TEA BOARD OF INDIA:

The Tea Board India is a statutory organisation established under the Tea Act, 1953
by the Government of India. Controlled by the Ministry of Commerce & Industry,
Headquartered in Kolkata, The Tea Board has a presence in tea producing areas and
key cities

The following are the broad functions of the Tea Board:

1) Development: Improving yields of tea gardens and upgradation of quality


through modernization of tea factories and extension services to growers.

2) Promotion: Popularizing Indian teas and the consumption of this beverage, both
in the internal and foreign markets.

3) Regulation: Implementing various statutory provisions for the control of the tea
industry and trade.

4) Statistics: Collecting data and disseminating information on tea periodically to


various stakeholders for effective policy intervention and initiatives.

5) Labour welfare: Supplementing the efforts of various agencies involved in


welfare activities among tea garden workers through project specific grants and
financial assistance schemes.

6) Research & Development: Grants to institutions for carrying out research in tea
science and technology and development projects.

Tea Promotion and Development Schemes


1. Scheme For Assisting Tea Exporters Towards Meeting Additional Transport &
Handling Charges Being Incurred For Teas Exported Through I. C. D. Amingaon:
The scope of the original scheme for assisting Tea Exporters towards Meeting
handling, Packaging, Transport freight charges and value addition costs had been
extended with a view to also compensating exporters who are shipping teas from the
I.C.D. Amingaon, Assam, taking into account the additional charges being levied by
the shipping companies towards transportation and terminal handling charges arising
out of the empty haulage of the containers for the return journey from the port of
shipment to Amingaon. The scheme extends to the whole of North East India.

The rate of subsidy is Rs.1.50 per kg. for teas exported through I.C.D, Amingaon.

2. Tea Plantation Development Scheme


To provide an impetus to the tea garden owners to take up various developmental
activities in the right earnest, financial incentives are being extended through this
scheme to all segments of the industry with the funds allocated under the plan
budget by the Central Government.

Tea Board’s role being that of a catalyst towards acceleration the production growth
rate,
the incentives offered under this scheme constitute 25% of the approved unit cost
per ha
and the balance 75% of the total investment required for undertaking the
developmental
activities has to be mobilized by the growers either from internal generation or by
borrowings from financial institutions/commercial banks.

Eligible activities
i) For all the growers regardless of the size of their holdings:
1. Replanting
2. Replacement Planting
3. Rejuvenation pruning and consolidation by infilling of vacancies &
4. Creation of Irrigation facilities
ii) For Small growers holding up to 10.12 ha under tea
1. New planting in the North Eastern states and Uttranchal
2. Setting up of pilot tea producers societies (Self help groups)
3. Usage of mechanical aids (Pruning Machines) for field operations.

TEA BOARD INCENTIVES SCHEMES
A number of financial assistance schemes are operated by the Board. The interests of
all the sectors ie., large, medium and small plantations are given due consideration.
Financial assistance rendered by the Board roughly takes care of 10% of the annual
financial outlay of the Industry towards development of tea plantations and tea
factories.

Like any other industry, some tea units also face sickness from time to time and the
affairs of such tea gardens are looked into in terms of the provisions under the Tea
Act. Besides financial assistance, fiscal incentives by the way of Tax concession (Sec.
33 AB of Income Tax Act) for better working of the tea gardens are considered by
the Board. To introduce an element of competitiveness among the tea growers and
manufacturers an Award Scheme is in operation too.

One of the thrust areas for development is the small grower sector. Keeping in view
the lower productivity of the small units, the Board has been extending financial
assistance towards various developmental measures such as Training and
Demonstration on improved methods of tea cultivation, setting up of tea nurseries
for supply of planting materials at subsidised costs, setting up of co-operative tea
processing factories etc.

Quality Certification

The scheme launched by Tea Board facilitates the tea gardens for acquiring ISO-
9000 and HACCP certification concomitantly. The benefit can be availed of by the tea
gardens having tea plantation area and manufacturing unit of its own. The benefits
can also be extended to the tea packaging units having minimum turnover of 500
tons of tea packed per year.

The incentives will be granted by the Tea Board to the applicants at fixed rate of
50%, 40%, and 25% of the total expenditure (subject to maximum reimbursement
of Rs. 50,000/-) to those applicants who submit their applications complete in all
respect during the 1st year, 2nd year, and 3rd year of the implementation of the
scheme respectively. The evidence of initiating certification process during the year,
as the case may be, should be enclosed along with the application.

In case of tea packaging units, incentives to factory will be considered to the extent
of 25% of the total cost (subject to a total ‘maximum reimbursement of Rs.50, 000/-
(Rupees Fifty Thousand only) to the applicants in three years of operation of the
scheme. In order to become eligible for the incentives, the packaging factory should
have a minimum turnover of 500 tons per year.

Tea Board Awards

The Tea Board Awards are aimed at giving due recognition to Indian tea growers and
manufacturers, exporters and workers who have excelled in achieving higher
productivity, quality and exports.
Awards given by the Tea Board of India are classified into the following types:

1. Awards for Highest Productivity


This is awarded under the following categories:

• Zonal Awards, which are awarded under three categories depending upon the
size of the gardens
• All India Highest Yield Trophy, also awarded under the same three categories
for the highest yield at the national level
• League of Excellence in Productivity, in which a tea estate is inducted on having
won an award for three consecutive years

2. Awards for Quality


This is awarded under the following categories:
Zonal Awards, which are awarded under two categories: factories with gardens, and
factories without gardens

• All India Quality Trophy is awarded under the same two broad categories. Two
trophies are awarded under the first category based on highest price fetched at
auctions and one trophy under the second category.

3. Awards for Labour Productivity


This award is aimed to encourage the productivity of plantation workers. This award
is given under the following categories:

• Zonal Awards, which are awarded under two categories depending upon highest
plucking average in a year and highest percentage of attendance
• All India Labour Productivity Award, in which a cash prize of Rs 15,000/- each is
awarded to the best worker under the two earlier mentioned categories
selected from 13 zones

4. Export Awards
These awards recognize the achievements in the export front.

• Award for Export of Highest Volume of Tea, awarded to each exporter exporting
the highest volume of tea to various countries/continents
• Award for Fetching Highest Unit Price for Tea Exported, awarded for obtaining
highest unit price for the export of Green Tea, Instant Tea, Organic Tea and
Flavoured Tea
• Special Awards, instituted under three categories for appreciation of consumer
packs with highest volume of export, innovative packing and highest
incremental growth
• Award for Global Performance, awarded under two categories depending upon
volume of export to producer and merchant exporters
• Award for the Best Exporter of the Year for Highest Value Realisation is also
given
