Commentary on Women Wing

By-Laws Proposals presented by


coordinator Rubina Aziz
Comments are made in two colours. Red Comments
are made where Changes are deemed to be
necessary and in black where improvements are
suggested but not necessary.

General:
1. By-Laws are meant to be read along with the Party Constitution.
Reproduction of Constitutional provisions and lengthening the document
is not considered to be a good practice. Referrals to the relevant clauses
is sufficient. Otherwise for the uninitiated the By-Laws would appear to
be Quasi-Constitution and would lead to confusion.

2. Philosophy of the document is derived from the Liberalism which bases


the foundation of the society on individuals. Stress is given over
inalienable individual rights, tolerance and state to provide law and order
as dispute over primary principles is thought to be inevitable. In the post-
world II era, western countries wrote the international rules and
conventions and erected international institutions without any meaningful
contributions from other civilisations, these liberal norms are taken as
Universal. In the post Cold War era, successful competitor ideologies
have emerged from outside the western civilisation and even from within.
Hence referral to the International Conventions shall not be taken as
Universal. More apt referral points for our society could have been from
our very own resources of Philosophy of life, society and state - Quran,
Sunnah and early Islamic history.

Specific:
1. Name: There are two objections to it

1. Terminology used in the Constitution cannot be changed.

2. Semantically ‘Federation’ is used for an umbrella top level


organisation that includes parallel sister organisation in its fold. Hence
the very meaning that you want to convey is wrong. Federation would
convey the impression of a body higher or equal to that of the Party
itself.

2. Objectives:

1. Most of the objectives are presented in abstract paraphrasing losing


the measurable Objectivity of the Objectives.

2. Referral to the Ideology of PTI is missing “Building a modern state


through principles of Ryasat-e-Madina”

3. Following are certain suggestions for measurable objectives to enable


Party Management Cell to evaluate individuals and daughter
organisation of the wings.

1. Establish counters in hospitals for social work.

1. To facilitate illiterate and poor ladies to get best of the services

2. To Work through Baitul Maal to help poor ladies in need,


especially without any fixed monthly income.

2. Help identify all single mothers and facilitate in getting Income


support and Sehat cards

3. Establish Mohalla evening literacy classes to educate the ladies


from the lower socio-economic strata from own neighbourhood in
reading and numerology.

4. Help single mothers in getting free legal aid in family courts.

5. Visit and help ladies in prison to get legal aid , address health and
children issues.

6. Training of teams in basic health screening for mother and child


ailments that are rampant in poor sections of the society, like:

1. Blood pressure, blood sugar and Protein-urea for Pre-eclampsia.

2. Breast palpation and detection of lumps and bumps and


selection/referral for mammography.

3. Anaemia detection, reproductive health and advice/referral for


cervical biopsy.

4. Advice on obesity, Nutrition and exercise Plus basic hygiene

5. CPR techniques

7. Sponsoring primary schools for improving quality

8. Visit of poor neighbourhoods with audio visual aids for home and
street hygiene, education on simple things like use of plastic bags
etc.

9. Counselling ladies going through divorce and inheritance issues.

10. Quran and Sunnah education in regular meetings or in tea parties.

11. Education in opening of bank accounts and ATM operations.

12. Help getting interest free loans to establish household earning


activities.

13. Career counselling with equal respect and sensitivity for home
making.

14. Help identify and groom women candidates for general seats.

( Surely this list could be expanded with better measurable


objectives to help advance the cause of a Modern State)

3. Membership Fee:

1. Only one fee structure would be possible for the electronic fee
collecting system.

2. Multitude of layers would not only lead to confusion but also lead to
evasion.

3. Purpose of small recurring monthly fee is not Fund Collection but


rather maintaining a register of verifiable membership.

4. In the finance section in the constitution ample provisions are made


for wing or daughter organisation fund collection. Moreover,
methodology used for running expenditures of the offices could be
replicated if need be.

4. Types of Membership cannot be changed. Actually this best be left to the


party constitution. What by-laws can define are the type of additional
credits to get Star Membership such as social work suggested above.

5. Following clauses are unnecessary;

1. Membership Requirement

2. Bar on Membership

3. Funds

4. Eligibility to vote

5. Eligibility to contest the election

6. Pre-qualification for each post could be specified such as duration of


Party Membership, age , education and training.

6. Core Committee terminology is reserved for mother party and shall not
be used for the Wings.

7. If two committees are required, one small and the other bigger, Terms
Working Committee for the smaller and Working Council for the larger
bodies could be used.

The points amended are as follows:

Point no 1:

No ‘monthly’ Membership Fee.

1)Only one time membership fee to be taken from general members.

2) Annual membership fee to be taken from office bearers at Central/


Provincial/Regional/District/Tehsil level.

(This is contradictory to the PTI Constitution. Lump sum fees attract


financiers and fake membeship. Small recurring monthly fees is to have
verifiable membership register by asking the member to show commitment
to the part by making a monthly small sacrifice of time and money)

Point no 2:

Dual nationals will not be eligible to hold any position nominated or elected
in the tanzeem- in keeping with Pak Constitution.

However,they can be given an advisory capacity if deemed necessary by


party hierarchy.

( After the promulgation of Election Act 2017 this falls in the grey area. We
need to consult constitutional lawyers before bar on dual nationality could be
applied )

Point no 3:

Parliamentarians will be eligible for tanzeem positions except for those


holding portfolio of a minister.

(This is in keeping with Party constitution unless agreed by all)

Point no 4:

Composition of Core Committee must be representative of Senate/NA/ all


Provincial Assemblies.

As such instead of just 2 eminent reps overall,President must appoint 1 from


each of the above August Houses in the WWing Core Committee.

(Terminology of Core Committee cannot be used in the wings. Moreover


there is no provisions of quota over merit in all mother organisation posts)

Point no 5:

If this WWconstitution is meant to empower women in the party ,then there


must be provision of 2 women seats in the Central Core Committee headed
by our erstwhile Chairman.

They will be representative of the women body of Pti at the highest level.

(Our Chairman is not erstwhile but very much current and in command :)

Point no 6:

A permanent ‘neutral ‘

Parliamentary Board be constituted with odd number of members who will


NOT be candidates for reserved seats.

They can be empowered to get data/info about aspiring candidates from all
provinces/districts/regions/tehsils as and when they require.

( These matters are already settled in the Party constitution)

Point no 7

The parliamentary board will maintain transparency at all times and ensure
level playing field for all.

( These matters are already settled in the Party constitution)

The score card for reserved seats and composition of administrative tiers at
different levels are still under review and will be communicated soon after
Eid.

We hope the proposals of the majority of Punjab parliamentarians will be


given due space in the WWing final draft.

further counter proposals before being presented before CEC for approval
