Name of Work: Consultancy services for Structural Design, issue of Good for

etc. for construction of Bridge on Najafgarh drain at Basaidarapur to
cover complete Right of Way (ROW) excluding area of recently
constructed bridge along with road improvement in 100 meter
length on either side of bridge including making of drainage scheme,

This Preliminary estimate has been framed by Sh. B. C. Fulara, Executive Engineer,
FPD F-133, PWD and processed by Sh. Manoj Kumar, Project Manager, Flyover Project
Circle F-13, PWD , Sh. P.C. Chanana, Executive Engineer (P&A), Flyover Project Zone, F-1,
PWD to obtain A/A & E/S of competent authority of Rs. 16,28,416/- i/c 12.36% Service
Tax and 1% Contingencies for the work mentioned above.

HISTORY:- PWD, Govt. of Delhi has been entrusted with the work of Consultancy services
for Structural Design, issue of Good for Construction Drawings, Soil Investigation,
Estimation of quantities etc. for construction of Bridge on Najafgarh drain at Basaidarapur
to cover complete Right of Way (ROW) excluding area of recently constructed bridge along
with road improvement in 100 meter length on either side of bridge including making of
drainage scheme, footpath etc. complete.
A case was sent to Pr. Secretary, PWD for in principle approval for appointment of
Structural Consultant for construction of above bridge vide U.O. Note date 24.02.2012 in
pursuance to Engineer-in-Chief, PWD’s direction dated 23.11.2011. Pr. Secretary, PWD
vide letter dated 10.04.2012 asked certain information regarding payment of demolition of
old Bridge by I & FC deptt. The Chief Engineer M-1, PWD vide his letter dated 26.04.2012
replied to Pr. Secretary, PWD and suggested that a new bridge may be constructed on
Najafgarh drain to cover entire ROW so that service road may also be continued on both
sides. During the Governing Body meeting of UTTIPEC on 12.08.2010, Hon’ble L.G. has
directed PWD to take up the matter of widening of bridge on Najafgarh Drain. Hon’ble
Minister of PWD, is also stressing for widening of this bridge.
Estimated amount is based on quoted rate of consultant M/s Swati Structure
Solutions Pvt. Ltd. already approved by Consultant Appointment Committee (CAC) in the
meeting held on 23-12-2013 and the minutes of meeting were issued vide no.
F4(3)(89)/2013/057227119/PWD-III/Pt.File/02-13 dated 03.01.2014 (copy enclosed).
Accordingly, the said financial bid was accepted by the Chief Engineer, Flyover Project
Zone F-1, PWD and the award letter was issued to the consultant firm by EE/F-133, PWD
vide no. 54(111)/F-133/PWD/2014/43 dated 22.01.2014 (copy enclosed).
In order to make payment to the consultant firm for the work mentioned above
requisite Administrative Approval & Expenditure Sanction (A/A&E/S) from competent
authority is required. Accordingly, the total quoted amount of the firm on actual basis as
above i.e. Rs. 14,36,500/- has been included in the general abstract of cost of the
preliminary estimate for the accord of A/A & E/S to meet the expenditure required for the
work cited above.
