0 History and Causes of Big Flood in Country

1. Jepun Fukuoka dan Oita Floods, 2017

Jepun Fukuoka dan Oita which is part of southern Japan were flooded on

Wednesday 05 July 2017 after the heavy rain due to the Typhoon Nanmadol. The

heavy rain have causes landslides happened at the same place. According to the report,

there are over 50com of rain were continuously fell for 9 hours in Asakura which is

one of the Fukuoka prefecture on 05 July 2017. There are over 440,000 people across

the country force to evacuation to safety place under the urgent evacuation instruction.

Most of Fukuoka prefecture’s area have received the evacuations orders. Authority

have sent Japan’s military and emergency services team for the evacuation process.

This including the several helicopter crews. They are scrambling to evacuate people

who trapped and damaged due to the flooding and its believe it was hundred of people.

Authority have confirmed at least 1 fatality in this floods, but some media have

reported at least 2 people died and 18 people missing (Davies, 2017).

Japan’s FDMA’s report have updated the flood situation on 10 July 2017. In the

report, the flood have causes 22 people died, with 19 deaths causes in Fukuoka

prefecture and another 3 death in Oita. It believed that at least 13 death happened in

the city of Asakura. In addition, seriously injuries number up to 24 people. Besides, 1

people have been clarify as missing in this flood. Fukuoka government updated there

are 24 people were unable to contact. There are over 100 of homes have been

damaged in this flood and 85 homes of them were completely destroyed which 7 in

Oita and 78 in Fukuoka. Flooding and mudslides causes around 2,000 people forced

to evacuate and become homeless in Fukuoka. In addition, flooding in Asakura also


causes around 160 elderly people stranded in a nursing home. Lastly, Fukuoka

government updated there are over 100 roads and 18 bridges were damaged in this

flooding (Davies, 2017).

2. Jakarta Floods, 2017

Jakarta floods 2017 happened at Feb 21, 2017 when heavy overnight rain at

Jakarta. There are 1000 of homes and road were flooded. The water level for certain

areas had reached 1.5m high on Fe 21 morning because of the heavy overnight rain.

According to the authority, the flood happen after the drainage system fail to support

the very large inflow of water (Wahyudi, 2017).

In Jakarta Central, floods hit 3 villages, namely Petamburan, Serdang, and West

White Cempaka. A total of 4 RWs were affected by floods with water levels of 30-70

cm. Temporary locations in the Central Jakarta area are at SD 11 Serdang and SMKN

54. Later in West Jakarta, floods still flooded 9 villages, namely Kedoya North,

Kembang North, Cengkareng West, Cengkareng Timur, Crocodile Lakes, Angke river,

Kapuk, Glodok, and Tegal Flow. With 44 RWs in West Jakarta are still submerged in

20-100 cm of water. A total of 262 residents have been evacuated in 5 locations,

including the RW Pos 18 Crocodile Swamp, Musala Nurul Ikhsan Crocodile Swamp,

and Musala Hidayatussalam. Jakarta East is the most affected by floods. There are 6

places for evacuees in Kampung Halim Perdanakusuma, Musala Al-Ikhwan, RW 08

Halim Perdanakusuma, Borobudur University Campus (705 people), Al-Makruf RW

04 Coconut Pond, and RT 02 Coconut Tree Secretariat (Hariyanto, 2017).

3. Ellicott City, Maryland Floods, 2018

Maryland Floods happened at 3pm of May 27, 2018. The flood start when

thunderstorms bring more than two month’s worth of rain in just less than two hours
(lada, 2019). It causes the river's water level rose 17.8 feet in two hours - to 24.1 feet,

a record from the previous 23.6 feet. The National Weather Service, which issued a

flash flood warning, reported the greater Baltimore received more than 9 inches of

rain. Three to 6 inches is common in metro areas. Most of the main water broke, and

the flood washed the sewer. Gas and electricity were shut down on Main Street, where

water flowed through the building as if it were a nearby Patapsco River, which

provided record levels during Sunday's storm. This river is the main waterway that

enters the Chesapeake Bay (Wire, 2018).

This flooding have causes one fatality in Maryland which namely Eddison

Hermond. He is 39 years which one of the National Guardsman were reported missing

on Monday. His body have been found on Tuesday in the Patapsco River. According

to Gary Gardner, the chief of Howard County Police Department, Eddison Hermond

died because he were swept away when he trying to help a woman to find her cat and

he were officials confirmed death in Tuesday (lada, 2019).

4. China Floods, 2018

China Flood happened when heavy and consistent rainfall start on 7 July 2018. It

was caused flooding in the southeast region of Gansu Province and most parts of

Sichuan. In addition, there are heavy rainstorms and torrential rains at some of the

areas in North Central Sichuan for four consecutive days. This heavy rainstorms and

torrential rains were the compounded by two weather system which is Typhoon

Prapiroon, and Typhoon Maria (ReliefWeb, 2018).

According to National Disaster Reduction Commission’s report, 1,381,000

people were affected by the flood, where 3 person confirmed died; 222,000 people

have to be emergency resettlement; 22,000 people in Sichuan prefectures of Deyang,


Guangyuan, Mianyang, (that includes 15 cities and 70 counties) need emergency

relief. Besides, 900 houses have collapsed in the flood; another 29,000 houses were

damaged; 36,900 hectares of crops were damaged; 5,200 hectares affected and no

harvest for the same year. This flood causes estimated loss over 5.3 billion yuan

towards the direct economic (ReliefWeb, 2018).

According to Ministry of Emergency Management China, Gansu province have

faced more serious damage from the flooding. Southeast Gansu faced a heavy

rainstorm since 10 to 11 July 2018. It causes the provinces of Tianshui, Pingliang and

Zhangye which including 10 cities and 46 counties are flooded, 1,519,000 people are

affected and 12 people are confirmed died; missing number up to four; 30,000 people

are emergency evacuated in this flooding. Flooding causes 2,300 house are collapsed

and 19,000 houses are seriously damaged. Its was believed flooding causes 3.6 billion

yuan of direct economic loss (ReliefWeb, 2018).

5. Myanmar Floods, 2019

Myanmar floods 2019 happened due do the seasonal monsoons associated with

strong wind and heavy rains across Myanmar causes the rise of the water levels in the

major rivers of Myanmar and causes flooding in many areas. This flooding have

causes more than 231,000 were affected in various regions. This including chin,

Magway, Mandalay Sagaing, Kachin and Rakhine in the first round of flooding in

July, 2019. The second round of flooding happeded in Bago, Ayeyarwaddy, Kayin,

Tanintharyi, Mon,and Yangon at August, 2019. More than 500 schools were affected;

375 houses, infrastructure, livestock and crop harvests have been destroyed.

Landslides also happened in the Paung Township, Mon state. 175 people was affected
because of the landslides and believe at least 75 deaths and 40 persons was missing

(ReliefWeb, 2019).

Many areas of affected population have permitted to returned home after the

flood waters have receded. But, the significant needs still need for most vulnerable.

For example, the support for food, water, sanitation and hygiene, shelter and health.

Unfortunately, Department of Meteorology and Hydrology (DMH) still given the

heavy rains persist and flood warnings for the southern Myanmar due to the

possibility of floods. They mentioned the situation have to be monitored closely until

October 2019 which is the end of monsoon and cyclone seasons (ReliefWeb, 2019).
