INTRODUCTION

1.1 Purpose

The purpose of this Interface Specification is to define the primary


responsibilities and interfaces of the parties described herein. The contents
of this Interface Specification are not exhaustive and shall not be construed
as substituting or modifying any technical requirements contained elsewhere
in the Contracts of the respective parties with the PDP, nor do they relieve the
respective parties of their responsibilities in the coordination and interface
management processes defined in those Contracts.
The Drawings for Information provided for the System Work Package
Contractors and Specifications shall be used as constraints to the design
coordinated and developed by the parties described herein.
If any party finds any omission or discrepancy in, or divergence between, any
documents forming part of the Contract pertaining to the demarcation of
responsibilities or the scope of works of the Parties, PDP shall immediately
be informed in writing, and the PDP shall issue instruction in regard thereto.
The detailed process for interface management including how interfaces
should be identified and closed out, the relevant forms and templates and
documentation that shall be prepared is contained in the PDP Interface
Management Process. The PDP Interface Management Process also
provides details regarding dispute management between the two WPC’s with
regards to interfacing.

1.2 General

This Interface Specification describes the interface between the Signalling &
Train Control (S&TC) and Platform Screen Door (PSD) & Automatic Platform
Gate (APG) Work Package Contractor (WPC) and the Telecommunications
WPC.
In this Interface Specification, the Contractor for the S&TC and PSD & APG
is referred to as the S&TC WPC, and the Contractor for Telecommunications
is referred to as the COMMS WPC. Where reference is made to both the
S&TC WPC and the COMMS WPC, the term ‘WPCs’ will be used.
A full list of abbreviations used in this Specification can be found in the latest
revision of the Project Glossary, which shall be subject to change throughout
the lifecycle of the project.
This Interface Specification shall be read in conjunction with the relevant
sections of the respective WPCs Contract Specifications (for example but not
limited to the General Specification and the Particular Specifications). The
WPCs shall ensure that all requirements of their Specifications pertaining to
interfaces are fully resolved and implemented, this includes but shall not be
limited to Requirements Management, Configuration Management and
Systems Assurance.

The S&TC WPC shall be responsible for the design, supply and installation,
testing and commissioning and maintenance during the DLP of the S&TC and
the PSD & APG Systems.
The COMMS WPC is responsible for the Design, Supply, Installation, Testing
and Commissioning and maintenance during the DLP of the
Telecommunication system (including but not limited to CCTV, PA, PIDS,
GIRN, ITS, Master Clock).

1.3 Interface Requirements

This Interface Specification outlines the interfacing requirements during the


execution of the Works between the S&TC WPC and the COMMS WPC.
However, the requirements herein specified are by no means exhaustive and
it remains the responsibilities of the COMMS WPC and the S&TC WPC to
execute the Interface Management Plan (IMP) and jointly develop and update
the Interface Control Documents (ICD) after the commencement of the Works
and throughout the execution of Works to ensure that:
• All Interface issues among the COMMS WPC and the S&TC WPC are
satisfactorily identified, captured and resolved;
• All tolerances related to the interface between the WPCs meet the
requirements and standard listed in the GS and PS of the WPCs;
• Works provisions related to the design, supply, installation, testing,
operation and maintenance of the S&TC and PSD & APG and
Telecommunication Systems are fully coordinated; and
• Facilities/provisions supplied under the Contracts and this Interface
Specification are fully compatible with each other.

The WPCs shall review and comment on any design or construction
information received which may include but not be limited to System
Architecture Design (SAD), interface protocols, data communication interface
design and other relevant drawings.
Notification by either WPC to the other WPC and PDP shall be given if there
is any change with contractual implication.
Either WPC shall immediately notify the other WPC should he note any
ambiguity, error or non-compatibility.
All information exchange between the COMMS WPC and the S&TC WPC
shall be copied to the PDP for information.

1.4 Interface Management

The S&TC WPC shall take the lead in developing the interface documents as
listed in both parties General Specification. The COMMS WPC shall provide
input to and shall review the interface documents prepared by the S&TC
WPC.
The S&TC WPC shall arrange and attend regular interface meetings with the
COMMS WPC and vice versa when necessary. The minutes of meetings and
the action plans shall be prepared by the meeting initiator and submitted to
the PDP and copied to the other WPC.
Both the S&TC WPC and the COMMS WPC shall provide all interface
requirements, as listed in the subsequent sections of this Interface
Specification and in the ICD, in the agreed timescales.
Both the S&TC WPC and the COMMS WPC shall ensure the timely,
understandable and complete transparent exchange of information and the
settlement of any differences.
The minimum requirements for interface exchange between the S&TC WPC
and the COMMS WPC are contained in Appendix D of their respective PS.

PHYSICAL INTERFACE

2.1 General

The COMMS WPC shall liaise with the S&TC WPC for detailed interface
requirements related to the COMMS WPC provisions, system architecture,
power supply and boundaries of provision including the following information
to support the design proposals:
• Detail drawings for system architecture to align with S&TC overall
system architecture design.
The S&TC WPC shall review the Telecommunication System works
provisions for the interfaces and advice the COMMS WPC of their adequacy
and also if additional provisions are required. The COMMS WPC shall
provide accordingly any additional provisions required upon instruction from
the PDP.
The COMMS WPC shall provide, the following information to the S&TC WPC
but not limited to:

FUNCTIONAL AND SOFTWARE INTERFACE

4.1 Functional Interface

Both the S&TC WPC and COMMS WPC shall coordinate the equipment radio
channel and frequency to avoid interference.
The COMMS WPC shall provide a BTN consisting of Network Switches and
fibre optic cables.

4.2 Software Interface

The COMMS WPC shall lead the production of an Interface Control Document
to which the S&TCS shall provide input.

SITE MANAGEMENT

5.1 The Site

Not used.

The S&TC WPC shall conduct a joint inspection with the COMMS WPC and
other related WPC for the purpose of survey and inspection to ensure site
works are well coordinated.
5.1.3.1 If the inspection identifies outstanding work to be completed by either WPC
then a programme shall be developed by that WPC for this work.
5.1.3.2 Any outstanding work to be completed by either WPC shall not impact the
work of the other WPC.
5.1.3.3 The following shall be recorded and agreed during the inspection where there
are interfaces between the WPCs:
• Access points and Work areas;
• Outstanding work list and agreed completion dates.

5.2 Temporary Utilities

The provision of the temporary lighting and power supply shall be in


accordance to the General Specification of each of the WPCs Contracts.

5.3 Traffic Management

6.2 Degree of Completions

The WPCs shall ensure that their programmes and plans of work, including
all staging, are shared and integrated through regular interface meetings. The
WPC’s shall coordinate their own programmes and plans of work to ensure
the correct access is provided in accordance with the degree of completion
schedule.
The S&TC WPC and the COMMS WPC shall undertake their work in
accordance with the agreed coordinated installation programme.

PROVISIONS, DELIVERY AND INSTALLATION

7.1 Provisions and Responsibility

The responsibilities of the S&TC WPC and the COMMS WPC pertaining to
interfaces between their respective Contracts are summarised in Table 7-1.

7.2 Delivery

Details of delivery shall be developed for each location through the Interface
Management Plan and Interface Control Document. The Plan shall consider
the equipment size for delivery, details of viaduct, stations and other civil
structures such as ramps, steps, recesses, channels, drain and track
services.

The S&TC WPC and COMMS WPC shall coordinate the installation
programme to meet project schedule and system integration requirement.

TESTING AND COMMISSIONING

8.1 General

The COMMS WPC and the S&TC WPC shall coordinate for all testing and
commissioning items that require involvement or co-operation between the
two parties including but not limited to the following:
• Details of the test to be carried out;
• Date of test;
• Access requirements for the test.
The tests shall include but not be limited to the following actions:
• Function Test;
• Control Correspondence;
• Status indications and alarms.
System functionality to be tested shall include but not be limited to the
following:
• Backbone Transmission Network (BTN) interface
• Public Address System (PAS) interface
• Passenger Information Display System (PIDS) interface
• Master Clock System (MCS) interface
• Information Technology System (ITS) interface
The S&TC WPC and COMMS WPC shall jointly organise a point to point test
to verify the correct connection of each point at the interfaces. For hardwired
interfaces the point–to-point test shall verify the electrical connectivity and
operation of the interface.

ELECTROMAGNETIC COMPATABILITY

9.1 General

Both the COMMS WPC and the S&TC WPC shall exchange all necessary
information concerning EMC/EMI in the respective systems, in accordance
with their EMC plan to ensure compatibility in the design of their systems.
The information includes, but shall not be limited to, the operation
frequencies, the associated maximum radiated emission levels of each
subsystem and the locations of their transmissions.
The COMMS WPC and the S&TC WPC shall jointly investigate interference
problems and provide necessary corrective actions throughout the Contract
period.

9.2 EMC/EMI Test

Both the COMMS WPC and the S&TC WPC shall jointly develop a test plan
detailing how the electromagnetic compatibility of the Telecommunication
System and the S&TC and PSD & APG shall be verified. This shall take into
consideration any EMC studies conducted. This test plan shall be compatible
with the Electromagnetic Compatibility Management Plan of the respective
Specification.
