room. He shall keep a detailed log of
all activity and radio communications.

4.0 PRE-INCIDENT MEASURES


The Terminal shall put in place measures to ensure that in the event of any incident, significant or otherwise all personnel
are fully aware of the response required of them and have the resources on site to deal with the event.

4.0.1 Crisis Management Team


Terminal Head shall appoint a Crisis Management Team consisting of officers from each operating department in case of a
major event.

4.1 Communications
An effective system of communications shall be put in place. These shall include VHF communication between the Jetty
control room, Pilot and jetty on designated marine channels. VHF communication between the Main Control Room, jetty,
and the Jetty control room. and telephone standard. Emergency hotlines between ship and main control room.

4.2 Terminal Emergency Response Plan


An effective response plan for the entire terminal provides the immediate measures required to deal with an incident .

4.3 Command Centres


Designated command centres shall be identified and equipped with suitable equipment to deal with any incident. These
are:
 The Forward Command Centre shall be set up at the Jetty control room. On Scene Control shall be effected from
the Jetty control room and from the jetty head. This Command Centre should be headed by On Scene Commander
(OSC). Chief Manager (Port Operation) is the designated OSC.

 The Incident Control Centre shall be set up in the Main Control Room. Personnel required for the control and
communications shall be centred here. This Control centre should be headed by Incident Commander (IC).
Terminal head is the designated IC. Terminal head will also head the crisis management team. Chief Manager –
Operations and Manager Operations (Shift – Incharge) assist the Incident Commander (IC).

4.4 Security
An effective means of security shall be set to control access to the site and recording of those on site in the event of an
incident. Chief Manager – Security Head shall ensure effective control access.

4.5 Assembly Areas


Assembly areas shall be identified and muster points clearly marked. The first point shall be set at the port craft jetty and
the second at the shore end of the trestle. Additional assembly areas are set up and designated at the Terminal side.

4.6 Evacuation Procedures


Procedures for evacuation from the jetty has been drawn up and personnel made aware of them. Although these generally
direct personnel towards the shore end of the trestle there may be occasions when this is not possible and evacuation
takes place from the port craft jetty.

4.7 Alarm Systems


Alarm systems are installed on the jetty and Jetty control room, which indicates emergency and all personnel assemble at
the designated Assembly area.

4.8 Incident Recording


In the event of a minor incident the Radio Officer shall keep a full written log of all VHF communications and activity. Senior
personnel involved in an incident are to maintain personal written logs, as applicable, relevant to the incident. In a
category 2, 3 or 4 incident the emergency logbook shall be kept at the Incident Control Centre.

4.9 Information and Media Handling


Release of information and dealing with the media is part of the DMP plan. All information shall be issued in compliance
with procedures. No information shall be released except in compliance with DMP procedures.

5.0 TRAINING
All personnel in the Port Area shall be fully conversant with the safety procedures and trained in emergency response
requirements.

5.1 Emergency Response Plan Training


All personnel in the Port Area shall undergo training as per the Training Matrix, including, but not limited to:
 Safety Induction.
 Fire fighting.
 Man Overboard Drills.

5.2 Mutual Aid Exercises


At specified intervals, as shown in the Disaster Management Plan, major exercises shall be held which involve all those
identified as providing Mutual Aid, along with the Civil Authorities. These maybe Desktop or Practical exercises and in all
cases shall be followed by a a de-brief meeting, involving all parties involved. A record of all such exercises must be
maintained.
Exercises shall be conducted annually, which shall include realistic scenarios for fire fighting response, evacuation drills
and medical emergency.
6.0 MUTUAL AID
A mutual aid system is in place with the companies operating at present in Dahej.

In the event of a major incident at category 3 level and above the Management shall call upon other companies in the area
to render assistance within their resources and make them available as required. Similarly PLL shall reciprocate with its
own equipment and personnel.

7.0 INCIDENT RESPONSE

7.1 Category 1 Incidents


This is likely to be a minor incident, which can be dealt with immediately by the personnel at the jetty using the available
equipment.
However any incident must be treated as being potentially serious and full follow-up measures must be undertaken. Likely
scenarios are minor fires, small leakages from the manifold, or a first aid injury.
7.1.1 Significant Gas Leakage at the Manifold
A gas leakage at the manifold shall require immediate ESD of cargo operations and isolation of the manifold.
The following actions shall be taken:
 The alarm shall be raised and the Jetty control room and Main Control room to be informed immediately.
 Radio Officer should inform Main control room, CMPO and Port Manager.
 Manager Operations (Shift In Charge) to assess the situation immediately and take control.
 Cargo operations shall be stopped.
 The fire water monitors shall be directed to spray the affected site, to assist in the dispersal of the gas cloud.
(Water jet use is not recommended in case of LNG leakage.)
 Remedial action shall be undertaken once the site is made safe.
 Full checks shall be made prior to any resumption of cargo operations.

7.2 Category 2 Incidents


7.2.1 LNG Tanker Grounding in Dahej Port Area
The most likely area be identified with a risk of grounding is in the approaches to the port. Due to the nature of the seabed
it is unlikely that any major damage will be caused to the vessel.
The vessel will not be under the control of the terminal however assistance with tugs and other craft shall be ready to assist
if called upon to do so.
In the instance of an LNG Tanker grounding whilst manoeuvring in the Port Area the following actions shall be taken:
 Radio Officer shall continuously maintain contact with the vessel. Radio Officer should inform Main control room
and act as directed by CMPO.
 Radio Officer should inform Main control room , CMPO and Port Manager.
 CMPO shall assume control at Jetty control room as OSC.
 Radio Officer will inform the adjacent ports and jetties by VHF immediately and will inform all government bodies
and other bodies as specified in DMP with permission of CMPO or OSC.
 Soundings shall be taken around the vessel to ascertain the area of hull that is in contact with the seabed.
 The double bottoms, bunker fuel tanks, void spaces and ballast tanks of the vessel shall be sounded to ascertain
any breach of hull integrity.
 Tugs shall be despatched and made fast to the vessel to assist in refloating.
 Tide tables shall be consulted and the optimum period for refloating ascertained.
 On refloating a full examination of the hull shall be made by divers to verify any damage that may have occurred.
Due to lack of visibility on the water this may not prove to be possible and an informed assessment shall be made.
 Depending on the results of the assessment, a decision shall be made to berth the vessel and discharge the cargo.
This is the preferred course of action.
 Following discharge of cargo, the owners shall decide on the best course of action with regard to their vessel.

7.2.2 Fire and / or Explosion Aboard Vessel


Should a fire break out on board a vessel, fire fighting measures shall primarily be provided by the vessel’s crew utilising
their own resources. However jetty equipment shall be used as required.
The tugs shall be placed in immediate readiness to assist in unberthing the vessel.
The following actions shall be taken:
 On hearing the vessel sounding the fire alarm, jetty personnel shall immediately inform the Jetty Control room.
Ship should inform Jetty control room and main control room.
 Radio Officer should inform Main control room, CMPO and Port Manager.
CMPO shall assume control as OSC at Jetty control room.

 Radio Officer will inform the adjacent ports and jetties by VHF immediately and will inform all government bodies
and other bodies as specified in DMP with permission of CMPO or OSC.
 The vessel’s crew shall activate their Tanker Emergency Plan and fight the fire.
 Cargo operations shall be halted and ESD activated.
 The Terminal Emergency Response Plan shall be activated.
 The Jetty fire alarms shall be activated.
 The jetty fire water curtain shall be activated.
 The jetty fire water monitors and spray system shall be put into operation, and the tugs called to standby the vessel
and assist with fire fighting as required.
 Personnel shall stand by for removal of the Ship / Shore gangway and preparations shall be made for the vessel to
leave the berth.
 If required, the Oil Spill Contingency Plan shall be activated.
 Emergency Release of mooring lines to be available from the Jetty control room.
 Medical facilities placed on alert.

7.2.3 Fire and / or Explosion on Jetty whilst Vessel Discharging


A fire or explosion occurring on the jetty shall require activation of the fixed installations as the primary means of response,
however auxiliary measures utilising fire hoses and extinguishers shall also be put into effect.

The following actions shall be taken:


 The Jetty fire alarm will immediately be activated and the Jetty Control room and Main Control room to be
informed.
 Radio Officer should inform Main control room, CMPO and Port Manager.
 CMPO shall assume control at Jetty control room as OSC.
 Cargo operations shall be halted and ESD activated.
 The source ascertained, contained and extinguished if possible using local resources.
 On hearing the alarm the Terminal Emergency Response Plan shall be activated.
 The jetty fire water curtain shall be activated.
 The jetty fire water monitors and spray system shall be put into operation, and the tugs called to standby the vessel
and assist with fire fighting as required.
 Personnel shall stand by for removal of the Ship / Shore gangway and preparation shall be made for the vessel to
leave the berth.
 The Pilot shall make arrangements to let go the vessel as soon as is practicable.
 If necessary the Oil Spill Contingency Plan shall be activated.
 Emergency Release of mooring lines to be available from the Jetty control room.
 Medical facilities placed on alert.
7.3 Category 3 Incidents

7.3.1 Other Vessel Drifting and Striking the LNG Jetty or Trestle
This situation will most likely occur during a strong ebb tidal current after a breakout from other terminal jetties or a vessel
breaking down to the north of the LNG jetty. Consequences will be severe and may result in rupture of pipelines and
damage to the structural integrity of the Jetty facility.

Action to be taken:
 The alarm shall be raised and the Radio Officer shall immediately inform the Main Control Room, CMPO and Port
Manager.
 CMPO shall assume control as OSC at Jetty control room
 Radio Officer will inform the adjacent ports and jetties by VHF immediately and will inform all government bodies
and other bodies as specified in DMP with permission of CMPO or OSC .
 The Terminal Emergency Response Plan shall be activated
 Immediate action shall be taken to close all operating systems on the jetty and isolate the main LNG pipelines.
 All Tugs shall be mobilised to assist the drifting ship to prevent her from coming close to LNG jetty. All other small
craft shall be mobilised and stationed off the jetty in a safe location and be ready to assist as required.
 All staff on the jetty shall be evacuated either to Jetty control room or if necessary to the shore until the situation
has stabilised and a plan of action formulated.
 If practical and the situation allows, the Jetty control room shall be set up as the forward command centre.
 The pilot boat, or other craft if not available, shall be designated as the On Scene Command post. Port Manager
shall act in consultation with Chief Manager Port Operation (OSC) and control events offshore from the craft.
 If necessary the jetty fire water curtain shall be activated.
 If necessary the jetty fire water monitors and spray system shall be put into operation.
 This craft acting as the Control Boat must not become involved in any direct activity at the scene.
 If necessary, the Mutual Aid Plan shall be activated and tugs and other craft mobilised to attend the site from other
terminals.
 If necessary the Oil Spill Contingency Plan shall be activated.
 Gas release is likely to be a large factor.
 Medical facilities to be placed on alert.

7.3.2 Collision between LNG Tanker / Other Vessel


This situation within the Port Area will most probably occur in the outer port area between vessels not under pilotage. The
circumstances and damage consequences are likely to be widely varying, however if the other vessel is a product tanker
there will be a high risk of fire.
It should be noted that to date no rupture of the cargo carrying tanks of an LNG tanker has occurred and this most probably
will not be a factor in the scenario.

Action to be taken:
 Jetty personnel shall immediately inform the Jetty Control room.
 Radio Officer should inform Main control room, CMPO and Port Manager.
 CMPO shall assume control at Jetty control room as OSC at the earliest.
 Radio Officer will inform the adjacent ports and jetties by VHF immediately and will inform all government bodies
and other bodies as specified in DMP with permission of CMPO or OSC.
 The Radio Officer shall immediately place all marine craft on standby if not already in attendance after taking
permission from OSC.
 The pilot boat or other craft if not available, shall be designated as the On Scene Command post. Port Manager
shall act in consultation with Chief Manager Port Operation (OSC) and control events offshore from the craft.
 This craft acting as the Control Boat must not become involved in any direct activity at the scene.
 If necessary, the Mutual Aid Plan shall be activated and tugs and other craft mobilised to attend the scene from
other terminals.
 If necessary the Oil Spill Contingency Plan shall be activated .
 Medical facilities placed on alert.

7.4 Category 4 Incidents


A category 4 incident is by definition a major event that will be outside the control of normal resources available at the Po rt.
It is likely that this will have escalated from a category 1, 2 or 3 incident and as such emergency response measures will
already be in place. However the following actions shall be put in place immediately in addition to the District Disaster Pla n
involving the local population and other considerations.

 Radio Officer should inform Main control room, CMPO and Port Manager.
 The Terminal Emergency Response Plan shall be activated.
 All personnel shall be immediately evacuated.
 Other plants shall be advised to standby for shut down
 Vessels berthed alongside other jetties in the port area shall be unberthed and sent to sea.
 The Crisis Management Team shall be activated.

7.5 Significant Gas Release


In any significant release of gas the properties and resulting dissipation must be considered in the context of the location of
the leak and the size of rupture if in the vessel. It is important to realise that while not minimising the consequences of a
large gas release, that to date there has been no such occurrence from a vessel due to rupture of the cargo tanks. Various
scenarios can result from such an occurrence these maybe:
 Rapid phase transition of the LNG.
 LNG pool formation with ignition and burn back.
 Dispersion of the gas cloud if no ignition, will reach for a considerable distance. (In this context it is considered that
the shoreline will be within the LFL)
Factors to be considered:
 Assessment of wind direction and danger to other facilities.
 Shutdown of plant.
 Shutdown of other facilities in the area.
 Evacuation of local population.

Actions to be taken:
 Jetty personnel shall immediately inform the Jetty Control room.
 Radio Officer should inform Main control room, CMPO and Port Manager.
 The Terminal Emergency Response Plan shall be activated.
 The Crisis Management Team shall be activated.

7.6 Other Occurrences


7.6.1 Cyclones
The occurrence of a cyclone is likely to cause severe disruption to the area and possibly damage to the facilities. The
Metrological Office issues regular warnings and the GMB Port Officer promulgates the appropriate storm warnings that
must be taken account of. Details of Storm Signals are placed in the Port Regulation Manual.
Depending on the track of the storm, the following actions shall be taken.

 Terminal Cyclone Plan to be activated.


 The first priority shall be of any vessel on the jetty and its timely removal to a place of safety away from the port
area.
 The terminal support craft shall be similarly considered and arrangements made for placing them in a position to
safely ride out the storm.
 The jetty facilities shall be made ready for the winds and LNG arms locked securely in position.
 Regular communication with the Port Officer on the current status of warning shall be held.
 Tracking of a storm is also available on the internet.

7.6.2 Earthquakes
Earthquakes occur usually without warning and can be devastating in their consequences. After shocks are highly likely to
occur which may still cause damage.

Following a tremor or quake at the jetty the action shall be taken as follows:
 The alarm shall be raised and the Radio Officer shall immediately inform the Main Control Room, CMPO and Port
Manager.
 Any vessel discharging at the jetty shall suspend all cargo operations and be removed to the anchorage as soon
as possible. CMPO shall assume control at Jetty control room as OSC.
 The LNG arms locked securely in position.
 Personnel evacuated either to the shore and remain in the open or board the support craft.
 Support Craft shall proceed to the anchorage initially.
 If necessary the Terminal Emergency Response Plan shall be activated.

7.6.3 Bomb Threat/ Terrorist Attack


Bomb threats are usually delivered by letter to any person or by anonymous phone call either to a person in the LNG
control room or to the local security. It is essential to treat this type of threat with the utmost seriousness.

The following procedure shall be followed:


 In case of a phone call as much information should be elicited from the caller as possible and include location,
time, gender of caller, language used and nationality.
 The Radio Officer shall immediately inform the Main Control room, CMPO, Port Manager and PLL security
incharge.
 On receipt of the threat the Emergency Response Procedure shall be put into effect immediately as per ISPS
procedure.
 The fire department shall be alerted and if the location is known the fire crew will move to the site and await
instruction.
 The Security Incharge will immediately contact the Government Security Agency who will provide specialist
assistance as required.
 A realistic assessment of the threat shall be made and if considered necessary evacuation of the Terminal will be
put in hand taking into account the location.
 Terminal and security personnel shall initiate visual search measures and on recognising any suspicious objects
immediately inform the Security Incharge. They must not touch or attempt to move anything that is of suspect.
 Specialised police staff will on reaching the site take control of all measures necessary to deal with the threat.

7.6.4 Drone Attack/ War Risk

Drone attack can be carried out by a terrorist outfit in possession of a Drone. Drones are unmanned aerial vehicles capable
of carrying out missile attacks.
 The person who detects the Drone, visually or through Radar, will inform the Security Control Room.
 DSO will inform the Plant Head, Security Head, PFSO, Main Control Room and Jetty Control Room.
 DSO will inform the local Police, SP/Dy.SP and District Collector.
 PFSO will inform Coast Guard, DG Commcentre & GMB.
 Fire Department, Quick Reaction Team and Medical facilities shall be activated.
 The Emergency team will carry out immediate evacuation of all personnel in the plant.
 In case of explosion in Port Facility due to Drone attack, in addition to the actions stated above, actions
enumerated in Doc No-PLL/DMP/1 (7.2.3) shall also be carried out.

7.6.5 Tsunamis
Severe earthquake may develop Tsunami in the region. A Tsunami Early Warning System from IMD (Indian
Meteorological Department) will give advance notice for any likelihood of Tsunami affecting Dahej port. In the
event of such warning, following actions shall be taken

 The Radio Officer shall immediately inform the Main Control room, CMPO, Port Manager and PLL security in
charge.
 On receipt of the tsunami warning, Radio Officer at the instruction of CMPO instruct vessel at jetty to suspend all
cargo operations, cast off and move to open sea area.
 The terminal support craft shall be instructed to move out to open sea.
 Inform VTMS and GMB to stop entrance of vessels to port.

 The LNG arms locked securely in position.


 Consider persons at jetty and plant site move to safe location.
8.0 PERIODIC DRILLS/TRAINING

9.0 POST INCIDENT MEASURES


Following a major incident the main priority shall be to restore the facilities to a safe condition and allow resumption of
normal operation in a timely manner. Factors to be considered are:
 Stabilisation of the facilities.
 Hazop studies
 Co-ordination with the authorities as required.
 Full investigation and reporting of the incident.
 If appropriate and for sharing knowledge the SIGGTO Incident Questionnaire form maybe completed and
forwarded to the organisation.

DAHEJ LNG TERMINAL PORT FACILITY


10.1 PORT FACILITY EMERGENCY PLAN
The prime function in any emergency is the preservation and safety of human life. The following actions should
immediately be implemented, not necessarily in the order shown below.
Reference must be made to the Disaster Management Plan Section 7 for detailed action for different scenarios.

10.2 ACTIONS
 The Alarm shall be raised by the observer or LNG vessel by a series continuous short blasts, if alongside.
 The Main Control room and Jetty Control room should be informed immediately.
 The radio officer should inform the main control room, CMPO and Port Manager.
 When a vessel is alongside cargo operations shall be stopped with ESD implemented.
 PERCS shall be activated to disconnect LNG arms.
 Implement immediate fire / emergency response to contain / control situation.
 Isolate lines and tanks.
 Proceed to Muster Point Area.
 Conduct head count and account for all personnel in the area .

10.3 CONTROL

The Chief Manager Port Operations (CMPO) shall act as On Scene Commander (OSC) when on the jetty. He shall be
responsible for immediate response measures at the jetty. In his absence the next senior most designated person i.e.
Manager – Port Operations should assume the role of OSC. If there is no responsible designated PLL personnel during an
emergency at the Jetty, Manager – Operation (Shift In-charge) should assume the role of OSC for that period.

 The Jetty control room shall be the Forward Command Centre.

 The Main Control Room shall be the main Incident Command Centre

 All personnel proceeding to assist with the emergency must check in with the Forward Command Centre before
proceeding to the jetty or emergency area.

 Communications during an emergency will be by VHF radio or telephone.

10.4 CALL-OUT AND REPORTING

 Any emergency must be immediately reported to the Radio Officer in Jetty Control room by the jetty personnel or
by ship.
 The Radio Officer will immediately inform the Main Control room, Chief Manager Port Operations (CMPO) and
others as required.
 The Port Manager will immediately inform the Pilot, Berthing master and all his important personnel. The Port
Manager will proceed to the Jetty Control Room to assist the Chief Manager Port Operations (CMPO) with the
incident. He will assist any other PLL designated person acting as On Scene Commander (OSC) if CMPO is not
present.
 The Main Control room will inform the Terminal Head, Chief Manager-Operations, Manager Operations – Shift
Incharge, Security Incharge, Manager HSE, Fire Officer and Occupational Health Centre.
 Terminal Head will apprise the PLL senior management of the prevalent situation. All Information and Media
Handling will be done by the PLL senior management.
 CMPO will act as OSC from jetty Control room and will be in constant touch with Main Control Room and Terminal
Head. Terminal Head will act as incident Commander(IC).
 Radio Officer will inform the adjacent ports and jetties by VHF immediately in case of major events and will inform
all government bodies and other bodies as specified in DMP with permission of CMPO or OSC.
 Terminal Head will act as incident Commander(IC). Chief Manager-Operations and Manager Operations (Shift –
Incharge) will assist the incident Commander(IC).
