The following spoke: Mr Blak, who made a personal statement following the remarks by Mr Tillich, Mr Monfils, on the availability of the text of the interpretation given by the Committee on the Rules of Procedure on Annex V, Mr Colom i Naval, on a procedural point, Mr Fabre-Aubrespy, who made a personal statement following the remarks by Mr Liikanen, Mrs Theato on the remarks by Mr Colom i Naval, Mr Liikanen and Mr Fabre-Aubrespy, the latter to request an assurance that the amendments tabled to the report would be forwarded to the Committee on Budgetary Control which was to meet that afternoon so that it could give its opinion on the amendments before they were put to the vote pursuant to Article 3(2) of Annex V of the Rules of Procedure (the President confirmed that this would be done).

6. Discharge for 1996 (debate)
The next item was the debate on the report drawn up by Mr Elles, on behalf of the Committee on Budgetary Control, on the discharge to the Commission in respect of implementation of the general budget of the European Communities for the 1996 financial year (A4-0502/98). Mrs Muller, on behalf of the V Group, asked that this report be ¨ referred back to committee pursuant to Rule 129. Mr Fabre-Aubrespy, on behalf of the I-EDN, and Mr Dankert, on behalf of the PSE Group, spoke on this request. Parliament rejected the request for referral back to committee. 7. 1999 general budget (debate)
Mrs Duhrkop Du ¨ ¨hrkop and Mr Viola introduced the report which they had drawn up on behalf of the Committee on Budgets on the draft general budget of the European Union for the 1999 financial year, modified by the Council (C4-0600/98) and on the draft letter of amendment 1/99 to the 1999 preliminary draft budget − Section III − Commission (C40666/98) (A4-0500/98).

11. Euro as parallel currency (procedure without debate) (vote)

8. Interpretation of the Rules of Procedure (vote)
Interpretation of the provisions applicable to the discharge procedure (Annex V of the Rules of Procedure) (text of the interpretation: see Part I, Item 13 of the previous day’s Minutes). The President read out the text of the interpretation, which the V Group had opposed, and submitted it to the House for approval, pursuant to Rule 162(4) of the Rules of Procedure. Parliament adopted the interpretation by EV (300 for, 132 against, 12 abstentions)

12. Helios II (procedure without debate) (vote)

Mr Jarzembowski spoke on a technical problem. Parliament adopted the resolution (Part II, Item 4).

9. Bluefin tuna * (Rule 52)
The President announced that in the absence of written opposition from one tenth of the component Members of Parliament belonging to at least three political groups, the resolution contained in the report drawn up by Mrs Fraga Estevez, on behalf of the Committee on Fisheries, on the ´ proposal for a Council Regulation amending Regulation (EC) No 858/94 introducing a system for the statistical monitoring of trade in bluefin tuna (thunnus thynnus) within the Community (COM(98)0400 − C4-0476/98 − 98/0221 (CNS)) (A40461/98) was deemed adopted, pursuant to Rule 52(5) of the Rules of Procedure (Part II, Item 1).
