NOTIFICATION FOR CONDUCTING COMPETENCY CERTIFICATE

EXAMINATION FOR ELECTRICAL SUPERVISOR AND WIREMAN UNDER
A.P.E.L. REGULATIONS ACT 1987.

1.0 The State Board of Technical Education and Training, A.P., Vijayawada will
conduct XXV session of Competency Certificate Examination for Electrical
Supervisor and Wiremen in June/July - 2019on behalf of the Chief Electrical
Inspector of Government / Chairman A.P. Electrical Licensing Board, A.P.,
Guntur, under Andhra Pradesh Electrical Licensing Regulations Act, 1987.

2.0 a. Proposed Date of Theory Examination for SUPERVISOR-18-08-2019

(Sunday)

Proposed Date of Practical examination for SUPERVISOR 19-08-2019

onwards

b. Proposed Date of Practical examination for Electrical Wireman will be

from 22-08-2019 (Thursday) Onwards.

Note: Batch wise time table for Electrical Supervisor & Wireman practical
examination will be placed on the following websites by 18-08-
2019.

3.0 Qualifications for admission to the Wireman (Certificate of

Competency) Examination:-
The candidates for admission to the “Wireman Competency” Certificate
Examination shall be a person with four years experience, shall be certified
by a Firm or a Licensed Electrical Contractor and Countersigned by an
Electrical Engineer not below the rank of Asst Divisional Engineer in AP
Transco., / AP Genco /AP Discom’s or Deputy Electrical Inspector in the
Electrical Inspectorate.
1) He shall have completed the age of 18 Years as on 1st January
2019.
4.0 Qualification for admission for the Supervisor (Certificate of
Competency) Examination: -

a. A pass in 10th class or its equivalent with not less than 8 years
experience in the practice of Electrical Installation works; and the
said experience shall be duly certified by a Firm or Contractor.
b. A Wireman / Electrician of I.T.I. Certificate Holder with not less than
4 years experience in the practice of Electrical Installation works.
National apprentice training of 1 year duration after passing I.T.I.
examination shall be counted as practical experience.
c. The minimum age limit for appearing for examination shall be
20 years as on 1st January,2019.

6.0 Examination fee :

i) For Wireman - Rs.1, 100/-

ii) For Supervisor - Rs.1, 600/-

The candidate has to pay the Examination fee online through Debit Card /
Credit Card / Net Banking only. Demand drafts / Cheques / Cash will not
be accepted. Fee once paid will not be refunded under any circumstances.
Application forms will neither be sold physically nor filled in application
forms received through post by the Secretary, State Board of Technical
Education and Training, A.P., Vijayawada under any circumstances.

7.0 Registration of the candidate: -

a) The candidate has to register his candidature through online for
writing the examination by entering the personal details in the website

https://ewsapsbtet.in. The guidelines for registration of online
application are given in the website for reference.
b) The candidate has to submit the hardcopy of filled in application
downloaded from the website, at the respective examination centre by
enclosing the copies of certificates attested by the Gazetted officer
including original certificates of experience signed by the concerned
contractor / firm and counter signed by ADE of APGenco., / APTransco., /
AP Discoms / Dy. Electrical Inspector of Electrical Inspectorate and also
enclose the renewal certificate of the contractor license. If the candidate is
failed to submit the above certificates, he/she will not be allowed for
appearing the examination.

Model papers of Supervisor examination and instructions to the candidates.
The applications received through online only be accepted. Applications received
from any other mode will be rejected.

ELECTRICAL SUPERVISOR AND ELECTRICAL WIREMAN

EXAMINATIONS – JUNE/JULY 2019
I. GENERAL:

1.0 The Chief Superintendents are requested to follow the change of procedure
adopted from this year for submitting application forms by the candidates who
desires to appear for XXV Session Competency Certificate Examination of Electrical
Supervisor and Wireman to be held in July 2019.

2.0
(a) The Competency Certificate Examination for Electrical Supervisor and
Wireman Notification has been issued in the month of June-2019. The Eligible
candidates can register themselves online for taking the examination in the
website https://ewsapsbtet.in

(b) Examination Fee including registration Fee:

For Supervisor examination: Rs. 1,600/- (Rupees One thousand

six hundred only)
For Wireman examination: Rs 1,100/- (Rupees One Thousand
one hundred only)

3.0 Refer the “Instructions to Candidates”, placed in the website, to know the
eligibility to appear for Electrical Supervisor and Wireman Competency
Certificate Examination and the syllabus prescribed for it.

II. REGISTRATION OF APPLICATION FORMS:

4.0 Each application form received online for Competency Certificate Examination for
Electrical Supervisor and Wireman will be given application id, auto generated by
the software itself. The same shall be sent to the candidate’s registered mobile
through SMS for their future reference.

After completing the registration process, all the applications received through
online along with the enclosures will be sent for 2-tier verification. The
verification officers will scrutinize the applications individually and submit their
remarks regarding eligibility.
All the rejected applications are to be verified once again by the officer in charge
appointed by the SBTET before finally rejecting them once for all. Then the
rejected list will be placed in the website for information along with the reasons
for rejection. The eligibility status of the applicants will be communicated to the
candidates through SMS to the registered mobile number.

III. ALLOTMENT OF HALL-TICKET NUMBERS:-

5.0 Hall Ticket numbers will be allotted only to the eligible candidates and the
candidate can download the hall ticket from 14-08- 2019 onwards.
IV. Conduct of Examinations:

6.0 Competency Certificate Examination for Supervisor (Electrical)

examination comprises of two Written papers, Paper – I & II each of 3 hours
duration and each carrying 50 marks maximum.

6.1 Theory Paper: (100 Marks)

Paper – I – Electrical - Theory (Elementary knowledge) – 50 marks

Paper–II – Electrical Utilization - 50 marks

A) Paper –I (Electrical - Theory) 18-08-2019 (Sunday)

B) Paper-II (Electricity Utilisation Theory) 18-08-2019 (Sunday)
2.00 PM to 5.00 PM
6.2 Practical examination shall be conducted from 19-08-2019
(Thursday), onwards for the supervisor candidates and from 22.08.2019
onwards for the Electrical Wireman candidates in batches. Each batch will be
limited to 15 candidates and a maximum of two batches per day will be
conducted. The detailed practical examination schedule along with hall ticket
numbers will be notified in the website.

6.3 Practical Examination : (100 Marks)

The Practical examination for Supervisor shall be of 6 hours duration in

the subject-covering syllabus in papers I and II of each 3 hours duration.
The total marks shall be 100 including viva voce. The distribution of marks
shall be as follows.
6.4 i. Experiment on Electrical Machine 3 Hours 40 Marks

Viva Voce 10 Marks

in generators, Motors, Domestic
appliances and underground Cables
(Murray Loop List), Circuit connection

Login credentials will be given to each and every concerned HEES for
uploading of the practical examination marks. The practical examination
marks are to be uploaded immediately after completing of the
examination i.e. maximum time for uploading will be given as 2 hours
after schedule time of the examination failing which the concerned HEES
has to approach the SBTET for uploading of the marks along with proper
reason for not uploading of marks with in stipulated time.

7.0 Competency Examination for Wireman:

The examination shall consist of practical test carrying 100 Marks comprising of
a) 1½Hours test on Machine connections
with starters, etc., (A.C. only) - 20 Marks

b) 4½ Hours test on Wiring installations

including making of Joints (bare and standard
conductors) soldering and insulator binding, etc., - 60 Marks

c) ORAL TEST - 20 Marks

The Oral test is from the entire Syllabus. To pass the examination, the candidate
must secure at least 40/80 marks in the practicals and 10/20 marks in oral
respectively in the syllabus prescribed.

8.0 Appointment of examiner for conducting Practical Examinations:-

An examiner of the rank of Deputy Electrical Inspector / Asst. Electrical Inspector

from Electrical Inspectorate Department and another examiner not below the
rank of a Lecturer in Electrical Engineering shall be appointed for the conduct of
practical examinations. Supporting staff of one Technical Asst., to assist the
Internal examiner and one Attender may also be appointed.

9.0 The EDEP system of question papers will be followed for the maintenance of
Secrecy of question papers pertaining to Supervisor Competency Theory
examinations. The password will be given ½ hour before the commencement
of examination to the concerned chief superintendent.

10.0 The secretary SBTET AP will nominate the internal examiners and Principal of the
concerned polytechnic will appoint the supporting staff for the smooth conduct of
practical examinations.

11.0 Immediately after the completion of Supervisor Theory examinations (Paper –

I/II), You are requested to send the answer scripts duly sealed, separately
under named cover to Deputy Secretary (Post exam Section), State Board
of Technical Education and Training, AP, GPW Campus, Chowdaripet,
Gujjanagundla, GUNTUR -522 006 by Insured Parcel. With regard to the
Practical examination of Supervisor and Wireman, you are requested to conduct
the Practical test at your centre and upload the award marks in respect of

Practical test online into the web portal immediately within two hours after the
scheduled closure of the examination failing which the database will be frozen
and the database will not accept any data to be added/ modified to it later. The
concerned HEES will be held responsible for not uploading the marks.

12.0 The Principal’s decision is final in respect of Malpractice and proxy cases.

13.0 You are requested to arrange for adequate Police force during the conduct of
Theory examination as per laid down norms and also see that the examinations
are conducted smoothly.

14.0 The Chief Superintendents have to submit all the bills & vouchers pertaining to
examination and finalize the accounts within one month without fail.

15.0 The Chief Superintendent has to strictly follow all the instructions given from
time to time and see that the examination is conducted smoothly without any
discrepancy.

16.0 In case of any clarification required, he/she should contact the Secretary, State
Board of Technical Education and Training, Vijayawada over phone
immediately.

17.0 The rates of remuneration to be paid to the staff engaged for examination work
and for purchase of material required for conducting practical examinations for
Supervisors and Wireman is herewith enclosed (Annexure – II) and requested to
follow the same.
