MESSAGE
Greetings of peace!

I am pleased to present the 2018 State of Barangay Report which contains the
performance of Barangay San Pedro Apartado along the four (4) performance areas
namely: Administration; Social Services; Economic Development and Environmental
Management.

This report shall serve as the basis in the formulation of programs, projects and
activities that are responsive to the needs of our constituents. It will serve as
reference in crafting the Barangay Agenda as embodied in the Barangay
Development Plan.

This report also aims to strengthen the partnership of the Barangay with the higher
Local Government Units (LGUs), National Government Agencies (NGAs), Non
Governmental Organizations (NGOs) and stakeholders as it presents a vivid picture
of the development condition of the barangay. Above all, it aims to increase
awareness of the residents on the state of the barangay, so that they become more
involved and participative in barangay affairs.

Lastly, on behalf of the officialdom of our barangay, may I congratulate and thank
the Department of Interior and Local Government (DILG) in coming up with the
Barangay Performance Management System (BGPMS) which will pave the way for
the establishment of the state of governance of the barangay.

Brief History of the Barangay


Sometimes the early part of of 19th century (1970) ,some pioneering
families from Ilocos Region migrated to Pangasinan. At first they settled in
Alcala,the town proper but later spread out to adjacent places like San Pedro
Aaprtado,to cultivate lands which they could call that place their own.They
have cleared forestland as spacious as they could only manual labor. They
cultivated these lands with carabaos as their back burden. There were no
roads nd bridges. They only had trails for commuting from land they
cultivated.Theystarted to settle in the places. The pioneers invited some
other families mostly hardworking from Ilocos to reside in the place and
formed a Barangay. Even without the benefit of election, they were emerged
among them born leaders whom they respected. These diligent people
through that land they cultivated were their own. There were happy people
thinking that these land could be inherited by their T work but only to find
out that when
The trail was cleared. Some encomienderos riding on horseback come to
survey the land as part of the hacienda granted them by the Spanish
Government. They were ancestors of the Icurs and Gonzales who are still the
owners of of some land until these days.

They were granted torrents title which the poor titles became lease
holders. Some of the lands were declared. Government dumps up to those
creating much problem between the union and the corporation who both
claim a hue the right to own piece of land. However, despite the odds the
Barangay progressed especially so with the advent of Virginia and Burley
Tobacco Production.

The main source of income of this Barrio “SAN PEDRO APARTADO”, is


farming. The land was abundant of mineral soil where they have found out
productive.

VISION :

“Barangay San Pedro Apartado, is still a fast progressive community with


healthy and well informed residents. All sectors participate in common
development for clean and green community trying our best to arrive to a
point in order to reach our goal , vission and we can attain this good with the
cooperation of our residents.”

honest administration and provide livelihood program to uplift the standard

II. Executive Summary

Barangay performances for Calendar Year 2018 are summed as follows:

The State of Barangay Governance Report shows that the barangay’s overall
performance rating is equivalent to 0.84. The area of Economic Development
should be the top priority for development considering that the adjectival rating is 4
to focus on the service areas of Natural Resource Management and
Entrepreneurship, Business and Industry Promotion.

In general, the level of effort which had brought about desirable performance
or condition in the areas of Governance and Administration has to be sustained.

Problematic areas have to be given full consideration. Otherwise, the pace of


development and change will be slowed down by the problems. Starting on the
ensuing year, the following initiatives shall be pursued.

On Financial Performance

The CY 2018 Budget amounted to Php 3,257,988.00. The expenditure


program was distributed as follows:

The Personal Services had an allotment of Php 1,476,600.00 (Identify the


apporpiations and the amount). Among the sectors, it received the biggest share of
55% of the total budget.

On the other hand, the total picture of the fund utilization shows that the
barangay incurred 80% expenses of its budget. Overall, it indicates a 20% savings.

Significantly, the barangay spent its financial resources hugely on Personal


Sevices 55 (%).

Control

The barangay garnered an overall performance rating of 4 or an adjectival rating of


HIGH. Despite overcoming the rigorous processes in the implementation of the
different policies and programs in the barangay, there are still several
issues/deficiencies which need necessary improvement:

On Administration, an average rating of 0.96 was attained which indicates a HIGH


PERFORMANCE. Some of the contributory factors that attributed to the rating were
due to HR Management and Development.

On Social Services, we obtained an average rating of State of Barangay Governance
Report
0.85 which indicates High performance. This is credited to the PUBLIC SAFETY
AND DISSASTER RISK REDUCTION MANAGEMENT.

On Economic Development, the barangay got an average rating of 0.62 which


points out on the sustained effort of the barangay in having a little
entrepreneurship, business and industry promotion.

Also rated is how the barangay faired in Environmental Management under the
Service Areas of Natural Resources Management and Waste Management and
Pollution Control where it garnered an average rating of 0.75 This is attributed to
the Waste Management and Pollution Control.

With the full cooperation of all sectors concerned paved the way towards the
success of the year under review, CY 2018.

V.Report Findings
Administration
Barangay administration is one of the crucial and essential functions of the
barangay. This includes 6 indicators: Development Planning; Human Resource and
Development; Customer Services; Financial Accountability; Revenue Generation and
Resource Allocation and Utilization.

 LOCAL LEGISLATION

Of the eight (8) indicators, Barangay San Pedro Apartado obtained seven (7)
indicators or 0.87% because it formulated Sangguniang Barangay Infernal Rules and
Procedure, conducted regular sessions as mandated by law, passed resolutions and
approved budget within the calendar year. However, it had not enacted general
ordinances and there is no Legislative Tracking or Monitoring System. Since there is
a designated Session Hall, the barangay has no gavel.

Of the 6 indicators, Barangay San Pedro Apartado, obtained 6


indicators. It had reported semestral accomplishment report during barangay
assembly day , it had posted barangay plans and program in the barangay
hall, posted list of implemented projects in the barangay hall, posted list of
resolutions in conspicuous places. It submitted annual report and had not
posted itemized monthly collections and disbursement in conspicuous places
together with annual summary of income and expenditures.

 CITIZEN’S PARTICIPATION

The involvement and participation of the different stakeholders is very


important especially in voicing out their concerns and aspirations for the barangay.
Their inputs are also vital during planning and formulation of laws.

Citizens' participation is one of the important aspects of governance. This is a


manifestation that supreme power is lodged to the citizenry.

shed feedback mechanism through the following: through survey .Conduct

Barangay officials and various sectoral representatives work together to chart


the development of the barangay and address relevant problems and affecting the
community. It is in this activity where programs, projects and activities are identified
and prioritized to ensure judicious utilization of the barangay funds.

Of the 8 indicators, Barangay San Pedro Aapartado obtained 8 indicators in

 REVENUE GENERATION

Laws/ordinances enacted/passed by the Sangguniang Barangay for the


collection of taxes, fees and charges or generate revenues. RA 7160 allows the
barangay to create provide other sources of funds for development projects that
will benefit the barangay residents, subject to limitations as provided for by the law.

The Barangay failed to enact the Barangay Tax Ordinances due to incomplete
requirement in approving and implementing this ordinance.

Compliance to mandatory budgetary allocations of barangay ensures that the


vital service functions are funded and the priority development concerns of the
Barangay are implemented.

Apartado obtained 2. It satisfies all the indicators, it shows that the Barangay
Managed and handled the Revenue Allocation prperly to achieve its goal with the
service area.

 FINANCIAL ACCOUNTABILITY

Barangay officials should keep track the income and expenditure patterns of
the barangay government through regular monitoring of barangay disbursements.

This refers to the office equipment and fixtures that the barangay officials
need to be able to function effectively in the delivery of basic services to barangay
residents.

Of the 6 indicators, Barangay San Pedro Apartado complied with 6


indicators . The evaluation of this area ,it sustained 6 indicators which reflect that
some facilities like internet connection and landline phone are available in the
barangay hall , although fax machine is not availble because as of now it not
applicable yet, while Barangay clearance and Certifications are facilitated to the
constituents.

100%.The Barangay achieved all the indicators in this area which shows that

strengthened their capabilities on their tranings and State of Barangay Governance

2. Social Services
The Barangay, although the smallest political unit, plays a very important role
in the delivery of basic services to its constituents as provided for in the Local
Government Code. There are three services under this performance area that
determines if the barangay’s program, project and activities are in harmony with
the LGC. The 3 service areas are Health and Nutrition, Education, Culture and Sports
and Peace, Security and Disaster Preparedness

 HEALTH AND NUTRITION

Health is wealth. This is the reason why most officials prioritize health and
nutrition services. Although higher LGUs, such as the province and municipality,
provide health and nutrition services, the barangay also is mandated to deliver
basic health and nutrition services to its constituents.

According to the indicators contained in the data capture form of the BGPMS,

.Although the Barangay achieved all the indicators under Health and Nutrition, still
there are lapses like the absence of Botika ng Barangaynin these area but we can
implement and put some Alternaative Resources.

 EDUCATION, CULTURE AND SPORTS

In this area we see to it to deliver, provide and promote the necessary


needs; in EDucation, is to provide quality Education in order to be more competitive
among others and sending the Out of School Youth into an ALS Program; for the
Sports, we Annual Basketball and Valleyball Tournament and other Sports especially
to the Youth to boost their physical developmentt and create Good Sportsmanship
with others ;and for Culture, we are celebrating our Annual Barangay Fiesta and
Christmas Program to enrich the knowledge of our constituents on oyr culture.

SAPAGKAT, ang barangay ang pangunahing yunit pulitikal na


bumabalangkas at nagsasakatuparan ng mga patakaran, plano, programa, proyekto
at mga gawain sa isang pamayanan, ito rin ay nagsisilbing “forum” o daluyan kung
saan ang mga samu’t-saring usapin ay maaaring maipahayag, bigyang-linaw at
isaalang-alang, dito rin maaaring dinggin at ayusin ang mga ‘di pagkakasundo;

SAPAGKAT, ang pagbalangkas at pagsasakatuparan ng mga nabanggit na


gawain ay nangangailangan ng isang mabisang mekanismo upang maging batayan
para sa mas mahusay at epektibong pamamahala;

SAPAGKAT, ang Department of the Interior and Local Government (DILG) ang
pangunahing tanggapan ng pamahalaan na umaagapay at nagtataguyod sa mga
pamahalaang lokal tungo sa pagkakaroon ng isang mahusay at epektibong
pamamahala;
