On 5/17/2019 a juvenile male was cited for DISCON and FLEEFT. Another

On 5/17/2019 at 2146 hours while working uniformed patrol I was dispatched

to the east bank light rail station (LRT) (551 Washington Ave SE) on a group
with weapons.

Upon arrival to the east bank LRT I saw a group of Somali juveniles running
away from officers traveling westbound on Washington Ave SE and turn
southbound between Moos Tower and Molecular and Cellular Biology building. I
ran after them and heard officers yelling at the juveniles to stop. I turned
onto Delaware St SE where officers had several Somali juveniles lying prone
with their arms spread out.
I placed a male, later identified as in

handcuffs and performed a search incident to arrest. All other parties
were placed in handcuffs and detained by other officers that had arrived on
scene.
I instructed to sit on the curb and requested his name and date of
birth. provided the name
also told me that his mother's name was and that her phone
number was
I searched for the name provided in PIMS and no record was found. My
partner, Officer Williams, called the phone number provided for his
mother. The person who answered the phone said she didn't have a son, nor
did she know (See Ofc. Williams supplement). A Minneapolis Police
Officer recognized as a person who was wanted on a PC pickup and
informed me of his actual identity.
Through further investigation, it was found that and

were the two individuals brandishing metal pipes towards
others on the light rail platform. Dispatch sent recorded images of the
incident on the east bank LTR which showed holding a metal pipe and
handing it to . and were placed in the rear of a squad
car and transported to UMPD by Officer Brackett. All other parties that had
fled on foot and were detained were ultimately released from police custody
at the scene.
I issued a citation to for disorderly conduct as

he engaged in offensive, abusive, boisterous and noisy conduct tending to
arouse alarm, flee police as he attempted to evade or elude peace officers,
who were acting in the lawful discharge of official duty, by means of
running, and false information to police as he provided a fictitious name
and false date of birth.

and were both transported to the Juvenile Supervision Center

(JSC). Staff at JSC recognized and provided me with his mother's
name and contact information along with his correct address. Staff at JSC
also recognized as he had been brought in to the center earlier in
the day for truancy. and were released from police custody and
into the custody of JSC staff.
The 2 metal pipes were recovered at the east bank LRT station. Items were
property inventoried and entered into SAFE evidence tracker:

On 05/17/2019 at approximately 2144 hours while working uniformed patrol,

I was sitting in the University of Minnesota Police Department (UMPD) roll
call room at 511 Washington Avenue (Av) Southeast (SE) when dispatch aired
a person with a weapon call at the East Bank Light Rail Platform (EBLRT; 551
Washington Av SE). Comments in the call stated as follows:
I exited the UMPD on foot and was at the northwest corner of Harvard Street
(St) SE/Washington Av SE with the EBLRT to the west of the intersection. I

began walking southbound across Washington Av SE and observed several Somali
males running westbound and off of the LRT platform. I began chasing the
group and immediately began shouting "police stop" multiple times.
The group ran southbound from the platform up the stairs to the north
side of Moos Tower (515 Delaware St SE). The group continued running
southbound to the west side of Moos Tower where they ran between Moos Tower
and Molecular and Cellular Biology (MCB; 420 Washington Av SE). I aired to
dispatch the group was running southbound on the west side of Moos Tower.
I continued to yell "police stop" as I chased after the group. As I ran
southbound between Moos Tower and MCB, I observed the group had changed
their course of direction and were running eastbound around the southwest
corner of Moos Tower. I continued to yell "police stop."
I caught up to the group at the vehicle turn around on the south side of
Moos Tower/north side of Phillips-Wangensteen Building (PWB; 516 Delaware
St SE) where I again yelled "police stop." The group stopped running and I
instructed all parties that had been running to lay down on the ground with
their stomachs on the ground and their arms extended out to their sides.
I aired to dispatch I had nine people proned out on the ground at the PWB
turnaround.
As other officers began arriving at the turnaround I performed a more

accurate count of the number of individuals laying on the ground and
observed there to be seven Somali males lying on the ground. I aired this
updated information to dispatch that there were seven people proned out on
the ground. I was standing over two of the males and had observed the five
other people had been placed in handcuffs. I then placed handcuffs on each
of the two males I was standing over and informed both of them they were
under arrest for fleeing from police on foot. The seven individuals, for
the purpose of avoiding arrest, detention, and investigation attempted to
evade myself, a police officer acting in the lawful discharge of official
duties, by means of running (MSS. 609.487s.6).
Once all seven males had been placed in handcuffs, officers began
identifying the seven Somali males and further investigation began to
determine who had been brandishing weapons on the light rail platform.
Through further investigation, it was determined that

I placed both in the rear seat of squad #1706 so they

could be transported to the Juvenile Supervision Center (JSC) as I was not
yet working out of a squad car.
had been identified by a probable cause pickup out of MPD Precinct

so I could assist with paperwork at JSC. While at the UMPD, I removed the

handcuffs from while they remained in the backseat of
the squad. I verbally informed he was under arrest for fleeing on
foot, providing officers with false information, and disorderly conduct.

I contacted a MPD Precinct 1 sergeant and it was determined the probable

cause pickup for had been resolved and had not yet been taken out of
the MPD Daily Information Brief.
I followed squad 1706 in an unmarked squad car to JSC where I assisted with
bringing into the center where they were left in under the
care of JSC staff.
