SITE OF THE PROJECT

1 THE SITE
1.1 Site of the two/four lane Project Highway shall include the land, buildings, structures and
road works as described in Annex-I of this Schedule-A.
1.2 An inventory of the Site including the land, buildings, structures, road works, trees and
any other immovable property on, or attach to, the Site shall be prepared jointly by the
Authority Representative and the Concessionaire, and such inventory shall form part of
the memorandum referred to in Clause 10.3.1 of the Agreement.
1.3 Additional land required for Toll Plazas / Toll Booths, Truck Lay bye, Traffic Aid Posts,
Medical Aid Posts and vehicle rescue posts or for construction of works specified in the
Change of Scope Order issued under Clause 16.2.3 of this Agreement shall be acquired
in accordance with the provisions of Clause 10.3.6 of this Agreement. Upon acquisition,
such land shall form part of the Site and vest in the Authority.

Site for Four/Six Laning


1 Site
The Site of the two/four lane project highway comprises the section of NH-648 (old NH
207) commencing from junction with NH-4 at km 52.775 of NH-4 / km 138.320 of NH-207
in Dabaspet and ends near km 97.350 of NH-207 at Dodaballapur in the State of
Karnataka. The land, carriageway and structures comprising the Site are described
below.
The Index Map and location plan of the project highway is given at Appendix A-1.

1 Development of the Project Highway


Development of the Project Highway shall include construction of the Project Highway as
described in this Schedule-B and in Schedule-C.

2 Four Laning/Six Laning


2.1 Four Laning/Six Laning shall include construction of the Four/Six Lane Project Highway
as described in Annex-I of this Schedule-B and Annex-I of Schedule C.

2.2 The Project Highway shall be designed and constructed in conformity with the
specifications and standards set forth in Annex-I of Schedule-D.

Description of Four/Six Laning with paved shoulder

1. Width of carriageway

1.1 (i) Existing Km 138.320 of NH-207 / existing Km 52.775 of NH-4 (Design Chainage
Km 0.000) to proposed STRR Junction at existing Km 131.288 of NH-207 (Design
Chainage Km 7.280): Four-Laning with paved shoulders shall be undertaken. The paved
carriageway shall be as per paragraph 4.3 of Annex-I to Schedule-B.

(ii) From proposed STRR Junction at existing Km 131.288 of NH-207 (Design


Chainage Km 7.280) to Dodaballapur at existing km 97.350 of NH-207 (Design
Chainage Km 42.000): Six-Laning with paved shoulders shall be undertaken. The paved
carriageway shall be as per paragraph 4.3 of Annex-I to Schedule-B.

1.2 Except as otherwise provided in this agreement, the width of the paved carriageway and
cross- sectional features shall conform to paragraph 1.1 above.

2. Project Facilities
Project facilities shall be constructed in conformity with Annex-I of Schedule-C.

3. Specifications and Standards


The Project Highways shall be constructed in conformity with the Specifications and
Standards specified in Annex-I of Schedule-D.

4.4 Alignment Plan and Longitudinal Section


An alignment Plan and longitudinal section (Plan & Profile) of the project highway are
given at Appendix B-I in soft copy for reference only but has to be designed based on
Schedule-D.

5. Pavement Design
Type of pavement shall be provided as per Section 5 of the Manual.
The Flexible pavement shall be designed for minimum 95 msa for both the carriageways.
The Service Road shall be designed as flexible pavement for 10 msa.

17. SLOPE PROTECTION


The side slope shall be protected by using suitable slope protection measures wherever
required along the project road.

18. UTILITIES
Provision for accommodating utilities shall be made both overhead as well as
underground wherever required as per IRC 98.

19. RAIN WATER HARVESTING STRUCTURE


As per Ministry of Environment and Forests Notification, New Delhi dated 14.01.1997 (as
amended on 13.01.1998, 05.01.1999, & 6.11.2000), the construction of Rain Water
harvesting structure is mandatory in and around water crisis area, notified by the Central
Ground Water Board. The provision of rain water harvesting can be executed as per
requirement of IRC:SP:42-2017 and IRC:SP:50-2013.

20. CHANGE OF SCOPE


The length of Structures and bridges specified herein above shall be treated as an
approximate assessment. The actual lengths as required on the basis of detailed
investigations shall be determined by the Contractor in accordance with the Specifications
and Standards. Any variations in the lengths specified in this Schedule-B shall not
constitute a Change of Scope, save and except any variations in the length arising out of
a Change of Scope expressly undertaken in accordance with the provisions of Article 16.

(ii) Solar panels shall be erected over the Toll Plaza / Toll Booths to generate
the green energy. Same shall be utilized for toll plaza / toll Booth lighting and
other energy requirement within toll plaza / toll booth area along with
conventional lighting.
(iii) All Toll Lanes to be equipped with ETC equipment.
(iv) A separate toilet facilities shall be provided near toll plaza / toll booth location
along with parking facility for road users. One toilet block on each direction
shall be provided. These toilet facilities shall follow CPWD specifications for
sanitary ware items and fittings such as EWC, Wash Basin, Wash basin-
Under counter, Urinal flat back, PVC Cistern, IWC Orissa Pan, Flush Value –
CP, Wash Basin pillar cock –CP, Bib Cock –CP, Health Faucet, W/c Bib cock,
Wash Basin angle cock.
(v) Weigh in Motion (WIM) devices shall be provided in toll lanes at Toll Plaza /
toll Booth Location. In addition to WIM, Static weigh Bridge (SWBs) shall be
provided on each direction as per manual.
(vi) Point of sale (POS) with card swapping machines shall be provided.

(b) Road Side Furniture:


The roadside furniture shall be as per Section 9 of the manual and shall include
(i) Traffic Signs: Traffic Signs include roadside signs, overhead signs and kerb
mounted signs etc. along the entire Project Highway. The detailed signage
plan indicating places, direction, distances and other features marked on
the change plan shall be prepared and same shall be finalised in
consultation with Independent Engineer/Project Director, NHAI as per site
requirement.

(ii) Overhead Traffic Signs: Excluding overhead signs and other signs at Toll
Plaza / Toll Booth location which are to be provided as per Manual of
Specifications and Standards as referred in Schedule-D, the location of
these facilities shall be finalized in consultation with Authority
Engineer/Project Director, NHAI as per site requirement.
(iii) Pavement Markings: Shall cover road marking for the entire Project highway
(iv) LED Traffic Blinkers: These shall be provided on the entire Project Highway
near pedestrian crossings, public gathering places (Educational Institutions,
Hospitals, Worshipping Places, etc.),cross roads, & median openings.
(v) Crash barrier: W Metal Beam crash Barrier shall be provided at built up
location, high Embankment, Bridge Approaches, and curve locations where
radius is less than 450m. The locations for these provisions shall be as per
Section 9.7 of the Manual and finalized in consultation with Independent
Engineer/Project Director, NHAI.
(vi) Cat’s Eye / Road Studs: Road Studs shall be provided at Horizontal Curve
below 700m, median opening, intersections, Cross roads & Built-up areas
(Excluding Toll Plaza / Toll Booth location) and shall confirm to the
specifications mentioned in Schedule D.
(vii) Delineators/Road Studs: Shall be provided for Entire Project highway as per
IRC:79-1981 and site requirement & specification as per Schedule D.
(viii) Hectometer / Kilometer Stones: Shall be provided for Entire Project
highway.
(c) Highway Lighting:
Highway Lighting (LED) shall be provided in accordance with Section 12 of the
Manual at the following locations:
(i) Throughout the project road both in the median of main carriageway and on
the service roads on either side.
(ii) At Toll Plazas / Toll Booths, Rest area, Truck lay bye, Bus bays, bus shelter
as given in this schedule – C, underneath and above the Interchanges and
Grade separators including the approaches , ROB & junctions location as
given in schedule – B, built-up locations as given in Schedule-A
(iii) Solar lighting shall be considered near junctions, interchanges and at toll
plaza / toll booth locations. Solar Panels also to be established at any other
preferred locations along with Conventional lighting.

However, these shall not be limited to the above specified locations and it shall
be finalized in consultation with Independent Engineer / Project Director, NHAI.

(d) High Mast Lighting:


Normal low light poles are not able to give the required lighting conditions. lt is,
therefore, necessary to install high mast. A height of 30 m for the mast is
considered suitable to have uniform spread of desired level of illumination for safe
movement of vehicles.

a. Advance Traffic Management System:


The Concessionaire is required to design, install, operate and maintain Highway
Traffic Management System (HTMS) / Advanced Traffic Management System
(ATMS) as part of the project facilities. Advanced Traffic Management System
shall be provided as specified the manual.

Briefly, the ATMS components to be deployed shall inter alia include:

(i) Video Surveillance System


 CCTV PTZ Dome at every one km on both sides of the road
 Fixed Camera
(ii) Video Incident Detection System
(iii) Vehicle Actuated Radar Speed Displays
(iv) Emergency Roadside Telephones – These shall be provided in the Zones
experiencing telecom blackspots along project highway.
(v) Fixed Variable Message Sign (Full) –

back-up (largely on renewable energy) to facilitate 24x7 operation and for

1 Specifications and Standards


1.1 From existing Km 138.320 of NH-207 / existing Km 52.775 of NH-4 (Design Chainage
Km 0.000) to proposed STRR Junction at existing Km 131.288 of NH-207 (Design
Chainage Km 7.280):
All Materials, works and construction operations shall conform to the Manual of
Specifications and Standards for Four-Lane Highways (IRC:SP:84-2014) published by
IRC (referred to as “Manual” in this Schedule) and MORTH Specifications for Road and
Bridge Works. Where the specification for a work is not given, Good Industry Practice
shall be adopted to the satisfaction of the Authority’s Engineer.

1.2 From proposed STRR Junction at existing Km 131.288 of NH-207 (Design Chainage
Km 7.280) to end of Dodaballapur bypass at existing km 97.350 of NH-207 (Design
Chainage Km 42.000):
All Materials, works and construction operations shall conform to the Manual of
Specifications and Standards for Six-Lane Highways (IRC:SP:87-2013) published by IRC
(referred to as “Manual” in this Schedule) and MORTH Specifications for Road and Bridge
Works. Where the specification for a work is not given, Good Industry Practice shall be
adopted to the satisfaction of the Authority’s Engineer.

2 Deviations from the Specifications and Standards

2.1 Notwithstanding anything to the contrary contained in the aforesaid Manual, the following
Specifications and Standards shall apply to the Four-Lane Project Highway, and for
purposes of this Agreement, the aforesaid Manual shall be deemed to be amended to the
extent set forth below:
