 Background :

Bangladesh has experienced a mushroom growth of educational institutions during the last four
decades. While there is a huge expansion in the number of education institutions, the country
has experienced a chronic deterioration in the quality of education that is being delivered by
most of the institution. Most of the educational institutions performing badly are located in the
rural areas and small towns.
There has been, however, some visible improvement in the education sector of Bangladesh
during the last few years. The Govt. of Bangladesh has been giving top most priority on
education in term of resource allocation in the budget for the last three decades. While
extending its full support to some basic reforms in education, the Government has given special
emphasis on female education, which has emerged as a model for developing countries. In spite
of these efforts, the quality of education in this country is still far from satisfactory.
While education is called the backbone of a nation, quality education as a target remains largely
unfulfilled in Bangladesh. Even though malpractice or cheating in the public examination has
been significantly controlled in recent years, the standard of our education at all levels primary,
secondary and tertiary is till not up to the mark. There is therefore, a long felt need for a major
thrust on quality education in Bangladesh.
 Quality education Foundation :
Inspired by the commitment of government of Bangladesh to education and the global
campaign for “Education for All’, Quality Education Foundation was established in 2006. Quality
Education Foundation (QEF) is an innovation in the private sector initiative in the field of
education of Bangladesh. The Foundation has been registered under the Trust Act of 1882.

 Objectives of the Trust :
The major objectives of the Trust are as follows:
(1) To organize, establish and operate educational institutions of both English and Bengali
medium from pre-primary to college level at Districts and Upazila headquaters;
(2) To promote quality education in the rural areas, so as to reduce the gap between the
standard of education in the urban and rural areas;
(3) To promote quality education for the disadvantaged groups at an affordable price as part of
the poverty reduction strategy and integrated human development programme;
(4) To promote quality education for girls at pre-school, primary, secondary and tertiary levels,
so as to reduce the gap between males and females in all sectors/stages of education;
(5) To impart training of teachers of non-government schools in order to ensure quality
education at school levels ;
(6) To develop innovative courses and curricula and produce quality text books and teaching
materials for pre primary, primary and secondary levels;
(7) To initiate, undertake and promote research on education and support relevant research
and training institutions ;
(8) To enter into partnership with relevant institutions, communities, organizations and
individuals for establishing/running education institutions who/which support the objectives
of the Trust ;
(9) To reduce pressure on the resources of the GOB by establishing quality schools in the
private sector which will not receive any salary subvention from the government;
(10)To develop each student physically, intellectually, emotionally and spiritually fit to face the
challenges ahead, committed to the religious values and aware of his/her duty to serve the
Society, the Nation and the World ;
(11)To ensure decentralized quality education for the children of field level executives/staffs of
public and private sectors who very often resists their postings outside Dhaka on the ground
the good educational institutions are available only in Dhaka city ;
(12)Promoting professionalism among teachers ;
(13)Providing quality education with special emphasis on Science, English, Mathematics,
Computer and Moral education;
(14)Facilitating the growth of performance based quality schools in the private sector ;
(15)Making teachers more and more accountable to the School Management Committee;
(16)Developing quality teachers as the backbone of quality education;

 Special features :
Special Features of QEF institutions are as follows:
(1) Qef schools do not receive any salary support for its teachers/staff from the government.
(2) Qef appoints well qualified teachers for its pre-schools and primary schools.
(3) About 80% of the QEF teachers are female.
(4) QEF provides training in Pedagogy and English to newly recruited teachers.
(5) QEF offers an attractive salary package to the teachers.
(6) QEF provides quality books and teaching aids to its schools;
(7) QEF offers Distance Communicative English Courses to all teachers of its chain schools.
(8) QEF improves the management of its educational institutions by providing regular training in
administration and management to Principals of QEF institutions at regular intervals.
(9) QEF intuition has special Management Committee only non-political personalities head the
Governing Bodies of QEF institutions.
(10)Teachers of QEF are recruited centrally in Dhaka on the basis of both written and oral tests.
Merit is the prime criteria of selecting teachers. QEF recruitment team also conducts written
examination and interviews at the Upazila and Districts levels for the appointment of
teachers for its branch schools outside Dhaka.
(11)QEF follows a system of hire and fire in its recruitment policy. Teachers are confirmed in the
jobs only after their performance in evaluated.
(12)QEF puts in place a strong monitoring and evaluation system for both the teachers as well as
the educational institutions in order to ensure quality on a long term basis. Monthly
evaluation report of the teachers and the school also ensure strong monitoring.

(13)Underserved and disadvantages areas of the country receive priority in QEF educational
programmes.
(14)QEF school have Parent’s Teachers’s Association (PTA) in each school which meet at regular
intervals and encourage a dialogue between parents and teachers.
(15)QEF schools encourage the formation of about thirty sub-committee of teachers in each
school which ensures participatory management of the school by all the teachers of the
concerned school.
 Teacher’s Training :
QEF has so far imparted training in Pedagogy to about 800 teachers of about 50 schools during
the last 12 years. QEF schools at the district headquarters act as resource centers for the
training of teachers of the Quality Schools at the Upazila/village level.
 Mission Statement :
QEF promotes a mission statement: “Quality teacher is the backbone of quality education.”
 Academic Programmes :
The strategy of QEF is to make available quality education outside Dhaka city at an affordable
cost by providing the opportunities of comparatively lower admission/tuition fees and trained
teachers. So that children from low-income families can have access to better education. QEF
schools follow the curricula of the National Curriculum and Text Book Board (NCTB) from
Standard I to X in both Bengali medium and English version. The courses of Pre-school (From
Play Group to K.G) are however, based on ‘O’ level curriculum in English medium.
 Source of Finance :
QEF received an initial allocation of Tk. 100m from the Government of the Peoples Republic of
Bangladesh in 2006 as Endowment Fund. Much more funds need to be allocated to extend the
program to more Upzilas and Districts.
QEF expects active support of the development partners in its mission to promote quality
education in Bangladesh. QEF also expects donations/contribution from the private sector and
philanthropists to its programmee for the holistic development of human beings.
 Creating Change Makers :
Education aims at the fullest development of human mind, body and soul. Based on this
philosophy, QEF aims at creating a set of self-motivated and dedicated citizens who will play a
leading role as change makers of Bangladesh society for years to come.
