ABSTRACT

Every day we encounter people who complain about being jobless for quite a
period of time. The issue of having and finding a job while other people, a member of a
family haven't even graduated in college and even when you finished a masteral degree
has been facing commonly by the people in Barangay San Jose Malilipot Albay, which
results to having not enough means to meet and sustain their everyday needs.

Like many other methodological innovations, this income generating project or


OPLAN PANGKABUHAYAN: Gulayan sa Pamayanan has been proposed for every
family to have at least a source of additional income to provide their family's unending
needs when it comes to food, clothing, education and other expenses. This will also
solve the unemployment problem present in the community of Malilipot, Albay.

This income generating project can minimize the unemployment rate. Crops
being planted and harvested can be consumed by them and/or can be sold on the
heartland.

By this, people living within the vicinity can help in keeping the environment
growing green and provide people a lifetime project without it being outdated as we are
living in an agricultural country.

1.0 INTRODUCTION

1.1 PURPOSE
The purpose of this paper is to propose an income generating project particularly
about planting several type of vegetable seeds (vegetable gardening) on the respective
backyards or any available area within the house of every family for planting that is only
applicable in Barangay. San Jose located in Malilipot, Albay. It will be harvested,
collected and afterwards sold in the market. The government will be providing funds to
the said barangay for the purchase of different seeds as well as tools and equipment
that is necessary in growing the crops. It will be distributed to each family and they are
the ones who will supervise and take care of the crops until the harvest season comes.
The list of vegetables will be presented in the discussion. Furthermore, this will be a
good opportunity to those families that suffers from shortage of money that is needed on
their day-to-day living. Through planting, growing, harvesting, collecting, and selling of
the crops, the amount of money available for spending for the daily expenses of each
family will increase.

1.2 PROBLEM
1.2.1 Insufficient Family’s Income for Budget
The ability of families to meet their most basic needs is an important measure of
economic stability and wellbeing. Basic family budget measurements are adjustable by
family type because expenses vary considerably depending on the number of children
in a family and whether or not a family is headed by a single parent or a married couple.
The basic budgets are relative measures of what incomes are necessary to attain
specific standard of living. The budget items that are included in the basic family
budgets are: housing, food, transportation, child care, health care, other necessities
(clothing, personal care expenses, household supplies, reading materials, school
supplies, and other miscellaneous items) and taxes. (Allegretto, 2005) Nevertheless,
some of the residents of San Jose is only dependent to their sari-sari store that usually
favourable every time there are students and classes since they are located near to
school, so obviously there are days that they don’t earn high income. However, by
means of the income generating project, OPLAN PANGKABUHAYAN: Gulayan sa

Pamayanan, the income of each family will increase and they can spend the money
earned on their daily expenses and it can also serve as an alternative business for them
especially during long vacation of the students.

1.2.2 Unemployment
According to our research, unemployment brings financial obstacles in the family.
People cannot meet their financial obligations on time and it brings frustration among
family members, brings tension at home and may lead to suicide. Unemployment also
causes poor standard of living as competition for jobs will increase and people accept
less salaries and their standard of living will decrease due to their low income. However,
most of the residents of San Jose have no permanent jobs and some are still looking for
one. This proposal will be a good idea especially for the unemployed member of the
family and for some whom are still searching for jobs, they can grow crops for the mean
time and earn money while tending to this vegetable gardening project. Their time would
not be wasted and the very good thing is they will gain money to spend for their
expenses for their family.

2.0 DISCUSSION

2.1 IMPLEMENTATION OF OPLAN PANGKABUHAYAN: GULAYAN SA PAMAYANAN


High prices of goods, bigger family, and the endless needs of man. These things
contribute to the scarcity of budget for families with low income or no job at all. And this
is one of the problems faced by the families of San Jose, Malilipot Albay. And now, this
is where the income generating project comes in.

OPLAN PANGKABUHAYAN: Gulayan sa Pamayanan aims to provide additional


income to those families that is having a hard time dealing with a lot of problems
because they lack money to support themselves. This proposal will specifically focus on
the families residing at Baranggay San Jose Malilipot, Albay. This will specially help
those families with low income or families that has no permanent source of money.

2.2 MANAGEMENT
This project will be managed and administered by the local government of San
Jose. This specifically involves the Baranggay officials like the Baranggay Captain and
the Councilors who will be responsible of monitoring the progress of each family in their
designated purok. They will be assisted by an assigned purok leader which come from
one of the families involved in the project.

Each of the families that are part of the said project will be given a PGsP
calendar and PGsP journal. The PGsP calendar will be used in monitoring the day they
planted the crops, the days they put fertilizer in the plants, and the estimated harvesting
time. This will also be used to mark the days to held a meeting with the families that are
part of the project. Meetings should be held at the start of the project, the middle, and
the harvesting period of the crops. The PGsP journal will be used to record the progress
made by the families, things they discovered, their complaints and suggestions, and the
troubles they encountered during the implementation of the project. This will provide a
proper source of ideas for improvements and the families will be able to voice out their
opinions about the project.

2.3 BENEFITS
Backyard Gardening is one of the most efficient and effective ways to use what
you already have (a backyard) to provide something that other people used (healthy
food) in order to make some extra money- a small investment. It can include a simple
plot in the ground, a raised garden bed, or a combination of the two (Growing a
Backyard Vegetable Garden for Profit, n.d)

Growing your own vegetables is both fun and rewarding. What people really
need to get started is some decent soil and a few plants. But to be a really successful
vegetable gardener — and to do it organically — they need to understand what it takes
to keep your plants healthy and vigorous (Vegetable Gardening for Beginners, 2019).
Therefore, seminars will be conducted regarding ways and tips to properly grow the
crops. Seminars will be provided before the dissemination of crops; each zone of the
said barangay will be having a particular schedule to follow.

The OPLAN PANGKABUHAYAN: Gulayan sa Pamayanan aims to produce


organic vegetables within community. Wherein everything from fertilizers to pesticides
are not included in the process of planting. Although various fertilizers and mineral
nutrients (agricultural lime, rock phosphate, greensand, etc.) should be added
periodically to the organic garden, by far the most useful substance for building and
maintaining a healthy, well-balanced soil is organic matter. You can add organic matter
to your soil many different ways, such as compost, shredded leaves, animal manures or
cover crops (Vegetable Gardening for Beginners, 2019).

Benefits of OPLAN PANGKABUHAYAN: Gulayan sa Pamayanan

According to an article entitled, "Benefits of viable home gardens for family health
and sustainable livelihoods", Home gardens improve the ability of smallholders and their
communities to meet interrelated concerns of food security, nutrition, health and
economic security. Moreover, it has the following specific potential benefits and
beneficiaries include:

• income and enhanced rural employment through additional or off-season


production;

• improved food security;
• increased availability of food and better nutrition through food diversity;
• decreased risk through diversification;
• environmental benefits from recycling water and waste nutrients, controlling
shade, dust and erosion, and maintaining or increasing local biodiversity.

The OPLAN PANGKABUHAYAN: Gulayan sa Pamayanan, an income
generating project proposal within the community of San Jose, Malilipot, Albay. It aims
for a more productive community as people invest time and efforts in planting
vegetables. That’s why in order to meet with the goal effectively, the seeds and several
materials needed for planting are to be provided.

Whether you’re an experienced gardener or a rank beginner, the basics of


gardening are the same. Plants have simple needs: light, air, good soil and water. To
grow a plant successfully, you must balance those resources carefully. The best way to
do is that to create a controlled environment that you can adjust to keep your plant
happy and keep it grow tall. Luckily, you can create that environment with just a few
materials. (Blue, n.d.)

3.0 CONCLUSION
Formed in response to, and enlightened by data obtained from all gathered
information from different sources, this proposal will help those families that are less
fortunate in terms of having additional income. Surrounding this proposal, this project
will provide something useful both for the families, environment, and government itself.
It will create additional income to the said families, and at the same time they can
contribute to the "clean and green" campaign of the government for the environment.
The barangay officials and purok leader will manage this project. The leaders will
monitor the progress of the crops that they planted. Also, through the use of PGsP
calendar and PGsP journal, they can easily monitor the activities that they should do in
order to have a properly grown crops. The leaders will provide knowledge through the
meetings with the families that will be held at the start of the project, the middle, and
harvesting period.

Through this, they can discuss their concerns about their crops if they are any
improvements, problems, and other alternative ways that can improve this project. It is
through this, all the people that are included in this project will learn more about the
importance of planting, and there's always have an alternative way in order to have
additional income/money without looking for a corporate job. This outlook in life will
extend for years and eventually it will decrease the number of families that lacks money,

and the surroundings and environment of San Jose, Malilipot, Albay will be fresher and
greener and it will decrease pollution. Also, the families that are involved in this project
will be closer and they can help each other in order to maintain and create a healthy
grown crops.

Goal based evaluations will be conducted to determine if this proposal actually


achieved the support of the local government and families that are involved in this
project, and most importantly, its purpose, if a change was really achieved because of
this proposal.

3.1 RECOMMENDATION
After obtaining the proposal, we recommend that other people can also make this
activity on their own backyards. It will give them additional income, and at the same time
they can help preserve their local biodiversity and the cleanliness of the environment.
