Philippines passes through a series of crisis;
1. Philippines, a destroyed city as a result of
World War 2.
2. The challenge of HUKBALAHAP rebellion.
HUKBALAHAP- Hukbo ng Bayan Laban sa
Hapon/ Peoples’ army against Japanese.
 Sen. Claro M. Recto (Senate Bill No.436) was
the main author of Rizal Bill. He is remembered
for his nationalism, for "the impact of his
patriotic convictions on modern political
thought”. Recto’s main purpose in filing the bill
were:
a. calling for return to patriotic values
b. To instill the heroism among youth
 Cong. Jacobo Gonzales (House Bill No.
5561)
 Sen. Jose P. Laurel- the Chairman of the
Committee of Education. He was
a Filipino politician and judge and the one who
sponsored the Rizal Bill in the Senate.
 Pres. Ramon Magsaysay- was the
seventh President of the Philippines, serving
from December 30, 1953 until his death in
an aircraft disaster. He signed the Rizal law last
June 12, 1956 or also known as Flag Day.
Republic Act 1425
“An Act to Include in the Curricula of All
Public and Private Schools, Colleges and
Universities courses on the Life Works and
Writings of JOSE RIZAL, particularly his
novels NOLI ME TANGERE and EL
FILIBUSTERISMO, Authorizing the Printing
and Distribution Thereof, and for Other
Purposes”
Section 1. The Noli Me Tangere and El
Filibusterismo must be the original or
unexpurgated copy.
Section 2. School libraries must have sufficient
copies
Section 3. Board of National Education must
handle the translation of Rizal’s work
Section 4. This Act does not alter the Section
927 of the Administrative Code in prohibiting
any persons engaged in any public schools to
discuss religious doctrines
Section 5.
300,000 is enough to pursie and implement the
purpose of this act according to National
Treasury
Section 6. This act must be implemented after
its approval

-To rededicate the lives of youth to the ideas of
freedom and nationalism for which our heroes lived
and died.
-To pay trivute to our national hero for devoting his
life and works in shaping the Filipino character.
-To gain an inspiring source of patriotism through
the study of Rizal's life, works and writings.
-To recognize the importance of Rizal's ideas and
teachings in relation to present condition and
situations in the society.
-To encourage the application of such ideas in
current social and personal problems and ideas.
-To develop an appreciation and deeper
understanding of all that Rizal fought and died for.
-To foster the development of Filipino youth in all
aspect of citizenship.
Future
-Rizal's ideologies as inspirations -- in the future,
Rizal's ideologies will become our inspirations in
everyhting we do when universities had succesfully
taught the students about the ideologies of rizal by
including the life and works of rizal in their
curriculum.
- Freedom and Nationalism -- Rizal's life and works
talks about his journey of fighting for our freedom
and our nationalism as well. By the time the
students knew about these, then it will become
innate in them to value thier freedom and
nationalism and thus making a better and
progressive Filipino nation
Opposition of Catholic Church
 Rizal Bill – Anti-Church
 “Violation to the Freedom of Conscience as well
as Religion”
 Accion Catolico headed by Senator Francisco
“Soc” Rodrigo
 Fr. Jesus Cavanna- argued that the out of 333
pages of Noli Me Tangere they were only 25
patriotic statements and 120 anti-Catholic
statements.
Article II, Section 6 states, “The separation of the
Church and the State shall be inviolable.”
Article III, Section 5 states, “No law shall be made
respecting an establishment of religion, or
prohibiting the free exercise thereof. The free
exercise and enjoyment of religious profession and
worship, without discrimination or preference, shall
forever be allowed. No religious test shall be
required for the exercise of civil or political rights.”
 Cardinal Rufino J. Santos- says that the
novels Noli Me Tangere and El Filibusterismo
were equivalent to Mideo Cruz’ pasting of a
wooden phallus on the face of Christ.
In these two novels we find passages against
Catholic dogma and morals where repeated attacks
are made against the Catholic religion in general,
against the possibility of miracles, against the
doctrine of Purgatory, against the Sacrament of
Baptism, against Confession, Communion, Holy
Mass, against the doctrine of Indulgences, Church
prayers, the Catechism of Christian Doctrine,
sermons, sacramentals and books of piety. There
are even passages casting doubts on or covering
with confusion God’s omnipotence, the existence of
hell, the mystery of the Most Blessed Trinity, and
the two natures of Christ.
Similarly, we find passages which disparage
divine worship, especially the veneration of images
and relics, devotion to the Blessed Virgin and the
Saints, the use of scapulars, cords and habits, the
praying of rosaries, novenas, ejaculations and
indulgenced prayers. Even vocal prayers are
included, such as the Our Father, the Hail Mary, the
Doxology, the Act of Contrition, and the Angelus,
Mass ceremonies, baptismal and exsequial rites,
worship of the Cross, the use of holy water and
candles, processions, bells and even the Sacred
Sunday obligations do not escape scorn.
The Impacts of Catholic Church in
Philippine Policy Making
• Limit the power of the state and should be
read in conjunction with other civil and
political rights accorded a citizen of the
Republic.
• Politics and Religion is a complex mix
• The priests tend to act like they are
infalliable, probably because they think they
had brainwashed us into thinking they are
automatically right once they wear their
vocation garmemts. Remember it was a
Popewho, once upon a time, declared Papal
Infalliability to protect himself and the
church from errors
