Ethical Deterioration
in National Assebly
Yesterday, opposition parties staged pro-
test in front of speaker’s dais during on-
going National Assembly (NA) session.
While holding placards, the opposition
parties chanted slogans and demanded
to issue production orders of Member
National Assembly Mohsin Dawar and
Ali Wazir who are in Counter-Terrorism
Department (CTD) custody. The parties
also protested over filing presidential
references against the judges. Mean-
while, Pakistan People’s Party (PPP)
chairman Bilawal Bhutto Zardari deliv-
ered an emotional speech. Speaking in
the assembly, Minister of State for Par-
liamentary Affairs Ali Muhammad Khan
said Pakistan has been hosting millions
of Afghan refugees over the last four
decades. He said Afghanistan is our fra-
ternal country but it owes answer to us
as to why a son of Pakistani land SP
Tahir Dawar was martyred on their
land. He regretted the language used
by certain elements in North Waziristan
against Pakistan and its state institu-
tion. He said those behind this have no
right to sit in this House and their mem-
bership should be cancelled. Afterwards,
the deputy speaker adjourned the ses-
sion for indefinite time period due to
the rumpus in the assembly. On the
other hand, Senate has passed a reso-
lution expressing concern over the ref-
erence filed against two judges. Shahid
Khaqan Abbasi said that the government
should withdraw the reference against
the judges. Akhtar Mengal also de-
manded to to form a commission on the
incident of Miran Shah. According to
details, there was a riot like situation
in the house during the reply of Ali
Muhammad Khan, opposition party
members including Bilawal Bhutto stood
up. During the speech of Ali Muhammad
Bilawal Bhutto Zardari started speak-
ing without permission. Meanwhile,
members of the PPP protested in the
house and surrounded the speaker’s
dais. The members of the PPP were in-
structed to sit on seat seats, but the
members of the PPP kept crying and mak-
ing noise. After the end of Ali Khan
Khan’s speech, the PPP members came
in front of the Tehrik-i-Insaf members.
People’s Party members surrounded the
dais of speaker. PTI members came in
front of Bilawal Bhutto carrying plac-
ards with the slogans “Give Water to
Karachi.” Banners were taken over and
torn by PPP members. Keeping in view
the crucial situation, Deputy Speaker
Qasim Khan Suri adjourned the Na-
tional Assembly session. On the other
hand, Deputy Speaker was informed
about the arrest of Ali Wazir by Khyber
Pakhtunkhwa Police that he had been
arrested under attempt to murder, ter-
rorism and 16 MPO.
We appeal to all political parties in
the country, especially opposition to
record their protest as protest is beauty
of democracy. But it must be according
to the Parliament’s Rules of Business
and keeping in view decorum and dig-
nity of the floor. They should make the
speaking and telling their words their
purpose of coming to the assembly but
they must listen to the Government as
well. The same advice is for the Gov-
ernment and members of the ruling
party that they should not just accuse
the opposition but listen to them. Oppo-
sition often complain that assembly ses-
sion are not being scheduled. But it is
tragic when the NA session is held, op-
position disrupt it all. We urge both
Parties not to oppose just for the
sake of opposition and do not criticize
just for the sake of criticism. But they
must make public’s problems, their so-
lutions and the improvement of public
life style as their priority. Try to play and
what is your parliamentary role, whether
you are opposition or government mem-
bers. We know tha t the current
Government’s accountability agenda is
very aggressive. There is no one above
accountability in new Pakistan. Prime
Minister Imran Khan strongly believes
on the independence of the judiciary, rule
of law and the Constitution and the re-
spect of institutions. We request him to
listen to the opposition and their de-
mands with sympathy and audacity and
try to solve them all. In particular, Mir
Akhtar Mengal’s logical demand of for-
mation of some inquiry commission in
the incident of Miran Shah. Moreover,
listen to the opposition’s demands on ju-
diciary and take legal and constitutional
decision in this regard.

While the world is observing
‘No Tobacco Day’ today by
highlighting the hazardous im-
pact of smoking on lung health,
the tobacco industry has hurled
another challenge to health regu-
lations by launching a range of
nicotine delivery products call-
ing them ‘relatively safe’ than
cigarettes.
The tobacco industry has
activated ‘harm reduction’
within the ambit of the WHO’s
2004 FCTC (Framework Con-
vention on Tobacco Control)
which defines “tobacco control”
as a range of supply, demand
and harm reduction strategies
that aim to improve the health
of a population by eliminating
or reducing their consumption
of tobacco products and expo-
sure to tobacco smoke. The to-
bacco industry has been claim-
ing that, although nicotine is not
risk-free, it is not the primary
cause of smoking-related dis-
eases. The majority of the harm-
ful effects caused by cigarette
smoking are caused by the
chemicals formed when to-
bacco is burned.
Therefore, considering
cigarette only as a nicotine-de-
livery product, it has come up
with a range of heat-not-burn
products that are safer. The
term used for these products is
Red uced -Risk Products
(RRPs) which pose less risk
or harm to smokers.
The industry is trying to
create its niche in the quit
smoking area, where a smoker
finding it difficult to quit alto-
gether can opt for safer prod-

Summer vacations are begin-
ning. Millions of children and
young adults, who are enrolled
in schools, colleges and uni-
versities, will have two or so
months to relax, spend more
time with their families,
socialise in a larger circle, sleep
and wake up late, laze around,
enjoy leisure activities, enjoy
sports activities. For some, it
will be an opportunity to go
on trips to other cities within
or even outside Pakistan.
All of the above is very
imp ortant for ind ivid ual
growth and for having a more
balanced personality. Young
people should have these op-
po rtun ities to exp erience
downtime. School and univer-
sities put significant academic
and other pressures on chil-
dren. The regimentation of
everyday schooling is in and
of itself taxing enough. There
is a need for more relaxed and
less structured time for young
people — summer vacations
provide that opportunity.
Some university students
will have to do summer intern-
ships. This might be needed
to acquire some experience
and/or to explore professions
they might later want to pur-
sue. But, if an in ternship
programme is not structured
well, it will be a waste of time.
There is no need to spend a
month photocopying papers
or fetch ing coffee fo r the
bosses. In such cases, spend-
ing some time lazing about is
better than being an intern per-
forming work that is not stimu-
lating. This is true of summer
camps and summer schools as
well, but in a different way. If
a summer school is focused
solely on academics — guar-

In my previous article, (‘How
do es poverty alleviation
work?’), published May 25,
2019, I promised my readers
to provide some deeper analy-
sis of poverty red uction
programmes and their manage-
ment at an apex poverty alle-
viation institution in Pakistan.
The aim was to explore
the policy proposition of the
relationship between the low
impact of poverty alleviation
programmes and the manage-
ment, governance and develop-
ment acumen of the practitio-
ners as a case study. Since this
apex institution of poverty al-
leviation was established by
the government of Pakistan, the
inference therefore was in the
larger public interest rather
than being selective about an
institution. This was not an all-
out criticism against a certain
institution but a critical over-
view of the uni-dimensional
social policy p ropo sitions
which govern poverty allevia-
tion programmes in Pakistan.
With due apologies to my
readers, I will focus instead on
larger issues associated to pov-
erty alleviation programmes in
this article. This is only an af-
terthought based on the feed-
back and reactions from a wide
array o f readership and it
makes perfect sense that good
writing must maintain its uni-
versality rather than falling
into the abyss of particulari-
ties. However, it is also impor-
tant to substantiate assertions
with concrete examples and
references which I will be do-
ing after a few more articles on
this particular subject in the
OPINION
Tobacco control: a reality check
ucts with reduced health harms.
The alternative nicotine deliv-
ery systems, known m ore
commonly as ANDS consist of
products such as snus, vapes
and Electronic Nicotine Deliv-
ery Systems (ENDS) such as
e-cigarettes, are creating inroads
speedily into tobacco products
in many developed countries
such as the UK, US and Japan.
In Pakistan too ANDS and
ENDS are readily available in
shops and online. Although
tobacco companies have yet to
officially launch these products
in Pakistan, vaping clouds have
already started hovering in posh
localities among higher income
groups where the youth are
rapidly taking up ANDS.
This emerging scenario
requires Pakistan to reposition
itself by bringing in smart
health regulators with vibrant
laws and policies based on sci-
entific research and evidence.
Instead of short-term ‘cut and
paste’ interventions on tobacco
control, the country needs to
develo p proactive multi-
sectoral policy within the ambit
of the FCTC. The multi-
sectoral policy must have own-
ership of the commerce minis-
try which regulates tobacco
production, the finance minis-
try which deals with tobacco
taxes, the Ministry of Science
and Technology which man-
ages standards and testing labs,
the food security ministry to
provide farmers with alterna-

course or completion of the
course ahead of the rest of the
class — this too is a waste
of time. Again, being at home
might be a better alternative.
But if the summer school al-
lows children to socialise,
play, learn new skills (mu-
sic, dance, art) esp ecially
ones that are not taught in
regu lar cu rricu la, then it
might be worth attending.
Relaxation does not mean
having no goals or plans for
the summer. There should be
some thinking that goes into
designing activities for chil-
dren during vacations. There
should definitely be some time
allocated for homework, or
schoolwork if no homework
has been given to them, in or-
der to solidify their understand-
ing of and reflect on what they
have learnt in the past academic
year. But there needs to be a
component of this that is fo-
cused on looking forward as
well, so that children get some
idea of what is to come post-
summer. More importantly,
there should be plenty of look-
ing sideways. Children should
be encouraged to read around
their curriculum. They should
be encouraged to think of ap-
plications and examples of
what they might have studied.
These processes will enrich
and deepen their understand-
ing of what they have studied
and what they will be study-
ing. It will also allow them to
break free from a reliance on
rote learning.
Most importantly, chil-
dren should be given plenty of
time and encouragement to read
anything and everything chil-
dren and young adults like to
read. They should read all sorts
of novels, especially some of
coming days. For most of us
who are associated with the
development sector, it has been
a tendency to defend our posi-
tions from an organizational
perspective, while leaving out
the larger issues that affect the
goal of socioeconomic transfor-
mation.
What does this catchy
phrase ‘socioeconomic trans-
formation’ entail in real life?
Why should one expect to at-
tain this goal from a simple
development programme and
who should be doing this?
These are some of the critical
questions we must ask from
those who use the term ‘so-
cioeconomic transformation’
rather loosely. The term has
been in frequent use in the
development sector without
much debate about its essence
– as if transformation is a
prescriptive formula of so-
cial change.
The so cioeco no mic
transformation of a society is
neither a simple mechanical
process nor is it about bring-
ing chan ge in the lives of
people through a development
programme. Development
programmes may be treated as
one of the inputs to attain this
larger goal which is political in
nature. The notion of ‘trans-
formation’ is a process of
qualitative change of a society
into a new state of affairs
which at times leads to cre-
ation of an entirely different
social and political system.
Human societies are so-
cial, political and economic
arrangements to govern the
rule of individual life so as to
maximize the collective good
tive crops, and the Ministry of
Climate Change to address the
hazardous environmental im-
pacts of farming.
In the existing constitu-
tional framework, this policy
followed by strategy should be
approved by the Council of
Common Interests to have
buy-in from all four provinces
and other regions. In addition,
instead of rein venting the
wheel, a review of existing laws
should be conducted to inves-
tigate how these can be used to
pursue tobacco control, which
is a cross-sectoral mechanism.
The policy will give direction
to these laws. Otherwise, in the
post 18th Am endment era,
which re-endorsed health as a
provincial subject, except in
drug regulation, executing inter-
national treaties and managing
and legislatin g only for
Islamabad, the NHSRC (Min-
istry of National Health Ser-
vices Regulations and Coordi-
nation) is struggling to estab-
lish its presence.
Pakistan direly needs to
jack up its health regulations
to remain abreast with the on-
going global debate and research
around safer levels of nicotine.
Nicotine is addictive.
Hence there is a consensus that
the youth should be barred
from using nicotine products.
Given the youth bulge in Paki-
stan, the tobacco buying age
should be raised from 18 to 21.
This will help protect children
the classics. They should read
history; there are plenty of his-
tory books that are well writ-
ten and not ‘boring’. Children’s
literature is now much more
accessible than ever before. But
the level of reading should be
varied. Children should be chal-
lenged, based on their interests,
to attempt slightly advanced
material as well, though it
should not be so advanced as
to discourage curiosity.
Autobiographies were a
personal favourite. To read
about people I admired, to see
them in action, to gain access
to their thought process and
to be acquainted with the chal-
lenges they encountered and
how they faced them was
very helpful to me. It also
provided a window into the
thinkin g of these people.
Whether they were philoso-
phers, scientists or artists,
reading about their lives,
struggles, failures and achieve-
ments provided me with a very
strong sense of community.
Biography, as a genre, still reso-
nates with me. But it is not the
poison of choice for all. Some
of the reading should be gen-
eral, but a large chunk should
be in the area that the child is
interested in. A friend liked
reading about wars. Another
was only interested in Islamic
history. Another focused on
science. Summer is an excellent
time to explore and develop
possibilities.
Three of four decades ago,
there were few bookshops and
no internet and/or digital re-
sources. But there were librar-
ies we had access to. In my case,
other than our school library, I
had access to the British
Council’s library and the
Punjab Public Library in
of humanity at large. Indi-
viduals are important for a
society but they are part of
a larger whole which is al-
ways greater than its con-
stituent parts. Individuals
have to surrender a part of
their freedom and self-inter-
est for the upkeep of social
and political order of a given
society. This is called social
altruism which provides the
basis of human civilization.
Social altruism is the bed-
ro ck o f t rans for m ative
change, which is always
much greater than individual
actions of altruism.
In my previous article, I
tried to provide a summary of
factors contributing to the fail-
ure of poverty alleviation
programmes in Pakistan. In
that I highlighted some key
policy perspectives and rec-
ommendations for the govern-
ment to rethink its poverty
alleviation agenda in the con-
text of its relevance to three
dimensions of poverty. These
three dim ensions in clude
household poverty, structural
or system ic poverty and
poverty caused by the
neoliberal globalization and
free trade. The poor in Paki-
stan have always borne the
brunt of the combined ad-
verse impact of three-dimen-
sional poverty.
This calls for a long-term
commitment of socioeconomic
transformation of the poor.
This transformation is possible
only if the poor have the ven-
ues to exercise their collec-
tive power – and this is ex-
actly why the significance of
rural support programmes
from tobacco use.
Pakistan has a mixed re-
sult in cigarette control. In
2005, it comfortably went into
the ratification of the FCTC
with a bag containing three
laws – the Prohibition of Smok-
ing and Protection of Non-
smokers Health Ordinance
2002; the Cigarettes (Printing
of Warning) Ordinance, 1979;
and the West Pakistan To-
bacco Vend Ordinance 1958.
The vend law which pro-
vides for the regulation of re-
tail and sale of manufactured
tobacco in urban areas has been
repealed by the West Pakistan
Repealing Ordinance, 1970 and
since then has been a provin-
cial law in each province. How-
ever, this law is so far adopted
by Punjab and Islamabad.
There is another parallel law in
the country, the Pakistan To-
bacco Board Ordinance 1968
under the federal Ministry of
Commerce, whose aim is to
promote and regulate tobacco
cultivation.
Given the fact that around
a quarter of Pakistan’s popula-
tion are tobacco users and half
are smokers, the existing to-
bacco control laws only cover
around 11 percent of Pakistani
smoking population. Of the
FCTC’s nine articles related to
demand reduction, Pakistani
laws that are poorly enforced
and only cover four articles re-
lated to smoking at public
places, higher tax, warning
Lahore. Both were well
stocked. Both gave plenty of
space to young people. And
they happened to be close to
where my school was. Though
books have become a lot more
expensive now and library ac-
cess has become harder with
expanding cities and higher
transportation costs, reading
material is more readily avail-
able via the internet. This ma-
terial needs some curating and
selection, but easier access can
have larger benefits for young
people: they can read more
widely.
Other forms of entertain-
ment have increased as well,
and this has increased possi-
bilities for distraction too. Tele-
vision or net surfing can have
negative consequences. But this
is where some structure and
plans can help. Children should
have time to play — even to
goof off — but there should be
time for interesting activities
that develop their potential as
well.
Summer reading can help
in acquiring language profi-
ciency too. What better time
than the summer to focus on
English or Urdu reading, speak-
ing and writing skills? Again,
with a bit of structure, devel-
oping a regular habit of read-
ing, listening, speaking and
writing in a particular language
can change proficiency levels
within a couple of months.
Summer vacation is a
beautiful concept. It can be a
time for reju ven ation and
growth. But it requires some
structure and planning. I wish
the millions of children and
young adults starting their va-
cations this week a very happy
and productive summer. Cour-

Contrary to our develop-
ment view and policy frame-
work of social exclusion, the
poor in reality are not excluded
but are adversely incorporated
in the system of inequity and
oppression. It is not social
exclusion but the adverse in-
corporation of the poor which
merits policy deliberations
vis-à-vis poverty alleviation.
The more we move towards
the neoliberal development
framework offered by interna-
tional financial institutions
like the IMF, the more eco-
nomic disparity and social in-
equity is the result. This is
what Jo seph Stiglitz an d
George Soros have suggested
in their confessional writings
in the aftermath of the 1997
economic crisis in Far East
Asia. My interactions with
Joseph Stiglitz during my uni-
versity days in London helped
me understand the phenom-
enon of increasing global dis-
parities within and across na-
tional borders. We use the
term ‘neoliberalism’ to de-
scribe a set of economic ac-
tio ns an d p olicies wh ich
promote privatization and
a free market economy as the
m otors of transform atio n
an d pr osp erit y.

However, Pakistan has
failed to provide any smoking
cession facilities to its smok-
ing population. Similarly, Pa-
kistani regulations do not re-
quire tobacco manufacturers
and importers to report the
levels of harmful and poten-
tially harmful constituents
(HPHCs) found in their to-
bacco products and tobacco
smoke. Pakistan also does not
have any tobacco testing labo-
ratory facilities.
On demand reduction,
Pakistan has only covered one
article regarding banning under-
age sale of cigarettes, while
other two articles that remain
unaddressed relate to illicit
trade and provision of sup-
port for economically viable
alternative activities to to-
bacco farmers. Pakistan has
recently signed a supplemen-
tary FCTC Protocol to Elimi-
nate Illicit Trade in Tobacco
Products. However, efforts
are already on by the Federal
Board of Revenue (FBR) to
curb the illicit trade of ciga-
rettes and bring them under
the tax net.
According to the Paki-
stan Tobacco Board’s (PTB)
statistics, around 36.55 mil-
lion kg is being produced out-
side its regulation. Interest-
ingly, it is roughly the same
quantity that is procured by
two multinational companies
Where heat and hostility meet

Pakistanis like to describe the
times they are living in as tense.
Still, some stretches are more
tense than others. Such as the
period we are going through
right now. It is marked by
more than the dread of the
schoolmaster in a fear-stalked
classroom.
There are just too many
agitators around and those
dealing with them are way too
harsh for their own good and
for the general good of the
country. It seems that it has
been decided to deal with ev-
eryone — from former Fata
to the plains of Punjab and
Sindh — with the sternest of
hands and the signs are that
the official response may just
get angrier and angrier as the
sloganeers go a few notches
higher with their calls.
Conspiracies are back big
tim e. One statement by
Bilawal Bh utto-Zardari is
enough to qualify him as a co-
conspirator alongside Mohsin
Dawar, a man already placed
in the company of traitors.
And Bilawal Bhutto-Zardari
is the pivot here as he is the
man who is credited with help-
ing Ms Maryam Nawaz Sharif
of Lahore find her lost voice.
Only a few weeks ago,
the same PPP leader appeared
to so many to be incapable of
drawing serious notice of the
people who matter, mainly
because he was believed to be
so heavily burdened by the
image and advice of his father.
The reputatio n and advice
may still be there, but the
BBZ campaign seems to show
some promise now.
Bilawal Bhutto-Zardari
anticipates a dire post-Eid
period. It could be that he and
his associates in the party are
anticipating the arrest of his
father. Maybe, they think that
there’s going to be a big crack-
down against PPP workers.
Whatever scenarios the
PPP chairman may have in his
mind, he has decided that he is
not going to be hostile to-
wards, or even aloof from,
some of the happenings the so-
called mainstream Pakistani
politicians have traditionally
kept a distance from.
What’s more, he appears
to have found a relatively reli-
able way of not immediately
condemning controversial poli-
ticians such as Mohsin Dawar.
Here he follows and advocates
an approach that goes through
parliament.
The other side needed to
be dispassionate in its reaction
to the PPP’s lines if the idea
was to thwart Bilawal Bhutto-
Zardari’s attempt at building
some kind of a platform to
launch what is routinely called
his ‘Abu bachao’ movement.
Restraint has typically been
lacking; hence, one of the
most dangerous themes of
the discu ssion in rec ent
days has been the one that
unnecessarily, if not belat-
edly and vainly, asks for
proof of patrio tism from
t he m em be rs o f th e
country’s legislature.
The tough handling of
PPP workers on the occasion
of Bilawal Bhutto-Zardari’s
appearance in a case in
Islamabad on Wednesday did
revive some old impressions.
One of them was that the PPP
even in its current weakened
state can still conjure up im-
ages to rekindle memories of
itself as a party of the street.
And two, the governm ent
doesn’ t m ind giving the
BBZ-brigade-in-the-building
a helping hand along the way.
The PPP’s in tentio n
rettes. Of the total 86.22 mil-
lion kg tobacco produced an-
nually, the PTB only regu-
lates 49.67 million kg. This
the PTB does by collecting
the tobacco requirement of 53
companies, includin g two
multinationals, and publish-
ing it after fixing the per kg
rate and asking farmers to en-
ter into contract with respec-
tive company. The rate is set
based on different quality
grades. Hybrid seed imported
from Brazil grows the best.
Last year, the FBR fur-
ther boosted its efforts to con-
trol duty non-paid cigarettes
and has started monitoring
Green Leaf Threshers (GLTs)
Units, where raw tobacco from
farms is taken for further pro-
cessing. Another issue is bud-
getary allocation for tobacco
control. Unlike the TCC (To-
bacco Control Cell) under
NHSRC which has no budget-
ary support, the PTB’s func-
tions are financially supported
by a special tobacco cess.
Expressio n of strong
political will is another area
which is so far missing. The
PTI has considerable stakes
both in fighting cancer (the
Shaukat Khanum Hospital
says that 30 percent of can-
cers are caused by cigarette
smokin g) and growing to-
bacco (the PTI has a strong
political base in tobacco grow-
ing areas). The PTI govern-
ment needs to bring all the of-
ficial stakeholders on one table
and evolve a tobacco control

reassurance that could cost

dearly. First, there’s clear
evidence to confirm that the
PML-N (in Punjab in par-
ticular) and PPP (in Sindh)

support which they can
demonstrate progressively as
the protest heats up. Not just
that, the people have their
own everyday grievances
that could encourage them to
join a procession that allows
them an opportunity to lam-
baste the rulers to their
heart’s content.
The strategy makers of
the PPP and PML-N cannot
be blamed for hoping that
once they begin their prom-
ised movement (‘save Abu’),
they are going to be joined
by a large number of people
who cannot quite reconcile
themselves to the huge price
— in terms of the cost of liv-
ing etc — the current gov-
ernment is asking them to
pay in search of the naya
Pakistan.
As they tick the pros
and cons boxes on the list,
these opposition parties may
be more wary of factors such
as the hot weather acting as
an impediment here.
One thing is for sure —
they have a ‘ sufficiently’
hostile government in place.

Fish exports decline

rations decreased by 6.21 per-
cent during the fiscal year
2018-19 as compared to the
corresponding period of last
year.
The seafood exports dur-
ing July-April (2018-19) were
recorded at $348.484 million

$371.548 million in July-April
(2017-18), showing negative
growth 6.21percent, according
to Pakistan Bureau of statis-
tics (PBS).
In terms of quantity, Pa-
kistan exported 153,061 met-
ric tons seafood during the
period under review against
the exports of 163,632 metric
tons last year, showing de-
crease of 6.46 percent.
On year-on-year basis,
the fish exports from the coun-
try declined by 2.4 percent by
going down from $55.934 mil-
lion d urin g Ap ril 2018 to
$54.589 million in April 2019.
On month-on-month ba-
sis, the seafood exports how-
ever, increased by 18.94 per-
cent in April 2019 when com-
pared to the exp orts o f
$45.895 millio n in March
2019, the PBS data revealed.

government would issue sales
tax refund bonds to the claim-
ants in order to facilitate busi-

In its report on Asia and
the Pacific SDG Progress
