In line with the globalization of TESDA Programs and Services for


Overseas Filipino Workers (OFWs) and in response to interested entities/parties
who want to establish and operate Technical Vocational Education and Training
(TVET) institutions abroad adopting TESDA Training Standards, these
Implementing Guidelines on TESDA Overseas TVET Program Registration are
hereby issued:

I. Background and Rationale:

The Joint Circular on Implementing Guidelines in the Conduct of Onsite


Assessment for OFWs was issued last April 2016. The Circular is being
implemented by the Technical Education and Skills Development Authority
(TESDA) in collaboration with the Department of Labor and Employment
(DOLE) and the Overseas Workers Welfare Administration (OVVWA) to directly
assist and provide interventions in upgrading the skills of our OFWs. The
onsite assessment has been implemented in various sites, to wit: Hong Kong
SAR, Singapore, United Arab Emirates, Kingdom of Saudi Arabia, Qatar and
Kuwait. It shall be expanded in other countries with numerous deployed OFWs.

To date, a number of training providers in other countries who provide


training mostly to the OFWs, have sought "accreditation" from TESDA. By
"accreditation" they mean being recognized by TESDA as having met TESDA
standards.

Furthermore, the OFWs enroll in these institution to acquire competencies


with the aim of landing in better, more decent jobs and and earn higher
income. It is for this purpose that these guidelines are issued.

II. Objectives:

The overseas TVET program registration aims to:

1. Expand the reach of TESDA;

2. Address the skills training requirements of OFWs already working abroad


to ultimately find better job opportunities; and

3. Recognize the training program/s offered by training organizations to our


OFWs.

III. Definition of Terms

Certificate of TVET Program Registration (CTPR) - refers to a document


issued by TESDA to a concerned institution as a manifestation that the
TVET program offered complies with the minimum requirements or
standards prescribed by TESDA.

Competency Assessment - refers to the process of collecting evidence


and making judgments on whether competency has been achieved.

Competency-based Curriculum (CBC) - refers to the specifications for a


program or module, which describes all the learning experiences a learner
undergoes. It generally includes learning outcomes, contents, conditions,
methodologies, and assessment methods. It specifies outcomes, which are
consistent with the requirements of the workplace as defined in the Training
Regulations (TRs) or based on industry or community consultations and/or
supported by a demand or employability study for NTR.

Compliance Audit - refers to a process conducted by TESDA to validate


whether a training institution is continuously complying with the Unified
WET Program Registration and Accreditation System (UTPRAS)
requirements and guidelines for its registered TVET Programs.

Institutional Assessment - refers to an assessment conducted by the


institution for its learners to determine their achievement of the learning
outcomes in the module/s of instruction in a given unit of competency
or clusters of competency. This assessment applies to both WTR and NTR
registered programs.

No Training Regulations (NTR) - refers to the programs registered under


UTPRAS not covered by any Training Regulations.

Overseas Filipino Workers (OFWs) — refers to Filipinos living and


working outside of the Philippines who are in another country for a limited or
definite period i.e. on a work contract.

Program Registration/Registration - refers to the process by which WET


programs are registered with TESDA. It is the first stage of the Unified
WET Program Registration and Accreditation System (UTPRAS). Applying
for program registration indicates the intent of the institution to offer WET
programs. The registration process attests to the capacity of the Technical
Vocational Education and Training Institution (TVI) to deliver its stated
curricula to learners against the minimum standards prescribed in the
Training Regulations; or in the case of NTR program, as determined by an
expert panel in the absence of such. Registration begins with the program
registration documentation submitted to TESDA by the applicant TVI. It
also includes the conduct of periodic compliance audits to ensure
continuing compliance to the requirements for programs granted with
Certificate of TVET Program Registration (CTPR).

Qualification - refers to a package of competencies describing a


particular function or job role existing in an economic sector, covering the
work activities required to undertake a particular job. Depending on the
breadth, depth and scope of competency, a qualification may fall under
National Certificate level I, II, III, IV or Diploma.

Technical Vocational Education and Training (WET) - refers to the


education or training process which involves, in addition to general
education, the study of technologies and related sciences and the
acquisition of practical skills relating to occupations in various sectors of
economic and social life.

Technical Vocational Institution (WI) - refers to an institution whether


public or private offering WET program(s).

Training Regulations (TRs) - refers to the package of competency


standards, training arrangements, assessment and certification
arrangements promulgated by the TESDA Board for nationwide
application. The TRs contain the following sections: a) Section1 — Title and
Description of Qualification; b) Section 2 - Competency Standards; c)
Section 3 - Training Arrangement; and d) Section 4 - Assessment and
Certification Arrangements.

With Training Regulations (WTR) - refers to the programs registered


under UTPRAS with corresponding Training Regulations as basis for its
registration.

IV. Scope and Coverage

1. These implementing guidelines shall initially cover the following pilot


countries with OFWs and Philippine Overseas Labor Office/s (POLOs):

a) Asia — Singapore
b) Middle East — Kingdom of Saudi Arabia and United Arab Emirates

The said guidelines may also apply in case there are applications from
other countries subject however to express approval of the Director
General.

2. The qualifications eligible for program registration cover those relative to


jobs that enhance/upgrade the skills of our OFWs.

V. General Policies

1. The organization/establishment of the Technical Vocational Institution


(WI). A WI organized and established abroad shall register as a juridical
entity under the pertinent laws of the host government. A WI may be purely
owned and managed by Filipinos abroad or owned by Locals/citizens of the
host country but seek to cater to Filipinos abroad and other nationalities.

2. Philippine Schools which are already established and recognized by


the Philippine Embassy, and or the Department of Education may
register their WET programs.

3. The interested TVI shall:

a. Adhere to the policy of the host country in establishing or setting-up of


an educational institution , e.g. business permit, accreditation by their
Education Ministry;

b. Adhere to the requirements and conditions in operating an educational


school or a training institution set by the host government. In case there
is a conflict between the policies being imposed by the host country
against the requirements on TESDA Overseas Program Registration, the

prevailing policies of the host country will be adopted and complied with;
and
c. Adhere to the policies and guidelines in the registration of overseas
TVET programs.

4. Trainees. OFWs working in the host country and their legal dependents
shall be qualified as trainees and shall be the priority for training. However,
other Filipinos or locals who are interested to enroll in overseas WET
programs shall likewise be accepted, based on the authority/ prevailing
policies of the host country.

5. Curriculum. The TESDA prescribed curriculum may be adopted. TESDA


shall provide guidelines, if requested by the TVI. However, the curriculum
adopted by the host country may be used, and shall be reviewed/evaluated
by the concerned TESDA Curriculum Development Division.

6. Program Registration Fee. Program Registration fee shall be equivalent to


the amount of Registration in the Philippines.

7. Issuance of the Certificate of TVET Program Registration (CTPR). The


CTPR shall be issued by the Certification Office upon approval of the
application and the corresponding requirements. The CTPR shall have the
same validity of the institution's registration/permit/license as an education
institution in the host government.

8. Assessment of Graduates. Graduates of overseas registered TVET


programs shall take the competency assessment whenever there are
available onsite assessment schedules in the host country for the
qualification completed or may take the assessment when they return to the
Philippines.

9. Conduct of Compliance Audit. Compliance Audit shall be conducted


within the period of validity. Special Compliance Audit shall be conducted
when problems arise such as customer complaints and recurring quality
problems which may require immediate investigation. The Certification
Office may request the assistance of the Philippine Overseas Labor Office
in the conduct of the compliance and/or special audit.

The Operating Procedures in the conduct of Compliance Audit shall be


adopted.

VI. Registration Process

1. Permit to Operate as an Education Institution. Permit from the host


government to establish and operate a WI abroad shall be a requirement.

2. Requirements for overseas TVET Program Registration. The


requirements for overseas program registration shall be in accordance with
the Checklist of Requirements for overseas WET Programs hereto
attached as Annex A. Likewise, Annex B are the Program Registration
Forms.

3. Submission of Application for TVET Program Registration. Interested


institutions shall submit their program registration application with
requirements attached to the application letter addressed to the Secretary of
TESDA i.e. THE DIRECTOR GENERAL, Technical Education and Skills
Development Authority, East Service Road, South Superhighway, Taguig
City, Metro Manila.

4. Trainers' Qualifications. The trainer/s shall comply with the following


requirements:
a. Any nationality as reflected in the passport, employment identification
card or any document stating the nationality of the trainer;
b. Holder of any of the following:
b.1 TESDA National Certificate as applicable and Training Certificate for
TESDA Trainers Methodology Level I;
b.2 TESDA National Certificate as applicable and other training
methodology certificates.
c. At least 2 years industry experience for the qualification that will be
taught.

5. The Registration of Overseas TVET Program/s. The Registration of


Overseas WET Program/s shall be managed by the Certification Office
(CO). CO shall have the following functions, among others:

a. Conduct orientation, on-line or face-to-face, whenever there is


opportunity;
b. Review the completeness of the submitted documents based on the
checklist of requirements;
c. Review the curriculum of the NET program being registered;
d. Conduct ocular inspection;
e. Issue CTPR; and
f. Facilitate the conduct of Compliance Audit/Special Compliance Audit.

6. Conduct of Ocular Inspection. Prior to the issuance of the CTPR, TESDA


shall conduct ocular inspection of the facilities, tools and equipment of the
applicant institution. This is to ensure that the applicant institution complies
with the minimum standards and requirements of TESDA. Conduct of ocular
inspection may be done onsite or online. Onsite ocular inspection shall be
done whenever there is scheduled onsite assessment. Should there be
deficiencies, re-inspection shall be done through online application/
technology such as Skype, Zoom, FB live, etc.. The TESDA Certification
office shall request the Philippine Overseas Labor Office (POLO) to assist in
the conduct of inspection.

7. Monitoring of Overseas TVET Programs. The NET institution/s with


registered overseas TVET programs shall submit reports directly to the
Certification Office through email add: co.utpras@tesda.gov.ph.

VII. Supervision, Monitoring and Evaluation

1. The Deputy Director General (DDG) in charge of the Globalization of


TESDA Programs and Services for Overseas Filipino Workers (OFWs) shall
provide overall supervision in the TESDA Overseas NET Program
Registration and implementation.

2. The Certification Office shall develop cost-effective monitoring and


evaluation system to ensure quality NET provision of the registered
programs.

3. The Certification Office shall submit reports to the DDG in charge, Planning
Office and other concerned offices/agencies.
