Discussions on TOR Online Module:

1. Old data capturing: Aadhar details to be collected from all the TDR holders to
capture in data entry forms. TP staff is hereby instructed to collect the Aadhar
details of TDR holders. (All ULBs/UDAs)
2. Instructions given to TP staff to prepare all the existing details of TDR s from TDR
register in Excel format as soon as possible. (All ULBs/UDAs)
3. 3 categories should be made in the application form for issuing New TDR bond.
a) Road widening taken up by department
b) Site affected in road widening during the process of Building approval cases
(B.A. Number is mandatory)
c) Surrendering of Land voluntarily on applicants request for Master Plan road
widening and other purposes (DTCP /APCFSS)

4. Queries system and RTS should be developed in the portal and they should be
made more interactive. (DTCP /APCFSS)
5. Buffer zone, Nalas should be added in the 'details of site affected area/site
affected towards' tab. (DTCP/APCFSS)
6. Enable option to attach drawing with details of _site affected in road widening/
Public purpose with schedule of boundaries (DTCP/APCSS)
7. Aadhar based OTP verification is mandatory for TDR transactions. {APCSS)
8. Along with accept option and second time authentication with OTP should be
made at the time of transferring TDR from seller to buyer {APCSS)
9. In 'Details of affected site' tab : 'If TDR is already used in any building application'
as yes then BA No. is mandatory and option should be enabled to capture the
details {APCSS)
10. In 'Project creation' tab - road widening and Approved RDP with No. should be
enabled {APCSS)
11. New projects and ongoing projects tab should be added in project creation.

12. In case of road widening done by department, extent details should be given in the
form of notice along with sketch (DTCP/APCSS)
13. Digital keys shall be used for all processing and TDR bonds generate shall have
digital signature (Commissioner/Vice chairman). (DTCP/APCSS)
14. Phase 1 (old data entry) and Phase 2 (New TDR application) should be made
separate and instructions to be given ULBs/UDAs to start old data entry process
from Monday i.e.26.08.2019 (All ULBs/UDAs)
15. Old data authentication should be done with minimum 3 levels of authentication.

16. Project creation should be given to the Section head of the concerned ULB and
Commissioner. (APCFSS)
17. Name of the road/area to be included in the 'details in which TDR generated' tab.
