TERMS OF REFERENCE

CONSULTANCY SERVICE FOR ECONOMIC ASSESMENT OF SALARY


STRUCTURE AND ITS PREPARATION TO HIDDASSIE TELECOMM SHARE
COMPANY.

POSITION TITLE: Consultancy Service [National Tender

PROJECT NAME: Hiddassie Telecomm Share Company Salary Scale Structure Study.

PLACE OF ASSIGNMENT: Addis Ababa, Ethiopia.

1) GENERAL BACKGROUND
Since its establishment Hiddassie Telecomm Share Company has been provided vital role
to satisfy citizen’s telecomm service demands at high level performance. Its employees
have been worked tremendously to provide qualitative service at their near place by
providing Telecomm Voucher Cards throughout the country in every destination. In
addition to the above service, Hiddassie Telecomm has been supporting Ethio –
Telecom’s debit cash collection from its post paid customers which are found outside of
Addis Ababa city with provision of other related service sells: such as Qualitative and
durable mobile apparatus, Solar Energy Panels , Different types of modern bulbs , and
other Telecomm related equipments.
To increase its performance and efficiency at the maximum level of output, Hiddassie
Telecomm Share Company believes that motivation of its employees by paying the
proper salary as of the current living standard which in turn brings organizational
excellence and productivity.
Therefore, ours organization needs a consultancy service to set new salary scale structure
based on true market research and its paying capability because of the following reasons:
- Inflation of the current economic condition of the country/ micro – economic trend/;
- To retain its experienced employees on their job , and to create organizational
citizenship, with competitive salary pay method; and
- To reach at its Organizational strategic Plan and goal with high level motivation of
employees for better performance.

2- OBJECTIVE OF THE ASSIGNMENT

The main objective of the assignment is to conduct an independent and in-depth study for
the purpose of developing a case for adjusting salary Scale structure of Hiddassie
Telecomm Share Company Stuffs by using alternate methodology which is compatible
with the current market realities.

Upon completion of the study, the result will be submitted to the Hiddassie Telecomm
Share Company Head Office for addressing relevant findings and appropriate way of pay
structure of the proposed document. The study shall consider the following main
components:

A) Study salary scale structure to our company taking in to consideration the


economic realities of Ethiopia and the Past and current profit history of ours
Company.;
B) Provide recommendations based on the findings to Hiddassie Telecomm Share
Company by addressing the proposed salary scale structure type፤
C) Determine the salary scale which can be usable to the next three years by
forecasting from past trend of profit history of Hiddassie Telecomm Share
Company, and by using appropriate statistical forecasting tool.

3- SCOPE OF WORK

The scope of work will comprise primarily of undertaking an in-depth study of the salary
structure of Hiddassie Telecomm Share Company with focus on economic factors and living cost
indices, and to recommend an alternate methodology more compatible to the current market
realities. The study shall be undertaken with the principles of wage and salary administration.
These principles shall incorporate the following basic veracities of salary scale study which are
also called principles:

- There should be definite plan to ensure the differences in pay for jobs are based up on
variations in job requirements, such as skill, experience, education, hazardous
environment, expertise knowledge;

- The general wage /salary should be reasonable with that prevailing in the labor
market;
- Equal pay for equal work;
- The salary structure shall be flexible so that our company way use it in the coming
years with a little change;

Beside the above principles the Advisors shall perform the study and come up with best
solutions by considering the following factors or salary scale study main factors:

- The Advisor must consider ours company ability/ capacity to pay;


- The Advisor must consider Supply and demand of labor;
- The Advisor must consider The cost of living in federal government cities and
regional states main cities of Ethiopia;
- The Advisor must consider and estimate ours Company’ future productivity by
predicting future salary increases; at least the estimate shall be done to 5 / five/
consecutive years;
- The Advisor must consider Hiddassie Telecom Share Company’s managerial
attitudes;
- The advisor must consider and learn from other fellow companies as Hiddssie
Telecom Share Company by taking their in progress salary scale structure as bench
marking.

The consultant will investigate the reason for difference in salary of fellow companies in
Ethiopia Versus Hiddassie Telecom Share Company in comparative terms to both regional and
National level with Sampling. Towards this, the consultant will undertake the following specific
tasks:

 Prepare a detailed action / work plan for undertaking the study;


 Collect information as raw data from primary and secondary sources of data and from
experiences of other fellow companies in Ethiopia ;
 analyze data / information on current market realities , consumer price index ( CPI) and
compare trends in others companies pay increase in percentage points;

 Carry out Focus Group Discussions , Meeting , and Consultations with staff members
and managers;
 Putting and Giving to ours company findings from the aforementioned consultations,
documents and other sources;
 Write a comprehensive Analytical Report With findings and recommendations;
 Present the report to The Board Members of Hiddassie Telecomm Share Company.

4- METHODOLOGY OF WORK

Detailed methodology based on the context of the work has to be proposed by the consultant:

I- Desk review;
II- Review relevant report and statistics , surveys and other materials on the economic
and market situation of Ethiopia; in addition to these
 Focus group discussions with relevant stake holders
 Consultative meeting with relevant stake holders
 By preparing semi-structured questioner, Structured Questioner, or interview
and performing survey amongst sampled employees of Hiddassie Telecomm
Share Company;
 Selecting sample workers for interview and other method of data collection
purpose scientifically; informing how the sample is taken and the number of
the sample workers to represented worker to supervise the advisor work.

5- PRELIMINARY PROPOSAL

To isolate the winner of the consultative agency, submitting the proposal is mandatory to be
selected on the first stage tender procedure of the Country. The Proposal is considerable as
specification to the job to be done. Applicant consultation agencies are to be selected to the
second stage based on their proposal. The proposal shall contain:

A) On separate but attached papers with the proposal the following two sections are to be
provided
I- Name of the consultant/or authorized

II- Educational Qualification and Experience of the consultant; and copy of the
documents;
B) Details of the proposal
I- Topic
II- Introduction
III- Statement of the problem which must raise more than four questions to address
the need of salary scale development and its use ;

IV- If possible , putting Hypotheses to each question which may approve with the
effort of researchers ; and the tools in which they proposed to use in their study;
V- Review of literature which is not more than four page which briefly shows types
of salary scale structures , and their advantages versus disadvantages in the
perspective of Hiddassie Telecomm Share Company;
VI- The proposed salary scale structures for companies like Hiddassie Telecomm
Share Companies with their brief clarification of theoretical and practical
evidences. Why the selected type is appropriate to Ours Organization.
VII- The time span. When to start and when to finish the study based on this TOR;
VIII- References not less than five known books, journals, articles ,etc those approve
the said facts in the literature review part;

6- PROVISION OF MONITORING AND PROGRESS CONTROL

The work of the consultant shall be supervised by the Human Resource Department Head of
Hiddassie Telecomm Share Company and by the CEO of Hiddassie Telecom Share Company.
As such submission of the consultant’s reports shall be coursed through them. The confirmation
of acceptability of the report content, the authorization of disbursement of payment, end
evaluation of performance shall be undertaken by theses two personals approval of the work.

7- DEGREE OF EXPERTISE AND QUALIFICATIONS

The consultant is required to have the following qualifications and experience:

 MA Degree or above MA in Development Economics, Development Management,
Human Resource Management, Human Resource Economics, Human Resource and
Organizational Development , Economics, and other related fields.
 Fluency in Writing and Spoken English,
 Registered tax payer according to the tax law of Ethiopia.

8- Payment Term

Payment terms will be as follows

I) 15 % up on submission of the action plan and proposed methodology for the assessment;

II) 20 % following submission of the draft report and presentation to the Board of directors and
its executive members;

III) 65 % following submission of the final report;

IV) The fee should be inclusive of all incidental expense related to the preparation of the reports,
meeting expenses and logistics.

9- AWARD OF CONTRACT

The consultant who fulfills the requirements will be assessed based on a combined scoring of:

 Technical evaluation comprising of 70 %, and


 Financial evaluation of 30 %
