 2. Extortion for MGM Hospital: Extortion -for construction of MGM
hospital is well known to everyone in police department. As
SP/SSP/IG Raipur Mukesh Gupta misused his official position to get
sand, cement, rod, concrete etc f r-orn all the concerned parties by
using the terror of his Thanedars. Most of the SHOs of Raipur are
involved in facil tating these illegal activities He extorted
money from all the businessmen from Chhattisgarh. His misdeeds have
also been exposed in Jagat Vision magazine. During his tenure in
Intelligence he mis used his secret Service fund to make lots of
pr oper-ty , Recently he extorted Secret Service +inds -From present
ADG Intelligence Mr. Juneja on insistence of Aman Singh to pay for
the expenses of the lawyer Mahesh Jethmalani. This Secret Service
fund was routed through the accounts of Sanjay Choudhury, a
b-rs.i.nes sman in Raipur. A clear cut case of money Launder i ng is made
out against Mukesh Gupta. A comp La i.rrt has a l r-e aoy been looged by
1",anik Mehta to Income tax department to wi t hdr-aw tax exemption to
conors for MGM, owing to many irr·egularities cornm i t t ed by .it . MGM
tas not submitted its financial and audit reports even after so many
notices by the competent authority. Despite Govt of C1hat"i::isgarh
having given grant of 2 crs, MGM doesnot furnish any m+ormat i.on
under RTI.

3. Various companies have been pressurised to pert with their CSR

funds to this trust. One of the companies by name of Heera group has
paid CSR fund to this trust . This is very much reflected on their
web site (Copy attached). The office of this trust runs in the House
~e name of Govind KunJ in crvrr lirre~pur wh i ch has been
gifted to Mukesh Gupta by Heera group. This ,.Jas initially rented
as a safe nouse for intelligence operations by Mukesh Gupta while.
being as ADG (Intelligence) . Diversion of government funds to run
the office of Mikki Memorial Trust of Mukesh Gupta is itself a case
of serious corruption. This group was recently raided by Income tax
for tax evasion and money laundering. In lieu of this favour by
Heera Group, Mukesh Gupta has been extending v2rious favours from
the police department to this group which need to be enquired.

4. While being in ACB/EOW , he has extended r:nny illegal favour:

has been recording phone numbers of CM house so that he could
blackmail whenever he fell out of favour from the CM house. He has
also used this machine in the favour of some business houses whose
interests he always represent and are also his trustees in the.MGM
project.Based on these sensitive interceptions he is successful in
running his 360 degrees extortion racket and political hobnob~ing.
Therefore, he has. been sucC:essful in blackmailing many- politicians

account but was never remitted to the university. This shows that he
could sponsor the study of his daughter by unfair means and the loan
amount was taken only as an eye wash.
He further draws his strength from a carefully . and
meticulously knit racket/network of Industrialists/businessmen,

officers, builders/land-mafias, bankers/financial consultants, power
brokeri etc which he has created over all these years.

and 'transfers are as per the cho i ca of Muk-esh Gupta so that he can
pull the strings as per requiremeni. Aman Singh is the most powerful
and corrupt contractual appointee of Chhattisgarh govt and serves as
Principal Secretary to CM Chhattisgarh. It is generally known to
everyone in Chhattisgarh that the governance of the State is almost
mortgaged to this officer. Chief Minister Raman Singh is only
working as a ceremonial head of executive. He has managed to get
himself appointed into a cadre post of IAS even while being on
contract appointment. He resigned because he was about to be put
behind bars by CBI in a corruption case while he served in IRS. His
appointment is totally illegal.

Apurti Nigam (NAN) was hatched by Mukesh Gupta and Aman Singh
combine to subdue Chief secretary Mr Vivek Dhand so that he starts

Chandramani Chandrakar as a witness proves this point. Similarly,

Jaggi Murder case also he pressurised his subordinate police
officers to arrest a fake accused by creating a fake case diary for
which many policemen lost their jobs. He himself managed to escape.
This case is on record. Similarly in these cases of. ACB/EOW
Inspectors are fearing prosecution for malafide investigation.

16. Office of Chief Secretary Mr. Vivek Dhand, DGP and ADG

taken over by the duo Mukesh Gupta and Amari Singh cornbme . If the
office of Chief Secretary and DGP of Chhattisgarh is sabotaged by
Aman Singh and Mukesh Gupta combine then a call for jus:tice is a

17. Torture of Mikki Mehta: Mukesh Gupta lured an eye Doctor Miki
Mehta into physical relationship on an assurance of marriage
knowing fully well that he· is a government servant and is prohibited
under Rule 19(2) of AIS conduct rules. He married her inspite of
having a living spouse and fat he red a child. However, he did not
keep up his promise of giving her the status of wife. She was beaten
up many times on the insistence of giving her the status of wife.
Under extreme torture she allegedly committed suicide in his house.
His brother in law Manik Mehta is running from pillar to post to get
justice since last 17 years. In the run up for justice 10 false
a cases have been slapped by Mukesh _Gupta on Manik Me~ta .. He has be~n

service for eligibility for elevation to the post of DG. Similarly,
R K Vij has always mortgaged his office to Mukesh Gupta in all his
postings. Even while being IG Ourg, collections of R K Vij used to
be collected by Mukesh Gupta. The posting of R K Vij in CID has beeh
engineered by Mukesh Gupta for getting all his complaints filed and
favourable reports sent to ht gher offices. Even the office of PMO
has been befooled by sending a fudged report far from truth. Mukesh
Gupta claims that Vij has to do everything at his bidding , as all
his postings are being engineered by Mukesh Gupta.

Feroze Siddique. Through him he could make stinis of various
politicians and bureaucrats for the purpose of blackmailing. He is
the architect of sting related to Antagarh Vidhan Sabha byelection
tradirig incident where Manturam Pawar resigned resulting in exposing
CM Chhattisgarh in poor light in the public. In the background this
operation was conducted by Mukesh Gupta by passing the sting to
· Feroze Siddique for· exposing Punee:t Gupta and C:M; so that CM house
could realise that they hava committed a mistake by removing him as
ADG Intelligence. Ajit Jogi was also duped by Mukesh Gupta by
winning over Feroze to get various stings done in Sagon Bunglow on
their family . Feroze has conducted many stings of Ajit Jogi and
Amit Jogi and passed to Mukesh Gupta for monetary considerations.
In case of Manturam pawar case in order to politically expose CM,
Mukesh Gupt~ passed the interceptions to Feroze to be leaked to the
media to put CM under pressure. Interceptions were also used to
extort money from bu!lder, liquor barons, industrialist and
bureaucrats. He has also given assurance to Bhupesh Baghe I , Brij
Mohan Aggarwal, Ajit Jogi etc that he will provide relevant
interceptions to them nearing elections which will help them
politically and in return he gets their support for r unni ng his
