August 28, 2010 Mr. Mark Gross U. S. Department of Justice Civil Rights Division Complaint Adjudication Office 950 Pennsylvania Avenue, N. W. Washington, DC 20530 Dear Mr. Gross: We, the undersigned pastors and clergy of Greensboro, North Carolina and its surrounding areas, urgently request your immediate intervention in a developing and dangerous crisis within the Greensboro Police Department (GPD) and the larger Greensboro community. There are now 39 EEOC Civil Rights Suits, filed by Greensboro police officers against the GPD, that are pending. Key police officers involved in these suits are currently experiencing harassment, a hostile work environment, discrimination and retaliation, which are leading to false allegations being filed against them. These false, retaliatory allegations are resulting in officers being unjustly and illegally terminated. Two officers were terminated in the last two weeks. Two more are on track to be terminated in the next week, including an outstanding command level officer, Captain Charles Cherry. All of these officers are in some way involved in “whistle blowing” regarding violations of police department regulations, the city’s ethical code, and – in some cases – criminal behavior. The rash of false charges and terminations are having a chilling effect on other upstanding officers, especially minority officers. Therefore, the impact of these retaliatory actions extends far beyond the five officers now on track to be terminated. Much of the whistle blowing grew from the mistreatment of people of color, especially minority youth, by certain elements within the GPD. We are convinced that unless stopped the rippling effect of the false allegations, terminations, and intimidations will greatly reduce the quality of police conduct towards certain parts of our community, especially the poor, people of color and other minorities, thereby placing in greater danger their safety and possibly their lives. If a “dormant” Justice Department investigation related to the GPD already exists, we respectfully and urgently request that it be immediately reactivated. In the last eight (8) months, not only has the situation grown more dangerous, but a wealth of new information has also become available. Your attention to this request will be greatly appreciated. Additional background information is enclosed to assist with your deliberations. Sincerely yours,
