Clothing – El Paso Soft-Sided Temporary Holding Facility
June 3, 2019

1.0 BACKGROUND

As a component of DHS, US Customs and Border Protection (CBP) is responsible for

protecting our Nation’s borders in order to prevent terrorists and terrorist weapons from
entering the United States, while facilitating the flow of legitimate trade and travel. CBP
is also responsible for apprehending individuals attempting to enter the U.S. illegally;
stemming the flow of drugs and other contraband; protecting our agricultural and
economic interests from harmful pests and diseases; protecting American business from
theft of their intellectual property; and regulating and facilitating international trade,
collecting import duties, and enforcing U.S. trade laws.

The United States Border Patrol (USBP), El Paso Sector’s (EPT) Temporary Holding
Facility (THF) requires various children and adult clothing items. The clothing items are
essential for the health and comfort of the detainees while in USBP custody.

2.0 SCOPE OF WORK

The contractor will provide the items and quantities listed in paragraph 3.1

3.2 Delivery Instructions

3.2.1 Contractor shall deliver the shipment within 5 days of award of contract
3.2.2 Contractor will contact the Technical Point of Contact, listed in paragraph
4.2.1, 24 hours prior to delivery date
3.2.3 Deliveries will be made on Monday thru Friday, 8:00 am to 4:00 pm
3.2.6 The shipment shall be delivered in the quantities listed above on the 1st
and 15th of each month starting June 1st through September 15th and
another shipment on September 30th.
3.2.7 The period of performance will be from June 15, 2019 through October
30, 2019 with four (4) one-month options.

4.0 General Information

4.1 Disclosure of Information

4.1.1 Any information made available to the contractor by the government or its
customers shall be used only for the purpose of carrying out the provisions
of this contract. This information shall not be divulged or made known in
any manner to any persons except as may be necessary in the performance
of the contract.
4.1.2 In the performance of this contract, the contractor assumes responsibility
for the protection of the confidentiality of government records.
4.1.3 If applicable, the contractor will adhere to the requirements found in Part
24 of the Federal Acquisition Regulation, Protection of Privacy and
Freedom of Information
