DIRECTIONS: Analyze the following tasks or questions well.

a) Make a CRITIQUE for the 1987 Philippine Constitution and for the Magna Carta for Public
School Teachers. Discuss and elaborate your answer.

THE 1987 PHILIPPINE CONSTITUTION

ARTICLE XIV
EDUCATION, SCIENCE AND TECHNOLOGY, ARTS, CULTURE AND SPORTS

The state must provide quality education for all to educate each citizen in the country for
free as possible. All educational institutions in public and private to promote the nationalism,
patriotism, and to promote good moral values character. Everybody has a right to select a course
as long as it is their capacity.
The national language of the Philippines is Filipino and it must be learned of all Filipinos.
English is used in further communication. Other languages like Spanish and Arabic shall be
promoted on a voluntary and optional basis. The government must develop and reserve the native
language of Filipinos.
Science and technology are essential for national development and progress. The State has
to give priority to research and development, invention, innovation, and their utilization; and to
science and technology education, training, and services.
The State must foster the preservation, enrichment, and dynamic evolution of a Filipino
national culture based on the principle of unity in diversity in a climate of free artistic and
intellectual expression.
The State must promote physical education and encourage sports programs, league
competitions, and amateur sports, including training for international competitions, to foster self-
discipline, teamwork, and excellence for the development of a healthy and alert formulation of
national plans and policies.

(CRITIQUE)

There are places in the Philippines especially in the rural area are known as they don't have
a quality education. As if these rural places are not receiving the budget by the government to
sustain their needs, especially in education. Some of the rural areas don't have electricity and if
there is a school you need is to walk to reach the place. The Department of Education (DepEd)
aimed to accept all students but unfortunately they don’t have enough facilities.
The documentary program of GMA the Report Card: Ang Antas ng Edukasyon sa Pilipinas
on March 2012 is one of the evidence that Philippines is lack of facilities in education. The children
are eager to learn but they do not materials to use. Instead, they used the different kinds of leaves
in their place and charcoal as their material. Some of the children don’t want to go to school
anymore because they want to earn to have food. Unlike the other country like Singapore, Australia
and Japan, were the state is the responsible and priority for the education of students.
Everybody has a right to select a course as long as they have its capacity and their ability.
Education is not controlled by the government because the state is not strict to the policies of
colleges and universities. The K to 12 program of DepEd helps the students to know where they
are fit to the specific job.
As a Filipino, it is our right to and responsibility to use our main language Filipino. English
is the mandatory medium for every Filipino for globalization in communication of the world. In
Elementary and Secondary the Filipino must be taught properly just like they preserve our culture.
Progress and to develop our Science and technology is our aim to have a better life and
better outcome. To have this, the government must support the young scientists in the Philippines.
The State must maintain the national culture of every Filipinos. The artworks from the
artists who represents the Philippines must be on the under protection of the State. The State also
shall ensure the access to cultural opportunities through the educational system.
Sport is part of success. The state shall promote and encourage sports programs. The State
shall obliged the educational institutions to have sports activities throughout the country in
cooperation with athletic clubs and other sectors also.
THE MAGNA CARTA FOR TEACHERS

Education is an essential factor in economic growth of the nation as a conductive


investment of vital importance. This Magna Carta for Public Teachers is to promote and to improve
also the social and economic status of public school teachers. In this, the State provide the
qualifications of teacher, the stability of employment and security of tenure shall be assured the
teachers as provided under existing laws. Teachers shall enjoy the academic freedom in the
discharge of their professional duties, particularly toward to teaching and classroom methods. The
Compulsory medical examination shall be provided free of charge for all teachers before they take
up teaching, and shall be repeated not less than once a year during the teacher’s professional life.
The Public School teachers shall have the right to freely and without previous authorization both
to establish and to join organizations of their choosing, whether local or national to further and
defend their interests.

(CRITIQUE)

Section 13 of Republic Act No. 4670 otherwise known as the Magna Carta for Public
School Teachers states that any teacher engaged in actual classroom instruction shall not be
required to teach or to render more than six hours of actual classroom teaching a day. Rest of hours,
this is the time that they will prepare for the lesson to accomplish teaching.
The teachers who have 7 teaching loads only have lunch time as their break. This means
that they have no time in school to perform other jobs like checking a number of test papers and
notebooks, constructing instructional materials and lesson planning. The profession requires so
much but gives so little, these teachers are forced to extend work hours at home. Instead of
spending time with their families, they are sacrificing their personal and family life for the
profession just for students to learn new things the following day.
This law also has provisions for a free medical examination for teachers. It is also stated
that when medical examination show that medical treatment and/or hospitalization is necessary, it
should be provided free by the government which is DepEd. But, I have sought teachers who
undergone the medical examination they pay first using their own money and later the expenses is
reimburse by the government. Majority of teachers are in ill-debt. Why is this happening? The
provisions of this law are not reinforced or followed. We have laws but these laws serve only those
people who created them. Teaching with passion is the main reason why still the teachers continue
to teach the children even if they knew that they are unfortunate.

SUMMARY:
Education is universal and we can say that from the ASEAN countries the Basic Education
is compulsory in all these countries. Australia, the United Kingdom, and the Philippines are some
of the countries that provide examples of the different Educational Systems in particular parts of
the globe. This will give us baseline information on education prevails in these countries. These
countries have their parts and policies regarding to their curriculum. The number of years in every,
primary or secondary for some countries the Kindergarten is now mandatory by the Republic Act
10157. Every exit in different level they will receive a diploma or a certificate of completion. The
certificate and the diploma is one of the requirements to enter a higher or in tertiary education. The
K-12 in the Philippines is now equal to those countries in the world.
