Job Title: Anglesey Project Manager (North Wales TRAC Project)

Overall Job Purpose

The postholder will have responsibility for strategic planning, and planning co-
ordination for the operational delivery of the Anglesey TRAC Project (11-16) which
forms part of the wider North West Wales TRAC project. The post is funded through
ESF and the project will be funded until August 2022.

The aim of the project is to enable young people to achieve their full learning
potential and economic potential by providing additional, individualised, and intensive
support to ensure that they have the skills and confidence to succeed in education,
employment and training and to reduce the numbers of young people in NW Wales
who are not engaging with education and may end up not earning or learning,
(NEETS) or at risk of becoming so or who are failing to reach their full potential,
because of multiple barriers.

aligning with the core values of the Authority which includes supporting children,
adults who may be at risk and their families to keep them safe and healthy.

Principal Accountabilities / Key Tasks

1. To co-ordinate and implement the Anglesey element of the North West Wales
Trac project in accordance with the Project Business Plan and Service Delivery
Agreement with Denbighshire Council and the North Wales Ambitions Board.
2. To liaise closely with the Regional Project Manager, based at Denbighshire
Council, to ensure that the Anglesey element of the Trac project is implemented in
accordance with their expectations and in line with European funding regulations.

3. To co-ordinate and supervise the funding application, and the business plan, and
to co-ordinate delivery of the Anglesey Trac project, providing strategic and
operational steer at regular project delivery group meetings, on both county and
regional level.

4. To regularly liaise with council departments, schools and the third sector deliverers
in order to update on progress and to secure continued support for the project.

5. To implement quality assurance processes of Trac staff delivery and effectiveness

of interventions.

6. To monitor and regularly review the projected work packages to ensure project
activity remains on track, relevant and eligible.

7. Work closely with the County Engagement and Progression Co-ordinator, and
other YEPF staff to develop the Learners Profiling Tool.

8. Arrange and chair the School Panels to ensure that suitable referrals are made to
and from the project to ensure project synergies and to provide additionality to the
programmes for young people, who are identified as requiring the support of Trac.

9. Ensure regular communication between project officers, partners and all relevant

10. To manage and lead a team of staff, and complete all HR and corporate
requirements with regards to staffing. Be responsible for staff appraisal, and
identify training needs and ensure training delivery.
11. Motivate staff who are working mainly out-of-office to work together as a team to
reach mutual goals and project specific work plans/tasks.

12. To liaise with local businesses, JCP and Economic Development Team, to ensure
project works towards preparing the young people for work that is available within
the locality, and addresses current needs within local industry and businesses.

13. Act as case manager for the team on day-to-day issues and refer on when
occasional specialist input is required on specific interventions to the Anglesey and
Gwynedd Inclusion unit or Social Services.

14. Ensure effective financial management tracking for the project’s financial delivery
as noted within the Business plan. Ensure the cross-county claims are
implemented between the project and the Anglesey and Gwynedd Inclusion Unit,
where Gwynedd hold the budget .

15. Work closely with the Finance Department to prepare spending projections and
identify and mitigate risks.

16. Ensure the staff team work closely with the adjacent AdTrac project to ensure
continuation of support for young people between Trac and AdTrac.

17. Ensure that a robust performance management framework is agreed, and

incorporated into the work of the project, and analyse data, so that project
outcomes may be monitored continuously, and results are achieved on time.

18. Ensure that all risk assessments are completed and that project activities comply
with Isle of Anglesey County Council insurance requirements. Adhere to Isle of
Anglesey County Council’s Health and Safety Policies with regards to premises,
community space, protective clothing and tools. The Health and Safety at Work
etc. Act (1974) and other associated legislation places responsibility to take
reasonable care for the Health, Safety and Welfare of him/herself and other
employees in accordance with legislation. Specific details are outlined in the Safety
Policy, plans and procedures
19. To ensure the project complies with all reporting requirements of the project,
including preparing progress reports for the Lead Body, reports for the Ynys Môn
Project Management Board, reports for the Council’s Lifelong Learning
Department /Social Services Department as well as any other project reports as
and when necessary.

20. Commission and manage external providers through the DPS System, and to
ensure compliance with procurement requirements of the Isle of Anglesey County
Council Contract Procurement Rules and European regulations. This will include
tendering for project goods and services and quality assurance of provision.

21. Ensure that the project is publicised effectively within the relevant networks and in
full compliance with the European Commission’s information and publicity

22. To work closely with Project Managers based in other local authorities to share
good practice and maximise efficiencies. The work may involve the post-holder
undertaking travelling to review best practice in other organisations. As a result out
of county activity should be anticipated

23. To prepare a final evaluation of the project and work on succession planning, to
establish a sustainable model of delivery and a sound exit strategy.

24. The work of the project may involve having access to information of a confidential
nature, which may be covered by the Data Protection Act. Confidentiality and
GDPR requirements must be maintained at all times.

25. To undertake such other duties as are within the scope of the job purpose, the title
of the job and its grading. The above principal accountabilities are not exhaustive
and may vary without changing the character of the job or level of responsibility

Demands within the job:

Physical demands

The post is mainly office based, with some travelling both within and out of County.

Mental demands

The post holder will need to manage high levels of work related pressures and
competing demands. This will involve collating detailed and complex information and
preparing monitoring reports across a range of project areas. This will require
extensive attention to detail in producing reports to various internal Council
departments, to the Lead Body (Denbighshire Council), the North Wales Ambitions
Board, and WEFO.

This is a role where the continued interaction between the partners is key to the
success of the project. He/she will therefore need to work effectively with stakeholders
and be able to balance the needs of expectations of different stakeholders. A high
level of engagement skills are essential in fulfilling this role.

The post holder will be required to work in an both an authoritative and consultative
role and will need to give operational direction, work on negotiations, making
agreements, work on procurement and authorisation.

The post holder will be required to use discretion to resolve unexpected problems and
identify issues which need to be escalated in respect of stakeholder management,
planning, monitoring and reporting.

The post holder will need to have a high level of leadership skills and a track record in
implementing and effecting change in service provision.

The post holder will require a high level of knowledge, experience and skills across a
broad range of areas – service planning, change management, financial planning,
strategic planning, programme management – and need to be proactive in undertaking
his/her duties.

The post holder must be able to take responsibility for own area of work and work with
a high degree of autonomy.

Emotional demands

The post holder will be responsible for staff working with young people who may be
particularly vulnerable and must be able to work with empathy, whilst also maintaining
a professional distance.

He/she may therefore need to support staff on occasions, where they are forced to
make difficult or unpopular decisions, with regards to the young people with whom
they are working.

Working Arrangements and Conditions:

Working week: Any 5 out of 7 Monday – Sunday

Identified work base: Anglesey Councy Council Headquarters LL77 7TW. May be
called upon to work from various bases across Anglesey during project life.
