Vision
A tourist destination of the Province of Zamboanga del Sur with improved accessibility,
empowered citizenry for effective local governance, God-fearing and environmental friendly
community geared towards social justice and economic stability.

Mission
The local government unit of San Miguel with the national line agencies and the civil society
organizations will be effective and efficient basic service providers to its constituents and lead
the need-response governance.

Overview of the Peace and Order and Public Safety Situation in the LGU

The peace and order situation in San Miguel Municipality is generally peaceful and
normal. Although sporadically, it was flawed by incidents that are isolated and which are
essentially manageable. In spite of the various strategies implemented by San Miguel Municipal
Police Station, these crimes continue to pose as a threat to the peace and order in the
municipality. The contributing factors for the occurrences of these crimes are due to the
growing number of population as against the depleted number of police personnel and
considering that San Miguel becomes a progressive municipality. Consequently, several financial
and business establishments had been established and the number of population has further
increased.

The illegal drug trafficking in the municipality is again proliferated but this police station
never laid low its campaign in order that the municipality will be from illegal drugs.

The San Miguel Municipal Station, with other law enforcement agencies conducted daily
check points at strategic areas, major thoroughfares to enforce traffics laws and anti-car
napping law and further check stolen vehicles. The single motorcycle as the most widely used
as the means of personal transportation in the municipality, is the common vehicle being stolen
due to its vulnerability, easy to transport, conceal and then sell and also due to the negligence
and carelessness of the owner/driver.

The LGU has a several prosperous families and other prominent personality which might
be a target for the kidnap-for-ransom group. However, the MPS is providing precautionary
measures to personalities which are a possible target of kidnap-for-ransom groups and other
lawless elements.

Mostly, the motive in the shooting incidents in the municipality were personal grudges
and illegal activity motivated. Victims were either ordinary citizen or person allegedly involved in
criminal activities. The MPS is dispatching PNP Personnel to conduct follow-up investigation of
the unsolved cases of shooting incidents.

Based on crimes recorded, the municipality is being slightly affected with the upsurge of
proliferation of illegal drugs and coupled with thieveries and ransacking/robbing of some
business establishments particularly in the town business center that would affect the economic
stability of this peaceful municipality if not abated. The causes of crime can be attributed to
scarcity, poverty, parental neglect, low self-esteem, alcoholism and most of all the use of illegal

drugs which cause a person to commit crime that has a great negative impact on the person’s
whole being.
