Subject: Community subsidies

Under budget item B96 B3-4110 (transaction SOC96100859) a ‘Woonfonds V.Z.W.’ in Belgium received a
subsidy of ECU 4655.63. The aim of the subsidy was: ‘Contribution to the financing of the labour costs of a
handyman and the operating expenses of maintaining dwellings let to migrant families.’

Can the Commission provide more precise information on this ‘Woonfonds V.Z.W.’? In which Belgian province
or town is it located? Is it a private organization?

Can the Commission provide the articles of association of this non-profit association?

Does the Commission not think that, by subsidizing one specific housing fund, it is guilty of positive
discrimination?

Does the Commission also grant subsidies to housing funds concerned with letting and maintaining social
housing to people irrespective of their nationality or religion?

If so, under which item of the budget do these subsidies fall?

Subject: Community subsidies

Under budget item B96 B3-4110 (transaction SOC96100255) the association or project ‘Magie des Mots’
received a subsidy of ECU 11 598 in Belgium in 1996. The aim of the subsidy was: ‘Establishment of a
programme of educational support and active language workshops in primary schools in Schaerbeek to combat
educational failure.’

The application shows this to a French-language project. Brussels is officially bilingual.

Can the Commission provide more precise information on the association (?) Magie des Mots? Is it a non-profit
association? What are the names of the people who submitted the application?

Has the Commission checked to see if Dutch-language tuition is also provided in the language workshops
mentioned?

Does the Commission not feel that it should refrain from assisting monolingual projects in Brussels, since this
amounts to unacceptable discrimination against Dutch-speakers?

Does the Commission check to see if the organization of projects subsidized in Belgium is not inconsistent with
the Belgian language legislation?

In 1996 subsidies amounting to ECU 1 767 726.40 were disbursed in Belgium for measures to benefit migrants.

Can the Commission specify the total amount disbursed in the Union for measures to benefit migrants?

What requirements must an association meet to qualify for subsidies?

To whom, when and in what form should a specific application for a subsidy be submitted?
