commissioner of finance will not be in a position to identify and rectify many of the problems.

from a governance and ASD perspective, having a past commissioner of community services that
oversaw many of the shifts in governance will not be in a position to move forward with
structural changes.

- XXXXX had applied in the previous CAO recruitment process and withdrew his application. That
left a bad taste in the minds of quite a few councillors at a time where he was quite popular. At
this point it would signify that the Niagara Region is moving backward at a time we are starting
to move forward.

- Media articles highlight his departure during a recent city reorganization that highlight his
department as “the source of several high-profile headaches for Council”.
