1. SCOPE
NIOEC specifications cover the general requirements for detailed engineering procurements,
testing inspection & construction of refinery/oil plant, distribution depots, pump stations and
pipe lines.
This specification Corers the minimum requirements for site preparation Earthwork and sewers .
2. REFERENCES
Throughout this Specification the following dated and undated standards/codes are referred to
these referenced documents shall, to the extent specified here form a part of this Specification.
For undated references, the latest edition of the referenced document (including any supplements
and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date, shall mutually be
agreed upon by NIOEC and Vender / Contractor.

3. .UNITS
International system of unites (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.
4. GENERAL
- The Contractor shall furnish all materials, tools, equipment utilities, facilities, etc., and shall
perform all labor and services necessary for the proper execution and completion of
earthwork and sewers, all as shown on the drawings prepared by the Contractor, as specified
therein and/or reasonably implied thereby to carry out the apparent intent of the work.
- The Contractor is responsible for the safe operation of any Construction works should not
only be conversant with all the relevant legislations, but should also actively encourage a
safe approach to the work in hand.
Contractor shall :
- Clear all existing vegetation, roots humus, rubbish, debris, foundations and/or structures
from the main plant site area and from all areas designated for cut or fill.
- Rough grade entire site to elevations designated, including cut and fill as required.
- Excavate and backfill for foundations and for any other concrete work.
- Excavate and backfill for sub grade of building area, Floor slabs and platforms.
- Excavate and backfill trenches for electrical and instrumentation installations and for
underground piping.
- Install cast iron sewer drains and manhole covers. Covers of manholes in oily water sewer
shall be cast iron gas-tight type and marked with own number on top face of concrete pit.
- Install plant drainage system including all ditches and culverts. Culverts, as specified on the
drawings, shall be supplied by the contractor.
- Prepare the sub a grade furnish, and installs the sub base course for all roads, driveways,
parking areas, sidewalks.
- Excavate as required and supply and install ballast material for tank foundations.

- Excavate as required, construct breams and finish grade the evaporation pond areas.
- Construct railroad grades complete with ballast, ditches, culverts, road crossings, etc., and
regard to line and grade shown on the drawings.
- Install the materials and supplies required for the Sanitary sewerage system including
sewage lagoons, sewers, etc., and including septic tanks and manholes.
- Dispose of surplus excavated material. Top soil and material approved and required for
subsequent backfill shall be stockpiled on the site.
- Furnish and install gravel surfacing for those roads, Walks and areas indicated on the plans
to be gravel surfaced.
- Apply weed killer to the sub grade where the roots of vegetations have not been removed
completely.
5. . EXCAVATION
5.1 General
The excavation shall conform to the dimensions and elevations indicated on the drawings for
each installation. Where the excavation is made below the elevations indicated on the
drawings, the excavation shall be restored to the proper elevation, in accordance with the
procedure specified for backfill. Excavation shall extend a sufficient distance from walls and
footings to allow for placing and removal of forms, installation of services and for inspection,
except where the concrete for
walls or footings is to be deposited directly against excavated surfaces or shoring.
Undercutting shall not be permitted. Where sidewall material is unsuitable to stand without
caving during concrete pouring operations, it shall be shored or otherwise maintained to
prevent sliding into excavations.
The bottom of all excavations shall be properly leveled off and all loose materials shall be
removed before concrete is placed. Weed killer of approved materials shall be applied on the
bottom and sides of all excavated area where any deep roots such as Shirin Bayan or woody
plants have not been removed completely. Excavations shall be kept free from water, other
liquids, and debris until the installation and backfilling have been completed and approved.
Method of dewatering shall be agreed at the beginning of the excavation by the Contractor
and the Employer in case of high water level.

For areas to be excavated or filled, topsoil consisting of silt or loose clay and/ or containing
humus, roots or other organic materials shall be removed to minimum depth of 15
centimeters and as much as it contains the organic material before beginning grading
operations. All such material shall be removed from construction site immediately. Top soil
required for finish grading shall be approved by the Employer and shall be stockpiled at a
location adjacent to the construction site as directed by the Employer. The stockpile shall be
safeguarded against scattering and mixture with undesirable materials pending its use for
finish grading of the construction site. After the topsoil removal and just before backfilling
another 15 cm. layer shall be scarified and compacted to 90% Modified AASHTO. The
scarification and compaction of 15 cm. layer is always mandatory regardless of soil
condition and grade elevation.
The Contractor shall assume full responsibility for maintaining the stability of all excavated
faces until final acceptance of the work. The slope of embankments a various methods of
shoring, bracing and underpinning shall be determined by the Contractor unless specifically
detailed on the drawings. The Contractor shall place and maintain all temporary fences,
guard rails, barricades, lights and other protective measures required for the safety of the
premises. For pipe trench excavation, adequate planking and strutting shall be provided.
Excavated material which is approved for backfill shall be stockpiled at a location adjacent to
the construction site to be selected by the Contractor and approved by the Employer. No
stockpiling of topsoil and unapproved material is allowed on the construction sites. All
surplus backfill material and unapproved materials shall be transported off the construction
site immediately to a location which will be selected by the Contractor and approved by the
Employer.
After top soil removal spray sufficient amount of weed killer to the area where the roots of
vegetations such as Shirin Bayan, woody plants and perennial weeds have not been removed
completely. The weed killer should be applied at least 24 hours before the scarification of the
soil and prior to any backfill. The type and amount of weed killer and method of its
application shall be approved by the Employer.

6.1 General
After completion and inspection of subsurfaces installations and prior to backfilling, all forms
shall be removed and the excavation shall be cleared of all trash and debris. The Contractor
shall obtain written approval of the Employer before any backfilling operation.
6.2 Backfill
6.2.1 Materials for backfilling shall consist of the excavated materials and/ or other material
free of rock, trash, lumber or other debris. For areas under the paving, foundation or any
other structure, the material for backfilling, whether excavated or borrowed, shall be
confined to the requirements of AASHTO, M57-80. If sufficient backfill material is not
available from the Excavation, additional material subject to the above requirements
should be obtained from borrow pit(s) or other sources.
6.2.2 Backfill shall be placed symmetrically to prevent eccentric loading upon or against
structures. Backfill, under Buildings and other structures including trench backfill, with
flat or sloped subgrade shall be placed in horizontal layers not to exceed 15 centimeters
loose depth in thickness and shall have the proper moisture content for the required
degree of compaction. Other large fills shall be compacted with tractor-drawn
compactors in layers not to exceed 20 centimeters loose depth in thickness. Each layer
shall be compacted by hand or machine tampers or other suitable equipment to at least
90 per cent of maximum density at optimum moisture content. Underground piping and
other utilities after all tests are completed shall be carefully backfilled with dry sand or
other materials approved by the Employer for back-filling, free from large clods of earth
or stones thoroughly and carefully rammed until there is a cover of not less than 45
centimeters above piping or such amount as shown on detail drawings for other utilities.
Pipes passing under roads and areas traversed by heavy traffic shall have concrete bed
and surround or pipe sleeves of diameter 25 mm. larger than the outside diameter of the
pipe, installed as shown on the drawings. The concrete bed and surround and the pipe
sleeves shall extend at least 1.00 meter on each side of the road. Where pipe sleeves are
used, the ends of the sleeve shall be packed with mixture of bitumen and sand keeping
the pipe and the sleeve concentric. Any areas improperly backfilled or where settlement
occurs shall be reopened to the depth required for proper compaction, refilled with
proper material and compacted with the surface restores to the required grade and
compaction.

6.3 Grading
All areas within battery limit except areas to be surfaced with paving or any other structure,
shall receive a covering of excavated material spread to a uniform depth of 10 centimeters and
to the finished grades indicated on the drawings. Previously approved stockpiled excavated
material or other materials approved by the Employer shall be used.
6.4 Tolerance
All grading shall be within plus or minus 2.5 millimeters of grade or slope as shown on the
drawings.
7. SLABS AT GRADE
Where concrete slabs are placed at grade the prepared ground shall be Scarified to a depth of 15
centimeters, uniformly moistened and compacted to 95 percent of maximum density at optimum
moisture content according to ASTM D 1557-02e1.
8.1 General
Sub grades for roads, railroads, walks and other similar areas shall be constructed and
finished to a true compacted surface ready to receive the sub-base course and surfacing.
Depressions or contour irregularities which may retain water or prevent the required
drainage will not be permitted. The finished sub grades including all drainage provisions,
shall conform to the lines, levels, details, and cross sections shown on the drawings.
After the removal of 15 cm. top soil and immediately prior to placement of sub-base
materials, the sub grade shall be scarified and compacted to 90% of its maximum density by
spraying with water to optimum moisture content for a depth of at least 15 cm. The finished
surface of the sub grade shall be smooth and even and shall follow the true profile and
elevation shown on the drawings.
8.3 Sub-base
The sub-base shall consist of granular, free-draining materials such as clinker, natural or
crushed gravel, shale, or quarry spalls suitably graded by not larger than 3 cm. with plastic
limit ranging between 6 to 9 and liquid limit under 25 and shall have a California Bearing
Ratio ( C.B.R. ) of not less than 25 percent when tested at the critical density and moisture
content that will occur in the field. The material for such sub base shall be according to the

Ballast for railroads shall conform to the requirements of the Iranian State Railway.
8.5 Slope
The slopes of embankments and excavation shall be the Inclinations indicated on the
drawings. The face of all slopes of cuts, embankments and ditches shall be finished to a
reasonably smooth compacted surface such as that ordinarily obtainable either from a blade-
grader operation or a hand shovel operation.
8.6 Cuts
Excavation of cuts shall be made so that drainage is provided. All loose stones, boulders,
roots, stumps and unstable ground shall be removed. Where soft, unstable or otherwise
unsuitable materials is encountered at the bottom of cut, excavation shall continue to suitable
soil and the cut then refilled to the required elevation with materials specified for backfill
and compacted as specified for embankments.
8.7 Embankments
8.7.1 Embankments of earth for roads, railroads and other foundations shall be built of
material specified for backfill and shall be deposited in horizontal layers. The earth shall
be placed in successive layers of loose material not more than 20 centimeters in depth
and thoroughly compacted to minimum of 90 percent density at optimum moisture
content. Each layer shall be inspected by the contractor. The contractor shall receive
written approval of Employer before starting the next layer.
8.7.2 Dike embankments of earth shall be built of material specified for backfill with 2 inches
max. particle size of gravel and deposited in horizontal layers. The earth shall be placed
in successive layers of loose material not more than 20 centimeters in depth and
thoroughly compacted at least 90 percent of maximum density at optimum moisture
content in accordance with the requirements of ASTM D1557-02e1 specification. In
order to reduce volume changes and cracking of soil due to subsequent drying, the
moisture content of The soil during compaction shall be only as high as necessary to
obtain the above density and never approach the optimum moisture content.

8.7.3 Embankment shall be carried to such heights above the sub grade and to such increased
width as may be necessary to subsidence, shrinkage and to insure that the final exposed
surfaces of the slopes have the required compaction. After the embankment becomes
consolidated, it shall be trimmed so that the final cross sections and elevations conform
to what is shown on the drawings. Subgardes shall be maintained at the proper heights
and in the specified condition until the sub-base courses or surfacing courses have been
placed.
9. COMPACTION CONTROL
Except as otherwise specified, the degree of compaction and density for earthwork shall be
determined and controlled in accordance with the requirements of ASTM D1557-02e1
specifications. It shall be responsibility of the Contractor or the Testing Agency to perform
the necessary tests for assuring that a properly compacted fill is obtained. A minimum 24
hours advanced notice shall be given to the Employer and the Testing Agency to supervise
and/ or perform the testing.
10.LIQUEFACTION POTENTIAL
11. SEWERS
11.1 General
Free flowing gravity sewer systems or pressurized systems if necessary shall be installed
to provide for the prompt removal of storm water, firewater, raw sanitary waste and oily
water, the trapping of dirt and sediment near its source, the safe venting of sewer gases,
and the prevention of fire spreading from one area to another.
At all times during construction, every effort shall be made to prevent dirt or any other
foreign body entering the pipe by blocking by plug or “stoppers”. Sewers should be laid in
a straight line from manhole to manhole.
Manholes are required in mains and laterals at any change of direction exceeding 45º and
at the junction into laterals or mains.
Maximum distance between manholes shall be 100m for pipes up to 500mm diameter and
150m for pipes 600m diameter and over.
Manhole, top edge shall be flush in paved areas and 50 mm above finished grade in
unpaved areas.
Sealed manholes are required only between different process areas and between operating
and storage areas.
The sewage system should be flushed before acceptance is issued by the Employer or
otherwise cleaned to allow free flow of sewer.

This system shall collect non polluted raw sanitary from sanitary facilities of all buildings
as required (control rooms, offices, etc.) and sanitary sewer line from distribution depot.
The system will consist of underground piping, clean outs, manholes, sealed manholes,
and vents. Septic tanks & disposal pits can be provided for remote secondary buildings.
The final main shall flow into existing sanitary sewage treatment units.
All the manholes shall be constructed with properly sloped internal bottom to prevent any
clogging and shall have gas tight covers.
Outside buildings the minimum pipe diameter shall be 150 mm.
Material for this line will be DUCTILE IRON.
This water shall first flow through a sedimentation pit to remove sulfur particles.
The system will consist of drains, funnels, underground piping, clean outs, catch-
basins. manholes, sealed manholes and vent pipes.
The final main shall flow into evaporation pond.
Material for this line will be: CARBON STEEL

- drainage & storm water polluted by acid and other chemicals in process areas;
- tempered water in Visbreaker unit;
As previously stated effluents from the neutralization pits shall flow into clean
(non-oily) water sewer.
This system consists of buried pipes in the process, utility and tanker loading area
and open ditches elsewhere collecting storm, fire or washing waters from the
following non-polluted areas:
- diked and undiked tank areas
- unpaved areas
- process and utilities paved areas
- roads, yards and roofs
The system will consist of drains, funnels, underground piping, cleanouts, catch-
basins, manholes, sealed manholes and vent pipes.
The final main shall flow into Oily water system.
Material for this line will be: CARBON STEEL

11.4 Materials
All pipe, fittings, caulking and equipment required to install the complete sewer systems
described herein shall be new and shall be supplied, received, warehoused, and handled
by the Contractor. Materials for piping shall be as specified in the proceeding articles
and additional requirements are given in piping specifications NIOEC SP-50-04 and in
NIOEC-SP-50-17.
Catch basins and manholes shall be reinforced concrete type, either precast or cast in
place. Catch basin covers shall be removable galvanized steel gratings.
11.5 Testing
11.5.1 l sewer and drain piping and manhole shall be tested by the Contractor before
backfilling by filling the system with water and allowing to stand without
appreciable loss of water for 24 hours (water level should not drop more than 100
mm.) the testing of sewer and manholes shall be done in one operation.
“Immediately after testing is completed and NIOEC’s approval is obtained.
Backfilling shall be started.”
11.52 Upon completion of tests water shall be drained to the area of the plant waste
disposal system, or any other area approved by the Employer.
11.6 Tolerances
The contractor shall be responsible for meeting the invert elevation shown on sewer
drawings to within 6 mm. Sloping of sewers between given invert elevations shall be
uniform and without liquid pockets.
It is the Contractor’s responsibility to inspect the filling operations and test completed fills,
determining the actual densities attained by field density tests and/ or by extraction of
undisturbed core samples from the completed fill. The results of the tests obtained by the
Employer and/ or the Testing Agency shall be the basis upon which the satisfactory
completion of the compaction is judged. The Employer has the right to inspect the testing
procedure at all times.
