I am a high school student of Middle East International School in Qatar and I am


currently conducting a thesis on the economic effects of the Tax Reform for
Acceleration and Inclusion (TRAIN) law to the Micro, Small, and Medium Enterprises
(MSMEs) in the Philippines. One of the objectives of this research is to determine
whether or not the TRAIN law will promote or hinder the growth of MSMEs in the
Philippines.

Attached to this letter is a survey questionnaire that asks relevant questions about the

The Tax Reform for Acceleration and Inclusion (TRAIN) is the first package of the
comprehensive tax reform program (CTRP) envisioned by President Duterte’s administration,
which seeks to correct a number of deficiencies in the tax system to make it simpler, fairer,
and more efficient. It also includes mitigating measures that are designed to redistribute some
of the gains to the poor.
