Carranza, Chancellor Department of Education 52 Chambers St New York, NY 10007 Dear Chancellor Carranza, We are writing to request an Immediate explanation of the Department of Education's (DOE) failure to abide by Local Law 32, which took effect atthe beginning of the 2019-2020 school yer. ‘The intent ofthis local lw, introduced by Council Member Ben Kalos and co-signed by 22 other members, sto require every schoo! bus in New York ity tobe equigped with GPS tracking technology. The iw also stipulates that "GPS data regarding the real ime location and velocity ofthe bus or other ‘mato vehicle used to transport students oor from schools shal bemae avalabe electronically tothe epartment, as well sto authorized parents or guardians of studens who are being trensported by such bus o other motor vehicle.” I has come to our attention through a constituent complsint and subsequent communication wth a DOE official tha this provision has not been met. Ian email exchange with Council Member Robert Holden's staff on October 28, the DOE official stated that the technology allowing parents to access the GPS data “wil start getting on some of our buses this winter with full fleet operation by start of school next yar." That would put the DOE one fll year behind schedule, andinefec itis breaking the law ‘This 's unacceptable given the fact that Local Law 32 was adopted inFebruary and gave the administration seven months before the beginning of he schoo! yea to plan accordingly. Kaowing the date this law would take effect, the DOE should have expedited the process. As we enter November, the same month in which 22018 storm nearly shut down the clty and le children stranded on school buses with parents not knowing thele whereabouts, we cannot afford another frightening incident like that We the undersigned demand that the DOE explain its error and abide by the law immediately forthe sake of our students and parent.
