As the Case Manager for Adult Mental Health and Substance Use issues you
will provide clinical services to clients in our Community Outpatient Program.
The Case Manager works closely with other members of the clinical team of
psychiatrists, physicians, counsellors and outreach workers throughout the
Kootenay Lake Interior Health region in assessing clients’ mental health
status, formulating a plan of care, implementing planned care and evaluating
outcomes. You will also provide outreach to clients in their home. Clinical
supervision and professional development provided.
Preferred qualifications:
• A degree in social work, counselling or a lesser degree with a
combination of education and experience.
• Able to be registered or licensed with an appropriate provincial body.
• Working knowledge of DSM 5.
• One to three years’ previous work in a similar environment.
• Direct program delivery experience in the community social services
sector with a demonstrated knowledge of community based programs
and community support systems.
• Knowledge of legislative policy, provincial and government frameworks
and systems including the Mental Health act.
• Driver’s licence and access to a sound vehicle for work purposes.

Turning up the heat with Latin vibes
The Locarno Band, with special guest Tonye Aganaba, will be turning up
the heat from 5 to 8:30 pm at The Night Market on August 8 at Gyro Park in
Trail.
Vancouver based Locarno is the Latin project of Tom Landa, the frontman
of Juno award-winning The Paperboys. With members from world music
supergroup BC World Collective (playing Kaslo Jazz Fest this year), Locar-
no’s music, like Tom, is part Mexican with strong doses of Cuban Son, folk,
pop, funk and salsa, all with a modern edge. The music has hints of Manu
Chao, Ozomatli or Rodrigo and Gabriela but is a truly original new flavour
in Latin music.
Landa explains that Locarno is a fusion band, blending contemporary with
traditional elements. “It’s danceable, it’s fun and it’s Latin music, without
being a straight-up Salsa or Meringue band.”
The band’s energetic live shows shine with Tom Landa on jaranas and gui-
tars, Kalissa Landa on violin, Robin Layne on marimba, congas and timbales,
Pedro Mota on guitar and vocals, Aaron McKinney on bass, Liam MacDon-
ald on drums, congas and pandero, Mark D’Angelo on trumpet and Nick La
Riviere on trombone.
Joining Locarno is Tonye Aganaba, a multidisciplinary artist, musician and
singer. Tonye’s style is fluid and best described as a mix of soul, neo-folk and
R&B, with comparisons to Lauryn Hill, Ani DiFranco and Chaka Khan.
The first Night Market fundraiser was an excellent

strategies and actions for strengthening the
resilience of agriculture in the Kootenay &
Boundary region. “It is important for agri-
culture to get a head start on dealing with
the negative consequences that climate change will bring.
Lack of water and the extreme fire situation are some of
my biggest worries,” says Faye Street, who
represented the Kootenay Livestock Asso-
ciation on the advisory committee for the

Get a fast charge!
Electric vehicle (EV) drivers can now get a fast charge at
Kelowna International Airport, as well as 10 other strate-
gic locations across the Okanagan and Kootenays, as For-
tisBC adds 12 new Direct Current Fast Charge (DCFC)
stations to its EV charging network with the help of Natu-
ral Resources Canada and community partners.
“Our goal is to make sure electric vehicle drivers can
travel with confidence across our electric service territory
in BC’s southern interior,” said Doug Stout, vice president,
market development & external relations, FortisBC. “Put-
ting charging stations where they are needed most helps
drive electric vehicle adoption and is part of our Clean
Growth Pathway, our action plan to help the province
meet its clean energy goals.”
The two stations at Kelowna International Airport will
be the first fast-charging stations available at a public loca-
tion in Kelowna. FortisBC also has the following loca-
tions slated for construction over the summer: Rutland
Centennial Park along Highway 33 in Kelowna, Kelowna
Museum, Beaverdell, Osoyoos, Cawston, Rossland, Nel-
son, Kaslo, New Denver and Nakusp. According to the
manufacturer, these fast-charging stations are expected to
charge a compact electric vehicle in about a half an hour,
as compared to a Level-2 station that requires about three
to four hours. The BC Utilities Commission-approved
charge rate is $9 per half hour.
By working in close collaboration with local commu-
nities and all levels of government, FortisBC was able to
place these stations at locations that ease charging con-
cerns for both short commutes and longer highway travel.
For example, the Kelowna Airport is the air travel hub for
the wider region, as well as a convenient place to recharge
along Highway 97 for those travelling between Kelowna
and Vernon or to UBC’s Okanagan campus.
“Airports have a large role to play in reducing green-
house gas emissions and advancing sustainable trans-
portation options,” said Sam Samaddar, airport director,
Kelowna International Airport. “We want to make sure
the airport is accessible for the growing number of electric
vehicle drivers in the Okanagan and working with For-
tisBC is an ideal way to achieve this.”
These fast chargers were 50% funded by Natural
Resources Canada and 25% by BC Ministry of Energy,
Mines and Petroleum Resources. FortisBC funded the
remaining amount and will own and maintain the stations.
“CleanBC is our government’s plan to cut climate pol-
lution, boost the economy and create opportunities for
communities across the province,” said Michelle Mungall,
Minister Energy, Mines and Petroleum Resources. “This
new series of electric vehicle chargers in BC’s interior
will strengthen our existing robust charging network and
ensure we continue to lead the clean energy revolution.
More and more British Columbians are making the switch
to an electric vehicle with new investments in charging
infrastructure and our popular rebate program.”

Toadfest turns 10! Community Bat Project,

When the first Toadfest
occurred in summer 2010, it
was not anticipated that then
event would still be going
strong a decade later, but here
it is, in 2019, celebrating its
10th anniversary! This year Toadfest
is on Wednesday, August 21 between
4 pm and 7 pm and Thursday, August
22, between 9 am and 12 noon. It is
held at Summit Lake Provincial Park,
near Nakusp.
The free, fun, family event, is coor-
dinated by the Fish & Wildlife Com-
pensation Program (FWCP) and the
province of BC. Toadfest is all about
connecting with wildlife. Its goal is
to raise awareness about the western
toad, including its life cycle and habi-
tat, and the challenges it faces, as well
as other flora and fauna found locally.
The event is timed to coincide with
the migration of the toadlets that
emerge from Summit Lake and make
their way to higher ground in mid-
summer each year, where they mature
into adults. Toadfest is, however,
much more than about the toadlets. It
provides a great opportunity to get up
close and personal to a variety of local
species including other amphibians,
snakes, lizards and aquatic insects.
There will be lots of kids’ activi-
ties and a host of organizations with
displays to help celebrate the 10th
anniversary. They include the Slo-
can River Streamkeepers, Wildsafe
BC, Yellowstone to Yukon, FireSmart
Canada, Slocan Lake Stewardship
Society, Arrow Lakes Environmen-
tal Stewardship Society, Kootenay
Grizzly Bear Coexistence
Solutions, Central Koo-
tenay Invasive Species
Society and many more.
It is the only place where

going to local environmental projects.
This year Nakusp Taxi will be oper-
ating free shuttles from Nakusp and
everyone is encouraged to car pool as
parking is limited.

tions and Rural Development and the
Ministry of Transportation and Infra-

Survey asks BC travellers
to share experiences
The Ministry of Transportation and Infrastructure is
inviting people to share their experiences with the prov-
ince’s highways and services, to make travel better for
everyone.
The ministry has launched its 2019 Customer Satisfac-
tion Survey in an effort to gather feedback from people
on transportation infrastructure and services. The annual
HIV tests now part
of most Emergency
Department blood work
Since December 2018, when people
come in to Interior Health emergency
departments and require diagnostic
blood work, an HIV test may be included.
Provincial testing guidelines encour-
age primary care providers to know the HIV status of all
patients, not only those deemed at risk. The guidelines
also advise that when people are sick, an HIV test should
be included as part of blood work to determine a diagno-
sis, regardless of an individual’s HIV risk factors.
Over the last five years, Interior Health has implemented
STOP HIV/AIDS, a provincial program to expand access
to earlier HIV testing and provide support for individu-
als to start and sustain HIV medication. When people
are consistently taking HIV medications their viral load
drops to an undetectable level, protecting their health by
preventing progression to AIDS and AIDS related pre-
mature deaths and stopping transmission of the virus to
someone else.
“Routine HIV testing in the emergency department is
one of the latest tools being used in Interior Health to end
the HIV epidemic. Routine testing at a point-of-contact
in the healthcare system is targeted to detect those 15% of
HIV-positive individuals who are unaware of their HIV
status,” says Dr. Michael Murphy, medical coordinator for
the STOP HIV/AIDS program in Interior Health. “I have
personally treated patients who were unaware they were
HIV positive and were diagnosed through testing in the
emergency department.”

survey is in its 16th year and is open for comments until
September 3, 2019. The survey is available online and will
be offered in person at some locations, including select
rest areas, inland ferry terminals and public places along
BC highways.
The survey asks British Columbians to share what
they think about the services of the ministry, including
highway operations, rehabilitation and maintenance,
transportation projects, DriveBC highway information,
commercial vehicle safety and enforcement, social media,
inland ferries (ferries that sail on lakes and rivers), licens-
ing of taxis, buses and limousines, permits for filming and
hosting community events along highways and applica-
tions to subdivide rural properties.
The survey also invites members of the public to share
their experiences of how they were treated by employees,
the response times to questions and concerns and their
general satisfaction levels with services. Data collected
will be analyzed to understand how the ministry is doing
in specific service and geographic areas and will help min-
istry staff make well informed decisions moving forward
to assist people throughout the province.
All data is confidential. To ensure their privacy, the sur-
vey asks respondents not to include identifiable personal
information.

“We see patients coming to the emer-
gency department and needing blood
work who have deteriorated health and
that’s exactly the criteria to indicate
that patients should have an HIV test
ordered. We have the perfect opportu-
nity to help detect the 15% of patients
that are currently unaware of their HIV
positive status,” says Dr. Jeff Hussey, an
emergency department physician.
As with other routine blood work, patients who do not
wish to have the test during their emergency visit may
decline. There continues to be stigma regarding HIV so it
is important to ensure the decision to opt out of the test is
not due to misinformation.
The made-in-BC STOP HIV/AIDS initiative includes
outreach to marginalized groups; expanding access to
early testing to diagnose those living with HIV in order
to improve health outcomes and reduce transmission;
and immediate and universal access to free antiretroviral
therapy for all who are diagnosed HIV positive.
To protect those at highest-risk of acquiring HIV in BC,
government expanded access to pre-exposure prophy-
laxis and post-exposure prophylaxis in 2018 – a preven-
tive treatment now available at no cost through the BC
Centre for Excellence in HIV/AIDS to eligible individu-
als including men who have sex with men, transgender
women and any other people with ongoing relationships
with HIV-positive sex partners who are not on regular
HIV medication or have a low viral load and people who
share drug use equipment with a partner known to be liv-
ing with HIV.

Staying safe with keyless systems
Auto manufacturers have long embraced technology
that can streamline the automotive experience for drivers.
For example, several years ago keyless entry and ignition
systems were introduced, initially on high-end vehicles
before they became standard on many other models.
Keyless entry systems require a fob, which sends a sig-
nal to the receiver inside the vehicle. The fob transmits a
low frequency code to the car’s internal computer system,
which engages the locks and will allow the driver to push

The fob can be stashed away in a pocket or purse and still
send the signal, which makes it convenient for drivers.
Drivers with arthritis or hand injuries also may find key-

tially can intercept the fob-to-car signal. That enables
a thief to not only open the vehicle’s doors, but also to

Thieves who purchase signal amplifiers also pose a
threat. These amplifiers magnify the reach of the fob
signal so that a vehicle owner can be in his or her house
with the fob, but the thief can walk up to the car and open
it – even if the fob is far enough away that it should not
engage. One way to circumvent this is to buy a signal
blocking pouch that can hold the key fob. Also, an old
school steering wheel or gear shift lock is an effective way
to provide another layer of protection.
Drivers also should be aware of their surroundings as
they approach their vehicles. Thieves may count on key-
less entry systems to be able to hop into a vehicle once the
owner gets within range and drive away.
Vehicle technology thrives to make driving as conve-
nient as possible, but some features also may make things
more convenient for prospective thieves.

are estimated. Property taxes are based on the assessed
value of each property. These tax dollars collected are an
important way local governments finance local services.
BC Assessment is the organization responsible for assess-
ing properties as per the Assessment Act.
Property assessment estimates are based on a wide vari-
ety of factors such as size, age, condition, location, land
topography, use, replacement cost and selling price of
comparable properties. In 2019, 98.6% of property own-
ers accepted their assessment without filing an appeal,
indicating that assessments accurately reflect the value of
a property.
In the Kootenay Columbia BC Assessment region,
144,350 properties were assessed with a total real estate
value of $44 billion, up 7% from the previous year. BC
Assessment has an interactive map showing the move-
ment in market values from 2017 to 2018 throughout the
province, including the communities in our region.
Median assessed property value is an important indi-
cator to measure the socio-economic conditions of a
community or region. This includes both the land and
improvement value of properties. The median is the mid-
dle point – half of the properties in the area are valued
below the median and half are valued above the median.
The median assessed property value of an area can indi-
cate the desirability of the location, the condition of prop-
erties and the affordability of the housing stock. Using
data from BC Assessment, the median assessed property
value for the census subdivisions across the Columbia
Basin-Boundary for single family homes in 2018, includ-
ing the median value for the entire region at $304,100.
