IV. Rationale This research will tackle about the debate on whether to implement or
not the project of Department of Health (DOH) which is the
distribution of condoms to students. The main goal of this project is
to prevent the rapidly increasing numbers of teenage pregnancy and
HIV/AIDS among teenagers. Truly this would be beneficial for the
improvement of our country but still the parents’ opinion matters in
this issue. They say that we should first learn these things from our
family that is why the researchers came up with this research. The
researchers will find out what are the perception of parents towards
this matter and what are the things they have considered in
approving or disapproving this project. Our study also aims to give
awareness about the increasing number of teenage pregnancy, this
will also help us understand the concerns of the parents regarding
this matter and this study will determine whether majority of the
parents will approve or disapprove DOH’s project.

V. Objectives  Find out if the parents’ are already aware about the existing

V. Expected Output By the end of the research the researchers are expected to get the
parents perception about the distribution of condoms to high school
students, as well as the numbers of parents who agrees and
disagrees to the issue.

VI. Methodology The study would take place at the University of Perpetual Help
1. Research Site (Location) Molino, since the population of high school students in the said
university is high which would be helpful because the parents that
would be interviewed will be the parents of junior and senior high
school.

2. Unit of The study focuses on gathering the opinions of the parents about
Analysis/Respondents of the DOH’s project that’s why our participants the parents of Junior and
Study Senior High School of the University of Perpetual Help Molino.
The researchers will use the simple probability sampling in
choosing the respondents.

3. Research Design and This research would be dealing with a quantitative approach, so the
Data Collection researchers thought that a descriptive research design would fit for
our study, since it is used in investigating, measuring and
describing. Our study would be dealing in gathering
data/information to seek the parent opinion about the distribution of
condoms that’s why using this research design would be
appropriate.
The participants would be given a survey questionnaire which they
would answer. Their answers will determine their level of
awareness and knowledge towards DOH’s project, it will also
ascertain whether the parent approves or disapproves this project.

4. Data Analysis To analyze and compare all the data we’ve gathered, the researchers
use the appropriate figures such as charts and tables to show the
precise result. The researchers will use descriptive statistics to get
the percentage of each result and will also use the weighted mean
score to show the accurate result of the research.

5. Research Instrument The researchers will use a survey questionnaire as a method of


collecting data. The type of questionnaire would be dichotomous, so
the participants would just choose whether their answer is yes or no.

DETAILS OF RESEARCH PROPOSAL

RESEARCH PROBLEM AND RATIONALE:

This research will tackle about the debate on whether to implement or not the project of Department of Health
(DOH) which is the distribution of condoms to students. The main goal of this project is to prevent the
rapidly increasing numbers of teenage pregnancy and HIV/AIDS among teenagers. Truly this would be
beneficial for the improvement of our country but still the parents’ opinion matters in this issue. They say

This study will help us to get the opinion of parents regarding this matter, but to fully accomplish the study there
are certain questions that will help the researchers in accomplishing the research. The research problem are
the following:

1. Are the parents aware about the project of DOH regarding the distribution of condoms?
2. What is the fundamental knowledge of the parents about DOH’s project?
3. What are the factors they’ve considered in approving or disapproving DOH’s project?

OBJECTIVES:

 Find out if the parents’ are already aware about the existing project of Department of Health (DOH)
about the distribution of condoms to High school students.
 Determine the degree of understanding and knowledge of the parents towards the said program.
 Ascertain whether the parents assents or dissents with the said project of Department of Health
 Seek for the reasons on why the parents disapprove and approves to the program.

EXPECTED OUTPUTS:

By the end of the research the researchers are expected to get the parents perception about the distribution of
condoms to high school students, as well as the numbers of parents who agrees and disagrees to the issue.

SIGNIFICANCE:

Philippines had been solving different crisis that our country been encountering for the past years, now that the
issue in the teenage pregnancy and HIV/AIDS had been arising it is now time for our government to focus in
this issue, but implementing such projects may look rude if we would not take the parents opinion. That’s
why this study is important because it may help the government to see the parent judgments about this
matter, just like what I’ve mentioned above we will see what are their views and opinions in implementing
the project.

To the students, so they would have a proper knowledge about the implementation of DOH project to their
schools and to prevent from having any misconceptions.
To the parents, so the researchers would know the opinions of parents regarding this matter, and to know the
things they’ve considered in approving/disapproving.
To the government, so they would know the proper measures in conducting their project since they would
know the opinions of parents regarding this issue.

REVIEW OF LITERATURE:

The review of the related literature of the research is divided into three parts: (1) Introduction to the project, (2)
Pros of distributing condoms and (3) Cons of distributing condoms. According to association of the
Southeast Asian Nations, Philippines had the highest rate of teenage pregnancy in the Southeast Asia, while
in the latest survey of Philippine Statistics Authority (2013) data shows that 24 babies are delivered by
teenage mothers every hour and one out of ten young Filipino women (15-19 years old) are already a mother
or pregnant with their first child. The DOH acknowledge the need to solve the following issue that is why
together with the Department of Education (DepEd), Department of Health (DOH) would be conducting a
distribution of condom to High School Students to solve the following issues on teenage pregnancy and
cases of HIV/AIDS among teenagers. This project has both a lot of pros and cons to consider before
officially implemented.

One of the positive things that this project may bring is it will reduce the incidence of teenage pregnancy and
the spread of sexually transmitted disease, which is the main purpose of implementing it. There are also
some countries who had already did this program and succeeded, reports shows that the number of students
who has sexually transmitted disease decreased as well as the number of teenage pregnancy.

Though this project had been successful to other countries there are still some who contradicts it because of the
following: (1) If young people believed they would be safe using condom they are much likely to be deterred
from engaging in dangerous and immoral behavior, (2) Widespread condom distribution will establish
sexual activity as the norm among teenagers, creating peer pressure to participate in sex and (3) When the
school tries to substitute the family as the shaper of personal values, it weakens the authority of the family.

Those are the things that the parents’ might considered before they raise their decision. There are a lot of things
to look at before implementing this project but at the end of the research, the researchers, the parents and the
government is just aiming for the same thing improving our country and giving the students the best services
at their comfort.

The study will entirely involve just the parents of the students since the study we’re conducting would mainly
focus on getting the opinions and ideas of parents and ensuring their awareness and knowledge about the
project of DOH which is the distribution of condoms to high school students.

 Contraceptives – an agent or device intended to prevent conception


 Conception – the act of becoming pregnant
 Condoms – a contraceptive device that is worm during an intercourse
 Sex – activities associated with sexual intercourse
 Perception – knowledge gained by perceiving
 Cognizance – awareness consciousness; range of what you know or understand
 Misconception – an incorrect conception
 Crisis – an unstable situation of difficulty
 HIV – Human Immunodeficiency Virus
 AIDS – a serious disease of the immune system transmitted through blood products especially by sexual
contact
 Birth control – limiting the number of children born

METHODOLOGY:
This section should explain how each specific objective will be achieved in the most rigorous way possible. The
methodology should discuss the following details as appropriate:

Research Site. The study would take place at the University of Perpetual Help Molino, since the population of
high school students in the said university is high which would be helpful because the parents that would be
