DECLARATION OF AREA AS CUMA COMMUNITY FOREST:


FOREST ACT, 2001

Under subsection (3) of section 15 of the Forest Act, 2001 (Act No. 12 of 2001), I declare -

(a) the area, in respect of which the geographical boundaries have been identified in the Schedule,
to be the Cuma Community Forest; and

(b) that the Cuma Community Forest must be managed in accordance with the agreement
referred to in subsection (1) of that section.

SCHEDULE

BOUNDARY DESCRIPTION OF CUMA COMMUNITY FOREST:


KAVANGO REGION

The Cuma Community Forest is located in the constituency of Rundu Rural West of the Kavango
Region and belongs to Shambyu tribal area. The community forest covers an area of 11 550 ha and
is situated about 30km south east of Rundu. It can be accessed on road D3400 leading to Ncaute up
to Ncuncuni and from there south-eastwards on road D3401 to Cuma.

The north-western corner of point A of the community forest is reached about 6 km from the turnoff
in Ncuncuni. The northern boundary follows the road D3401 to Cuma at point B and proceeds south-
eastwards along a bush road passing at point C until the fence of Matapi farm is reached at point
D. From there, the boundary continues south-eastwards to point E for about 8 km and meets with
the northern boundary of Ncaute Community Forest that marks the south-eastern boundary at point
F. The southern boundary extends for about 12 km and is at the same time the northern boundary
of Ncaute Community Forest. From the south-eastern boundary at point G, the western boundary
extends for about 13.5 km and meets again road D3401 at point A. All the boundaries are demarcated
and trees alongside are painted with yellow colour.

BOUNDARY DESCRIPTION OF GCWATJINGA COMMUNITY FOREST:


KAVANGO REGION

The Gcwatjinga Community Forest is located in the constituency of Rundu Rural west of the Kavango
Region and belongs to the Shambyu tribal area. The community forest covers an area of 31897ha and
is situated about 80km south of Rundu in the Omatako vally. It can be accessed on the gravel road
D3427 leading to Ncaute afterwards continuing on the small road D3425 leading to Kanovlei. The
community forest area is situated on the eastern side fo the Omatako between the villages on Gcigco
and Naingopo. The northern and the southern boundaries are demarcated and painted with yellow
colour. The road D3425 marks the western boundary. To the east Gcwatjinga Community Forest
borders the private small-scale farms demarcated for the Ministry of Land and Resettlement. Private
farmers will demarcate the boundaries when they establish their farms. Inside the community forest
exists a farm established in the colonial times which is not part of the community forest.

The north-western corner (point A) of the community forest is reached about 5.1km from Ncaute
where to bush road to Gcwasha turns off road D3425. Following the bush road to Gcwasha (point
B) is reached after 2.9km where another bush road diverts eastwards to a farm. The north-eastern
corner (point C) can be found after following the bush road for about 6.8km. The eastern boundary
of the community forest is at the same time the western boundary of the small-scale farms (each
approximately 2500ha) established and allocated by the Ministry of lands and Resettlement. Points
D to H are corners of these farms. From north to south the following farms have shared boundary
with the community forest: Farm No. 1563, No. 1562, No.1547, No. 1546 and No.1529. From the
south-eastern corner (point I) a cutline goes westwards for 17.3km until it meets again the road
D3425 at the south-western corner (point K). The southern boundary of the community forest is
also considered as the community boundary between Gcawatjinga and Ncushe. Road D3425 forms

the western boundary of Gcwatjinga Community Forest. Inside the community forest a private farm
was allocated in colonial times to the late Paulus Munangu. It is demarcated with poles and regarded
as private property by the owner and also the residents of Gcwatjinga. Therefore this farm (points
L to P) is excluded from the community forest. It covers an area of 2178ha. The whole community
forest covers an area of 34075ha including the private farm. That means that the area of Gcwatjinga
Community Forest extends to 31897ha.

BOUNDARY DESCRIPTION OF GEORGE MUKOYA COMMUNITY FOREST:


KAVANGO REGION

George Mukoya Community Forest is situated in the North-Eastern part of Kavango Region. The
area lies within Ndiyona Constituency and belongs to the Gciriku Traditional Authority. The George
Mukoya Community Forest borders Muduva Nyangana Conservancy and Community Forest in the
East and Khaudum National Park in the South. The boundary of George Mukoya Community Forest
is defined by six ‘Corner Points’.

Corner point A not only marks the south-western corner of George Mukoya Community Forest, but
also defines at the same time the north-western corner of Khaudum National Park. From corner point
A the boundary line runs in a north-easterly direction towards corner point B. At corner point B the
boundary line sharply turns to the east and runs towards corner point C. At corner point C the boundary
line meets the boundary line of Muduva Nyangana Conservancy and Community Forest and follows
its course in a southerly direction towards corner point D. At corner point D the boundary line sharply
turns to the east and runs towards corner point E. From corner point E the boundary line runs in a
south-easterly direction along the border of Muduva Nyangana Conservancy and Community Forest
towards corner point F. Corner point F lies on the northern boundary line of Khaudum National Park
approximately seven kilometers to the west of the national border to Botswana. Here, the boundary
line sharply turns to the west and runs in a straight line for approximately 23 kilometers along the
northern border of the National Park up to point A.

BOUNDARY DESCRIPTION OF KAHENGE COMMUNITY FOREST:


KAVANGO REGION

Kahenge Community Forest is situated in the North-Western part of Kavango Region. The area lies
within Mpungu Constituency and belongs to the Kwangali Traditional Authority. The boundary of
Kahenge Community Forest is defined by six corner points. Corner point A is situated closely to
Kaukuwa village which is commonly known as “winnie”. It is defined as the T-junction of gravel
road C45 (linking Rundu with Okongo) and gravel road D3406 leading from Kaukuwa village in a
north-easterly direction towards Nkurenkuru. The boundary line follows road D3406 for about 17km
towards point B. Point B marks the beginning of a ‘settlement buffer zone’ encircling the town of
Nkurenkuru. Here, the boundary line sharply turns off the gravel road D3406 and runs in a straight
line parallel to the city limits of Nkurenkuru for about 13.5km through uncleared forest vegetation in
a south-easterly direction towards corner point C. At corner point C the boundary line leads onto a
fire cutline running for about 2.5km at a right-angle in a north-easterly direction towards the asphalt
road D3405 which links the village Rupare with Nkurenkuru. Corner point D is the point at which
the fire cutline intersects with asphalt road D3405. From here the boundary line follows the asphalt
road in the direction of Rundu for about 5.2km. Corner point E is defined as a big marked Manketti
tree at the village of Nambi. From here it is 111km to Rundu. The boundary line turns off the asphalt
road at Nambi and follows an old bush road for about 10.3km leading in a south-westerly direction
towards the village Nsivi. Corner point F is close to Nsivi village. It marks the point where the bush
road coming from Nambi joins the gravel road C45. The intersection of both roads lies in a long-
stretched curve. The boundary line follows the gravel road C45 in a westerly direction up to point A.

The boundary starts at Tsoga village at point A and goes easterly to the end of Tsoga village at point B
and turns south-easterly to the border of Mpuku and Naucova at point C, from point C the boundary
continues southwards to Gcagcawa village and continues to the border of Gcagcawa and western
Nzovhu village at point D and turns south-westerly to the border with Cigcoro village at point E
and turns west to Marenge village at point F, from Marenge the boundary continues northwards to
Hainsava village at point G and continues to point H then continues north-easterly to border between
Eparu and Mpanda at point I and turns north to Tsoga village up to point A.

BOUNDARY DESCRIPTION OF LIKWATERERA COMMUNITY FOREST:


KAVANGO REGION

The Likwaterera Community Forest is situated in the constituency of Rundu Rural East of the Kavango
Region and belongs to Shambyu tribal area. The community forest covers an area of 13790ha and
is situated about 30km south-east of Rundu. It can be accessed on the gravel road D3427 leading
to Ncaute up to Sharukwe, afterwards following a sandy bushroad for 17km to Likwaterera. The
community forest area is situated around the village including the settlement of Magua (within the
jurisdiction of Likwaterera headman). The boundaries to the south, west and north follow cutlines
established by the Likwaterera Community in 2004 and 2005 and are demarcated and painted with
yellow colour. The eastern boundary follows the bushroad from Gonwa south-easterly towards
Mbambi and is also painted with yellow colour.

The north-western corner (point A) of the community forest can be reached from Sharukwe following
the bush road to Likwaterera until the boundary of the community forest is reached about 9km
from Sharukwe. From the boundary one has to turn northwards following the cutline to point A.
The northern boundary consists of a straight cutline marking the boundary to Shimpanda. North
of Magua the boundary crosses some fields. From the north-eastern corner (point B) the eastern
boundary follows an existing bush road (points C, D, E, F) up to the south-eastern corner (point G)
which marks the northern boundary of Matapai farm. The southern boundary follows the bush road
alongside the fence of Matapai farm up to point H. From there the cutline continues to meet the bush
road from Cuma to likwaterera at point I. Continuing westwards following the cutline to the south-
western corner (point J) is reached. From there the cutline runs northwards to meet point K and later
the north-western corner (point A).

BOUNDARY DESCRIPTION OF MARIENFLUSS COMMUNITY FOREST:


KUNENE REGION

The point of beginning is at point 1, which is situated at the intersection of the eastern boundary of
the Skeleton Coast Park and the Kunene River. From the point of beginning in a southerly direction
following the boundary of the Skeleton Coast Park until point 2; whence it turns in an easterly
direction to point 3 at a junction on the main road to the Kunene river, thence north-easterly direction
to point 4 then northerly direction to point 5; from this point in a north-westerly direction through
points 6, 7 and 8 to point 9, which intersects the Kunene River of Namibia and Angola; from point
9 in a westerly direction, following the Kunene River boundary of Namibia and Angola, to the
beginning at point 1.

BOUNDARY DESCRIPTION OF MUDUVA NYANGANA COMMUNITY FOREST:


KAVANGO REGION

Muduva Nyangana Community Forest is situated in the north-eastern part of Kavango Region. The
area lies within Ndiyona Constituency and belongs to the Gciriku Traditional Authority. It borders
Botswana in the south-east, Khaudum National Park in the south and George Mukoya Conservancy
and Community Forest in the West. The boundary of Muduva Nyangana Community Forest is defined
by eleven ‘Corner Points’.

Corner point A not only forms the south-western corner of Muduva Nyangana Community Forest,
but at the same time defines the south-eastern corner of George Mukoya Community Forest. It lies
on the northern boundary line of Khaudum National Park approximately seven kilometres to the
west of the national border to Botswana. From corner point A the boundary line runs in a northerly
direction along the border of George Mukoya Community Forest towards corner point B. At corner
point B the boundary line sharply turns to the west and runs towards corner point C. At corner point
C the boundary line sharply turns to the north and runs towards corner point D. Corner point D
marks the north-eastern corner of George Mukoya Community Forest. From here, the boundary line
continues in a northerly direction towards corner point E. Corner point E defines the point at which
the boundary line meets the asphalt road B8 (Trans-Caprivi Highway). From here, the boundary
line follows the road in the direction of Katima Mulilo towards corner point F. At corner point F the
boundary line makes a long-stretched curve and follows the road B8 in a north-easterly direction
towards corner point G. Corner point G marks the north-eastern corner of Muduva Nyangana
Community Forest. Here, the boundary line sharply turns off the Trans-Caprivi Highway and follows
a fire cutline leading in a southerly direction towards corner point H. Corner point H defines the
north-eastern corner of Muduva Nyangana Conservancy. From here, the boundary line follows the
fire cutline for approximately 35 kilometers towards the national border of Namibia and Botswana.
Corner point I marks the point at which the boundary line of Muduva Nyangana Community Forest
intersects with the national border of Namibia and Botswana. From here, the boundary line follows
the national border line in a westerly direction towards corner point J. At corner point J the boundary
line sharply turns to the south following the national border line towards corner point K. Corner

point K marks the north-eastern corner of Khaudum National Park. From here, the boundary line
of Muduva Nyangana Community Forest runs along the northern border of the National Park in a
westerly direction towards corner point A.

NYAE NYAE COMMUNITY FOREST: OTJOZONDJUPA REGION

The Nyae Nyae Community Forest’s eastern boundary coincides with the national border between the
Republic of Namibia and the Republic of Botswana. The most northern point A along this boundary
is 21.00000 degrees E and -19.16640 degrees S and the most southern point B is at -20.00176 degrees
S where the boundary turns west and follows the veterinary cordon fence until it intersects with
a north/south going track at point C 19.89831 degrees E. It follows this track northwards until it

reaches the borehole known as !Am!’ha at point D at 19.88282 degrees E and -19.62294 degrees S.
From !Am!’ha the boundary continues straight in a north-eastern direction to the borehole known as
Tjeka at point E at 20.11400 degrees E and -19.57883 degrees S. From Tjeka the boundary continues
north along a track until it intersects on point F with the main road to Tsumkwe at 20.11361 degrees
E and -19.51610 degrees S. From this point the boundary runs eastward following the center of the
main road until the 20.23333 degrees E at point G. From this point the boundary continues north
until point H at 20.23333 degrees E and -19.28333 degrees S. It then goes north-easterly until point
I at 20.43013 degrees E and -19.16854 degrees S where it joins the southern boundary of Khaudum
Game Park and continues east to the boundary of Botswana at 21.00000 degrees E and -19.16640
degrees S at point A.

OHEPI COMMUNITY FOREST: OSHIKOTO REGION

Start at the north-east corner at point A which is at Omutala gwaNuule and Oshilimeya village border
(demarcated with a big Pterocarpus angolensis tree nearby the cuca shops and fire cut line), extending
in a south-easterly direction for about 6.35 km to the south-east corner at point B at the Onamatende
village (north of Kiimovali’s farm fence). From this point, the direction changes to a south-westerly
direction for 5 km to point E and to the south-west at point C at Oluundje (Lucas Nafuka farm).
Proceed in a north-westerly direction for 3.8 km to the north-west corner at point D near Ondombe
yaNamutenya gwaNuutumbo. At the north-west corner, there is the famous natural depression or
pond which holds rainwater for a long period. From this point, the area extends in a north-east
direction of 6.43 km extending along the main cut line or road called Onkumbula-Okankolo to the
north-east corner passing through Ohepi Community Forest office back to point A.

village and from Eloolo village the boundary continues in the Polopolo cutline for 2km to point E

Angola border north eastwards for 11.5km to point F (17.38996; 17.60095) at Kashangoma farm in
Omufimba village. From point F the boundary follows southwards for 6.25km to point G (17.44429;

OSHAAMPULA COMMUNITY FOREST: OSHIKOTO REGION

As shown in the map of the community forest below, the map is marked with points on the corners from
A to E. From point A on the north-western corner located on the eastern corner of Mr. Amushanga’s
farm at Oshaampula village. Point B lies on the south-west of the community forest at the borders of
Oshaampula and Omahiya villages. The point is located at the huge Burkea africana tree, near Mr.
Jason Nepililo’s farm, along the former Onkumbula-Okankolo truck (bush) road. Point B to C lies on
the southern part of the community forest alongside the electricity power line running from Okatope
to Okongo. Points C to D lies on the eastern side towards north-east. Point D is situated in the dense
forest at Mr. Paulus Ndapuka’s farm. The community members gather at the Terminaliea sericea
(Omugolo) tree traditionally used by the Evangelical Lutheran Church missionaries as a church and
resting place. Currently the tree is used as a community office for Oshaampula community forest.
From point D proceed in a north-westerly direction to point E and from point E proceed in a south-
westerly direction up to point A.

ZILITENE COMMUNITY FOREST: CAPRIVI REGION

The Zilitene community forest lies within the points 1 to 9. Point 2 runs for about 2.6km eastwards
up to the point 3. Point 3 runs slightly southwards to point 4 about 2.45km. The boundary then runs
straight eastwards to point 5 for 2.74km. From point 5 to 6 the boundary runs slightly south-east for
8.0km. The boundary runs southwards 6.47km from point 6 to point 7. It slants westwards to point 8
for a distance of 2.18km. From point 8 to 9 the boundary runs for a distance of 7.56km north-west.
It then turns northwards to point 1 for a distance of 7.14km after which it joins point 2 at a distance
of 4.19km.
