41. Late payment in commercial transactions ***II (debate)

Mr Murphy introduced his recommendation for second reading, drawn up on behalf of the Committee on
Industry, External Trade, Research and Energy, on the common position adopted by the Council with a
view to adopting a European Parliament and Council directive combating late payment in commercial
transactions (8790/1999 ' C5-0125/1999 ' 1998/0099(COD)) (A5-0099/1999)

42. Labelling of beef and beef products ***I (debate)

The next item was the report by Mr Papayannakis, drawn up on behalf of the Committee on the Environ-
ment, Public Health and Consumer Policy, on the proposal for a European Parliament and Council regula-
tion amending Council Regulation (EC) No 820/97 establishing a system for the identification and regis-
tration of bovine animals and regarding the labelling of beef and beef products (COM(1999) 487 '
C5-0241/1999 ' 1999/0205(COD)) (A5-0101/1999).

Mr Goodwill complained that the Council was not present and then questioned whether, in view of the
previous day’s Council conclusions, it was worth holding a debate and a vote on this report

The following spoke further to Mr Goodwill’s remarks: Graefe zu Baringdorf, Chairman of the Committee
on Agriculture and Rural Development, who asked for the Commission’s position on this question, Byrne,
Member of the Commission, who read out the document containing the Council’s joint guidelines, and
Papayannakis, rapporteur, on these remarks.

Mr Papayannakis then introduced his report.
