request documents related to reported efforts by President T-ump and his associates to
improperly pressure the Ukrainian government to assist the President's bid for reelection.
A growing public record indicates that, for nearly two year, the President an his
personal atiomey, Rudy Giuliani appear to have acted outde legitimate law enforcement and
diplomatic channels o coerce the Ukrainian goverment ito pursuing two poltcally-motvated
investigations under th guise of anti-corruption activity. Tho frst is a proceution of Usaiians
Who provided key evidence against M. Trump's coavicied campaign manager Paul Manafot
‘That investigation aims to undereut the Mueller Repor's overwhelming evidence that Russia
interfered inthe 2016 election to suppor Trump's campaign. The other case targets the son of
former Vice President Joseph R. Bide, who is challenging Mr. Trump forthe presidency in
2020.
As the 2020 election draws closer, President Trump and his personal atfomey appear to
have increased pressure on the Ukrainian government and its justice system in service of
President Trump's reelection campaign, and the White House and the State Department may be
abetting this scheme.>

leveraging its judicial system to serve the ends ofthe Trump campaign, this would represent a
staggering abuse of power, a boon to Moscow, and a betrayal ofthe public trust. That the State
Department has apparently acted as a broker between President Trump's personal attomey and
Ukrainian officials raises serious concerns thatthe Department is complicit in a corrupt scheme
that undercuts U.S. foreign policy and national security interests in favor of the President's
personal agenda.
Congress has a consttutionslly-mandated obligation to conduct oversight, protec: the
sanctity of our elections, and ensue that the nation's diplomatic resources and foreign assistance
are being deployed forthe benefit ofthe United Stats, not the personal interests of the President.
Tn order to full his obligation and determine what legislative reform may be required, we
request thatthe White House preserve all documents, communications and other data
(records, regardless of format, thet may be require forthe Committees’ oversight and
investigative duties relating to this subject. The tem “records” i broad and includes bowh paper

requested.
