MINUTES of a BUSINESS Meeting of the Board of


Education Held on Tuesday, June 19, 2007

A BUSINESS Meeting of the Board of Education of the City of Plainfield was held this day in the Plainfield High
School, library. Notice had been provided to Board members and to the Courier-News, Star Ledger, Public Library,
City Clerk, Comcast Cable Co., Plainfield Police Department, and posted in all Plainfield Public schools. The
meeting was called to order at 5:45 p.m. by Mr. Michael J. Donow, Interim Board Secretary, and the following
action took place:

WELCOME to a Business Meeting of the Board of Education of the City of Plainfield. Members hope you will
find the meeting interesting and informative. We thank you for taking the time to attend. Please be advised that this
and all meetings of the Board are open to the media and public, consistent with the OPEN PUBLIC MEETINGS
ACT (Ch. 231 Laws of 1975), and that advance notice required therein has been provided to the Courier News on
Tuesday, June 5, 2007 for advertisement on Saturday, June 9, 2007.

The following resolution was moved by Ms. Rivers, seconded by Ms. Sheppard, and unanimously approved by the Board to
enter Executive Session:
RESOLUTION

WHEREAS, the Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed
session to discuss certain matters, now therefore be it

RESOLVED, the Board of Education adjourns to closed session to discuss:

1 matters rendered confidential by federal or state law


2. pending or anticipated litigation or contract negotiations and/or matters of attorney-client
privilege
and be it

FURTHER RESOLVED, the minutes of this closed session be made public when the need for confidentiality no
longer exists.
The Board of Education adjourned into its executive session at 5:45 p.m.

The Board of Education resumed the public session of its Business Meeting at 7:18 p.m.

IV. REMARKS FROM THE BOARD PRESIDENT

Ms. Barksdale, Board President, requested a moment of silence for Dr. Annette Kearney.

Ms. Barksdale wished a belated Happy Father’s day to all in attendance.

Mr. Peter Carter, Interim Superintendent, along with members of the Board, presented student recognition awards.
(See the attached.)

Ms. Barksdale congratulated the students who are graduating from the Plainfield Public Schools during the week
ahead.

Ms. Barksdale and Mr. Carter requested members of the public to sign a letter of support for full state funding for
the Plainfield Public Schools.

Ms. Barksdale urged members to attend a meeting of the NAACP on June 25th to generate and enhance support for
the Plainfield students.

Ms. Barksdale announced the Board’s mini-retreat scheduled for June 24th at Plainfield High School to work on the
Board’s annual self-evaluation.

Ms. Barksdale read a statement to the community reviewing the developments that took place over the past few
weeks with respect to the change in administration, and formally introduced and welcomed Mr. Peter E. Carter,
Interim Superintendent of Schools and Mr. Michael J. Donow, Interim Business Administrator/Board Secretary.

V. REMARKS FROM THE INTERIM SUPERINTENDENT

Mr. Carter offered a brief resume to the community and stated that we are here for one reason and one reason only,
that being the young people between 3 and 18 years of age. He thanked everyone for coming out to the meeting,
adding that we have a lot of work ahead, with respect to the administration of the schools and test scores.

Mr. Carter introduced Ms. Sipp who presented a summary of the preliminary results of test scores for the 2006-07
school year.

VI. REMARKS FROM COMMITTEE CHAIRPERSONS

Ms. Rivers, Human Resources Committee Chairperson, reported that there were three resolutions added to the
agenda identified as items “Bb” and “C2” and “C3.” Mr. Carter clarified that the hourly rates for security and
custodians was $16 and $11 respectively, that PHS Vice Principals Aurora Hill and Kevin Stansbury were 12-
month employees, and the clarification of “supervisory personnel” replaced the notation of “administrator” in Item
“T” on the agenda.

Mrs. Campbell, Curriculum & Instruction Committee Chairperson, reported that there was one resolution added to
the agenda identified as Item “Q,” and that the Interim Superintendent had pulled Item “H3.” Mr. Carter noted that
the addition of Item “Q,” reflected the Interim Superintendent, the PEA and the Board joining hands to provide a
school calendar for the 2007-08 school year that brought the children back to school as early as possible.

Ms. Sheppard, Finance Committee Chairperson, reported that there were three resolutions added to the agenda
identified as items “P,” “R,” and “S.”

Mr. Cox announced that the school Climate Committee would be meeting during the summer months.

VII. REPORT OF DELEGATES/LEGISLATIVE REPORT

None.

VIII. REMARKS FROM THE STUDENT LIAISONS

None.

IX. PRIVILEGE OF THE FLOOR

Ms. Bloom inquired about the vote and the speed of the Board’s action on the Superintendent, and added that its
time to move forward.

Mrs. Corbett spoke about the “Laws of Life 2007” program.

Ms. Battle reported on the upcoming “Project Graduation.”

Mr. Graves spoke about the Superintendent’s apple Award ceremony on June 25th.

Ms. Gilbert spoke in favor of the Board’s unified action on June 8th, with respect to the administrative changes.

Mr. Williams offered an overview of his experiences in Plainfield as a student and as one of the student liaisons to
the Board of Education.

Rev. Taylor spoke in favor of the Board of Education and their actions taken on June 8th.

Ms. McPhearson pledged her support to the district through a volunteer program offered by Merrill Lynch.

Ms. Shoemaker requested information about the special Education test scores, and the staff attending the science
conference that was on the agenda.

Ms. Davis expressed concern with the speed of the Board’s action on June 8th, and offered her hope for the success
of the Interim Superintendent.

Mr. Darden requested copies of his notes on items included in the Board’s June 19th agenda be circulated, and
expressed concern with the number of substitutes listed on the agenda.

Ms. Jenkins-Lisa expressed her support of the Board’s actions on June 8th.

Ms. Martin speaking on behalf of the membership of the Plainfield Education Association, offered the Board its
support of the actions taken on June 8th. The Board President thanked Ms. Martin for her many years of service to
the staff as President of the P.E.A.

Ms. Pellum stated that she is looking forward to a new direction for the district, but expressed concern that not many
of the parents were in attendance at the Board meetings. She raised questions about the search for the Interim
Superintendent and the process for the search for the permanent position. She also requested information about the
district’s procedures for students absent from school.

Ms. Barksdale, Board President, closed the Privilege of the Floor portion of the meeting at 8:40 p.m. and recessed
the meeting at 8:40 p.m.

Ms. Barksdale recalled the meeting to order at 8:50 p.m. Board members Mr. Abdul-Haqq, Mrs. Campbell, Mr.
Cathcart, Mr. Cox, Mr. Estevez, Ms. Sheppard, Ms. Rivers and Ms. Barksdale were present.

X. APPROVAL OF MINUTES OF PREVIOUS MEETINGS

The Board Secretary presented the following minutes:

as printed for Board adoption, moved by Mr. Cox and seconded by Ms. Sheppard. The minutes were approved by
unanimous voice vote, with Ms. Rivers abstaining from voting on the minutes of March 29, 2007.

XI. REPORT OF THE HUMAN RESOURCES COMMITTEE

“The Board of Education of the City of Plainfield reaffirms its commitment to ensure that the district
provides equal employment opportunities regardless of race, color, creed, religion, sex, age, ancestry,
national origin, handicap and social or economic status…”

It is the policy of this district to provide, through a positive and effective affirmative action program equal opportunities for
employment, retention, and advancement of all people.

The equal employment objective for the Board of Education calls for achieving full utilization of minorities and women, and
handicapped persons at all levels of management and non-management and by job classification; to prohibit discrimination in
employment because of race, color, religion, national origin, sex or age; and to have a work environment free of
discrimination.”

Ms. Rivers moved the Amended Human Resources Agenda as a Consent Agenda, seconded by Mr. Cox. Prior to
the vote, Ms. Rivers announced the names of the staff members that are retiring, in recognition of their service to
the children of Plainfield. The motion carried, on a roll-call vote, with six members in favor of the entire agenda,
Mr. Cox in favor of all, but abstained on three appointments of family members. Mr. Estevez in favor of all, but
abstained on S10.

A. Contractual Appointments

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION
WHEREAS, the Board of Education has provided the Superintendent of Schools the authority to employ non-
administrative staff members between the Business Meeting of the Board of Education and the next succeeding meeting
of Human Resources Committee, and

WHEREAS, the Superintendent of Schools has used this authority, now therefore be it

RESOLVED, the Board of Education approves the employment of the following provisionally subject to requirements

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

(1) RESOLVED, the Board of Education approve the appointment of John Gamble Jr. as Vice Principal of
Evergreen School effective August 20, 2007 at a salary of $ $88,180.00 (Guide I Step 1 )

RESOLUTION

(2) WHEREAS, the Plainfield Board of Education through its Interim Superintendent has recognized a
need to (re) establish an administrative position at least on a temporary basis in order to improve the
educational operations of the district, and

WHEREAS, it is in the best interest of the district that the position of Assistant Superintendent of
Schools be filled on an interim basis, and

WHEREAS, the position of “Assistant Superintendent” is duly recognized by the Department of


Education and stated by name in N.J.A.C. 6A-9: 12.3 and now therefore be it

RESOLVED, upon the recommendation of the Interim Superintendent, that Mr. Walter F. Rusak, a
retired New Jersey school administrator, with over twenty-five (25) years experience in Urban and
Abbott education as Principal and Assistant Superintendent of Schools, be hired on an interim basis into
that position for the period of June20, 2007 to December 31, 2007at a daily rate of $600.00.

RESOLUTION

(3) RESOLVED, Garnell V. Bailey, Ph.D. be appointed to the position of Director of Human Resources for
the 2007-2008 school year, effective on or about September 1, 2007 at a salary of $135,000 per year,
prorated.

Mrs. Campbell moved Curriculum & Instruction as a Consent Agenda, seconded by Mr. Cox. The motion carried,
on a roll-call vote, with six members in favor of all of the resolutions, Ms. Sheppard was in favor of all of the
resolutions, but abstained on the name Debbie Myers listed in Item K, and Ms. Rivers was in favor of all of the
resolutions but voted no on Item K.

G. 21st Century Community Learning Centers - Summer Program

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

WHEREAS, the 21st Century Community Learning Centers - Summer Program will engage students in
reading curriculums, robotics, computers, modern dance, digital photography, aviation engineering, field
trips, recreation, community service projects, social and youth development workshops, now therefore
be it

RESOLVED, the Board of Education approves the 21st Century Community Learning Centers Summer
Program beginning July 9, 2007 through August 17, 2007. The Program will serve 140 students in
Grades 4-12 in the Plainfield Public Schools and charged to the 2007-2008 21st Century grant funds.

H. Staff Development
The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

1. Early Childhood Introductory High/Scope Curriculum Training


WHEREAS, the Plainfield Public Schools will subcontract to licensed childcare centers to serve approximately twelve
hundred and fifty (1,250) three (3) and four (4) year old students during the 2007-2008 school year, and

WHEREAS, the Plainfield Initiative for Early Childhood Educational Services collaborated with the school district to
identify the High/Scope Curriculum for use in the subcontracted classrooms, and

WHEREAS, intensive training in the High/Scope Curriculum is needed for teachers, teacher assistants and directors
serving the students, and

WHEREAS, the Union County Community Coordinated Child Care (4C’s), Hillside, New Jersey, has expertise in early
childhood with High/Scope specialists on staff, and

WHEREAS, 4C’s will provide Introductory High/Scope training on August 13-17 and August 27-31, 2007, November 9
and 16, 2007, December 14, 2007 and January 18 and 25, 2008 for a total of 15 full days of High/Scope training @
$1,500.00 per day, and Early Childhood Introductory High/Scope Child Observation Records (COR) training, now
therefore be it

RESOLVED, the Board of Education approve payment to Union County Community Coordinated Child Care (4C’s) in
the amount of $22,500.00 and charged to account 34ECPURCHS.

2. High/Scope Child Observation Records (COR)


WHEREAS, the Plainfield Public Schools will subcontract to licensed childcare centers to serve approximately twelve
hundred and fifty (1,250) three (3) and four (4) year old students during the 2007-2008 school year, and

WHEREAS, the Plainfield Initiative for Early Childhood Educational Services collaborated with the school district to

4. Schillinger Group Education Consultants LLC

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

WHEREAS, the Plainfield School District is committed to raising student performance via an increase in
student achievement and teacher capacity, and

WHEREAS, the Schillinger Group LLC from Hamburg, NewJersey, is an educational consulting firm
specializing in site-based professional development in the area of literacy instruction, and

WHEREAS, the Schillinger Group LLC, has a proven track record of working closely with school districts to
customized educational initiative in order to attend to specific and differentiated needs. The Schillinger Group
has moved several schools including the Harriet Tubman School to 90% proficient on NJASK assessments, and

WHEREAS, the Schillinger Group LLC’s core belief is the demonstration of best practices aligned with
existing and ongoing initiatives in literacy and curriculum design, the groups believe in “showing” rather
than “telling” teachers about practices that can dramatically improve student achievement, and

WHEREAS, the Schillinger Group Education Consultants LLC will provide (4) four half days on July 23-26,
2007 from 8 a.m. to 12 noon of on-site demonstration lessons which will involve debriefing, action plans, co-
planning and analysis of Summer Bridge Home Activity Guide; Novel Study Guide for Clinton School K-5

July 2007-June 2008 for 14 days during the 2007– 2008 school year, and

serve as participants in the Advancement via Individual Determination program; a national research based
program that assists general education students with average grades of “73-79%” with target skills to improve
critical thinking skills and student achievement, and

WHEREAS, the AVID Center, San Diego, California agreed to provide professional development sessions in
Atlanta, GA on July 22-26, 2007, and

WHEREAS, the training will provide 4 Stillman School teachers, principal, and district director with innovative
strategies and research based best practices to improve student achievement. The cost of the contract will cover

Group facilitation, leadership development, training, assessment, evaluation, and

WHEREAS, the Turning Points Consultant Services has agreed to provide consultation and technical assistance
for the 21ST Century Community Learning Center Summer Program, implementation and evaluation; provide
strategies and various alternatives that will be effective in achieving specific goals; and provide hands-on team

WHEREAS, the Science Department has identified a middle school teacher to participate in the
Smithsonian Energy and Motion Academy. This academy will provide a series of experiences that will
enhance the Teacher’s understanding of the fundamental physics concepts and teaching approaches in
relationship to energy and Newton’s Laws of Motion. It will increase the science and history ideas and
concepts. The teacher will gain knowledge of resources and pedagogical approaches, and

WHEREAS, the Smithsonian Science Education Academies for Teachers, Washington, D.C. program
will help the preparation for the 2007-2008 middle school curriculum in the area of Physical Science.

development that will help the implementation of the CPO Program in the 9th Grade Freshman Success
Academy, in the area of Physics on June 25-29, 2007 during the 2006-2007 school year, and

WHEREAS, The Cambridge Physics Outlet will provide Mrs. Deborah Johnson, a 9th Grade teacher to

RESOLVED, the Board of Education approve a field trip from PHS for Friday, July 6, 2007 through Friday,
July 13, 2007 for fifteen students and three chaperones to attend the Junior R.O.T.C. Summer Leadership
School, Edison, New Jersey. The purpose of the trip is to give the cadets an opportunity to develop their
leadership and decision-making skills and to provide them with challenges that will help them to grow and
realize their full potential as young adults. This trip will enhance the Esprit De Corps of the unit and will
demonstrate habits of orderliness, precision and discipline. Departure is scheduled for 8:00 a.m. from the
PHS parking lot on July 6, 2007 with a return approximately 6:00 p.m. on July 13, 2007. There is no cost to
the district for this trip.

Q. Revision to the 2007-2008 School Calendar

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

WHEREAS, the Plainfield Board of Education has hired a chief school administrator on an interim
basis who has total responsibility for the day to day operation of the school district, and

WHEREAS, the Interim Superintendent finds it in the best educational interest of the pupils who attend
the Public Schools of Plainfield that they return to school on Thursday, September 6th, rather than the
current approved, Monday, September 10th, and

WHEREAS, the Interim Superintendent has, through the Executive Committee of the Plainfield
Education Association, sought feedback from the teaching and support staff members in this regard, and

WHEREAS, the earlier return of the pupils shall have no effect upon the number of teacher days or
pupil days (two pupil days shall be deducted from the school year), now therefore be it

RESOLVED, that the School Calendar for the 2007-2008 school year be changed to reflect this
recommendation of the Interim Superintendent, and that a new calendar be issued, posted, and
promulgated for the community within then(10) business days of this action.

D. Union County Educational Services Commission

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

(1) Nonpublic School Nursing Services P.L. 1991, Chapter 226

RESOLUTION

WHEREAS, P.L. 1991, Chapter 226, requires that each Board of Education of a district in which a nonpublic school
is located shall provide certain nursing services to those students who are enrolled full time in the nonpublic school,
and

WHEREAS, the Union County Educational Services Commission has agreed to provide the required nursing
services for local public school districts for the purpose of efficient delivery of services and greater cost
effectiveness through cooperation and centralized administration, now therefore be it

RESOLVED, that the Plainfield Board of Education enter into an agreement with the Union County Educational
Services Commission whereby the Commission will implement the law and administer the nonpublic school
nursing services program for those full time students enrolled in the nonpublic school(s) located within the
Plainfield Board of Education district for the 2007-2008 school year, in accordance with applicable law, and be it

FURTHER RESOLVED, that the Commission will retain five percent (5%) of the entitlement as an administrative
fee received by the Plainfield Board of Education as State aid, per pupil, pursuant to said enactment.

(2) Bloodborne Pathogens Management Services Agreement

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

WHEREAS, local public school districts are required to comply with educational and procedural guidelines for
occupational exposure to bloodborne pathogens according to New Jersey Department of Labor regulations N.J.A.C.
12:100-4.2 et seq., and

WHEREAS, the Union County Educational Services Commission’s Environmental Safety Program has developed
and will implement a Bloodborne Pathogens Management Services Program to meet local district needs, now
therefore be it

RESOLVED, that the Plainfield Board of Education enter into an agreement with the Union County Educational
Services Commission to provide such services beginning July 1, 2007 through June 30, 2008, at a fee of sixty cents
($.60) per resident pupil enrolled as of October 15, 2006.

(3) 2007-2008 Nonpublic School Technology Initiative Program

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

WHEREAS, the New Jersey Nonpublic School Technology Initiative Program has been authorized in the
Appropriations Act for Fiscal Year 2007 and 2008, and

WHEREAS, Nonpublic School Technology Initiative Aid shall be paid to school districts and allocated for non
public school pupils at the rate of $40.00 per pupil in a manner that is consistent with the provisions of the federal
and state constitutions, and

WHEREAS, said program requires the Board of Education in each public school district in New Jersey to provide
technology to all students attending a nonpublic school located in the public school district, and

WHEREAS, it is the responsibility of the chief school administrator of the public school district or designee or
confer with the administrator of each participating nonpublic school within the district to advise the nonpublic
school of the limit of funds available and to agree upon the technology to be provided to the nonpublic school
within the limits of the funds that are available for the nonpublic schools, and

WHEREAS, it is the responsibility of the public school district to send written verification that conferences were
held with each nonpublic school administrator to the County Superintendent, along with a copy of each agreement,
and

WHEREAS, it shall be the responsibility of each public school district to provide the agreed upon technology which
may include equipment, software, professional development and/or maintenance of equipment, and

WHEREAS, the Union County Educational Services Commission has agreed to handle the responsibilities
associated with this program for the purpose of greater cost effectiveness through joint purchasing and centralized
administration, now therefore be it

RESOLVED, that the Plainfield Board of Education enter into an agreement with the Union County Educational
Services Commission whereby the Commission will administer the Nonpublic School Initiative Program for
nonpublic schools located within its boundaries for the 2007-2008 school year, and be it

FURTHER RESOLVED, that the Plainfield Board of Education pay 5% of the allocation for the Nonpublic School
Technology Initiative Program to cover the Commission’s cost for administering the program. The total amount
allocated by the State for the New Jersey Nonpublic School Technology Initiative Program will be paid to the
Commission on or before October 15, 2007 – 5% will be deducted for the Commission’s administrative expenses.
Any unexpended funds will be refunded to the local district.

vocational school students to specific destinations, and

WHEREAS, the Union County Educational Services Commission (CTSA) offers coordinated
transportation services, and

WHEREAS, the CTSA will organize and schedule routes to achieve the maximum cost effectiveness,
now therefore be it

RESOLVED, the Plainfield Board of Education approve the 2007-2008 agreement with the Union
County Educational Services Commission to participate in coordinated transportation services for an
administrative fee of 4% as calculated by the billing formula adopted by the CTSA.

(2) Somerset County Educational Services Commission (SCESC)

WHEREAS, the Plainfield Board of Education desires to transport special education, non public, public
and vocational schools students to specific destinations, and

WHEREAS, the Somerset County Educational Services Commission (SCESC) offers coordinated
transportation services, and

WHEREAS, the SCESC will organize and schedule routes to achieve the maximum cost effectiveness,
now therefore be it

RESOLVED, the Plainfield Board of Education approve the 2007-2008 agreement with the Somerset
Educational Services Commission to participate in coordinated transportation services for an
administrative fee of 5% as calculated by the billing formula adopted by the SCESC.

WHEREAS, N.J.S.A. 40A:11-11, specifically authorizes two or more contracting units to enter into a
Cooperative Pricing Agreement for the purchase of work, materials and supplies, and

WHEREAS, the Monmouth-Ocean Educational Services Commission is conducting a


voluntary Cooperative Pricing system with other authorized contracting units within the
State of New Jersey utilizing the administrative purchasing services and facilities of the
Monmouth-Ocean Educational Services Commission, and

WHEREAS, this Cooperative Pricing Agreement is to effect substantial economies in the purchase of
telecommunication services, and

WHEREAS, all parties hereto have approved the within Agreement by Resolution as appropriate, in
accordance with the aforesaid statute, and

WHEREAS, it is the desire of all parties to enter into such Agreement for said purposes, now therefore
be it

RESOLVED, in consideration of the promises and covenants set forth herein, terms and conditions
hereinafter set forth, it is mutually agreed as follows:

1. The provision or performance of good or services to be priced cooperatively shall be for


telecommunication services.
2. The items and classes of items which may be designated by the participating contracting units hereto may
be purchased cooperatively for the period commencing with the execution of this Agreement and
continuing until terminated as hereinafter provided.

3. The Lead Agency, on behalf of all participating contracting units, shall upon approval of the System’s
registration and annually thereafter in January of each succeeding year publish a legal ad in such format
as required by N.J.A.C. 5:34-7.12 in a newspaper normally used for such purposed by it to include such
information as:
A. The name of Lead Agency soliciting competitive bids, and
B. The address and telephone number of Lead Agency, and
C. The names of the participating contracting units, and
D. The State Identification Code for the Cooperative Pricing System, and
E. The expiration data of the Cooperative Pricing Agreement.
4. Each of the participating contracting units shall designate, in writing, to the Lead Agency, the items to be
purchased and indicate therein the approximate quantities desired, the location for delivery and other
requirements, to permit the preparation of specifications as provided by law.
5. The specifications shall be prepared and approved by the Lead Agency, and no changes shall thereafter
be made except as permitted by law. Nothing herein shall be deemed to prevent changes in specifications
for subsequent purchases.
6. A single advertisement for bids for the provision or performance of goods or services to be purchased
shall be prepared by the Lead Agency on behalf of all of the participating contracting units desiring to
purchase any item.
7. The Lead Agency shall advertise and receive bids on behalf of all participating contracting units.
Following the receipt of bids, the Lead Agency shall review said bids and on behalf of all participating
contracting units, either reject all or certain of the bids or make one award to the lowest responsible
bidder or bidders for each separate item. This award shall result in the Lead Agency entering into a
master contract with the successful bidder (s) providing for two categories of purchases:
A. The quantities ordered for the Lead Agency’s own needs, and
B. The estimated aggregate quantities to be ordered by other participating contracting units by
separate contracts, subject to the specifications and prices set forth in the Lead Agency’s overall
(master) contract.
8. The Lead Agency shall enter into a formal written contract (s), when required by law, directly with the
successful bidder (s) only after it has certified the funds available for its own needs.
9. Each participating contracting unit shall also certify the funds available only for its
own needs; enter into a formal written contract, when required by law, directly with the successful bidder
(s), issue purchase orders in its own name directly to successful bidder (s) against said contract; accept its
own deliveries; be invoiced by and receive statements from the successful bidder (s); make payment
directly to the successful bidder (s), and be responsible for any tax liability.
10. No participating contracting unit in the Cooperative Pricing System shall be responsible for
payment of any items ordered or services received by any other participating contracting unit. Each
participating contracting unit shall be liable only for its own services it receives.
11. The provisions of Paragraphs 7, 8, 9, and 10 above shall be quoted or referred to and
sufficiently described in all specifications so that each bidder shall be on notice as to the respective
responsibilities and liabilities of the participating contracting units.
12. No participating contracting unit in the Cooperative Pricing System shall issue a purchase order
or issue a contract for a price which exceeds any other price available to it from any other such system in
which it is authorized to participate or from bids which it has itself received.
13. The Lead Agency reserves the right to exclude any item or commodity from within said system
if, in its opinion, the pooling of purchasing requirements or needs of the participating contracting units is
either not beneficial or not workable.
14. The Lead Agency shall appropriate sufficient funds to enable it to perform the administrative
responsibilities assumed pursuant to this Agreement.

15. This Agreement shall become effective immediately subject to the review and approval of the
Director of the Division of Local Government Services and shall continue in effect for a period not to

any of the succeeding four years.
16. All records and documents maintained or utilized pursuant to terms of this Agreement shall be
identified by the code number assigned by the Director, Division of Local Government Services, and such
other numbers as are assigned by the Lead Agency for purposes of identifying each contract and item
awarded.
17. This Agreement shall be binding upon and ensure to the benefit of the successors and assigns of
the respective parties hereto.

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

RESOLVED, the Plainfield Board of Education appoints Lerch, Vinci & Higgins, LLP, as Auditor for the
period July 1, 2006 to June 30, 2007 at an amount not to exceed $52,000.00, and for the period July 1, 2007,
2007 to June 30, 2008 at an amount not to exceed $54,000.00, and be it

FURTHER RESOLVED, the Board authorize additional financial services during the fiscal year at the
hourly rates as stipulated in the April 10, 2007 engagement letter.

N. Appointment of Counsels

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

(1). Appointment of General Counsel –

RESOLVED, the Plainfield Board of Education appoints Hunt, Hamlin & Ridley as General Counsel for
the period July 1, 2007 to June 30, 2008.

(2). Appointment of Labor Counsel –

Q. Authorization to Interim Business Administrator for End of 2006-2007 Closing of the Books
The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION
RESOLVED, the Board authorize the Interim Business Administration/Board Secretary to proceed with all
necessary adjustments to close the books for the 2006-2007 school year, as well as to open entries necessary
for the 2007-2008 school year. This would include payment of bills, the cancellation of purchase orders,
transfers, compliance with Public Contract Law, and other such actions as may be required by statute, code
and policy, said actions to be confirmed by the Board of Education at its regularly scheduled public meeting.

R. Acceptance of Funds

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

WHEREAS, the Board of Education has approved certain special education programs and authorized
application for special county, state or federal funds to support them, and

WHEREAS, notification has been received that certain of these grants has been approved by the New
Jersey Department of Education; now, therefore be it

RESOLVED, the Board of Education approve acceptance of the following special funds to support
educational programs in the district in accordance with the approved program budget which shall be
attached to and made part of this record:

S. 2007-2008 Food Service Contract Addendum

The Interim Superintendent of Schools recommends, and I so move, adoption of the following:

RESOLUTION

WHEREAS, the Board of Education entered into a Food Service Management Agreement with Sodexho
Management, Inc. in the 2006-07 school year, and

WHEREAS, NJSA 18A: 18A-42 provides the option for an addendum for renewal of the agreement
between the Board and the Food Service Management Company for a one-year period, now therefore be it

RESOLVED, the Board of Education authorizes a renewal of its agreement with Sodexho Management, Inc.
which guarantees an annual financial return of one hundred fifty thousand ($150,000.00) for the 2007-2008
school year, and be it

FURTHER RESOLVED that the agreement shall include a management fee not to exceed $93,150.00 in
accordance with Sodexho’s Request for Proposal, and a General Support Services Allowance equal to
$124,200.00 for the 2007-2008 contract year.

Ms. Barksdale welcomed Mr. Carter and Mr. Donow to the community of Plainfield, and announced the closing
activities of the school year that were coming up during the ensuing week. She asked for the support of the entire
community for our young people.

On a motion by Mrs. Campbell, and seconded by Mr. Cox, the Board, by unanimous voice vote, adjourned the
meeting at 9:05 p.m.
