7. Referral back to committee (additives in animal feedingstuffs)

On 16 February 2000 Parliament had referred back to the Committee on Agriculture and Rural Develop-
ment, pursuant to Rule 69(2), Mr Graefe zu Baringdorf’s report on the proposal for a Council directive
amending directive 70/524/EEC concerning additives in animal feedingstuffs (A5-0015/2000) (Item 10 of
that day’s Minutes).

As the Committee on Agriculture and Rural Development could not respect the two-month deadline for
presenting a new report and had asked, pursuant to Rule 68(4), for a referral back to committee, on the
basis of Rule144(1), the President proposed that Parldiament agree to extend the deadline for the Commit-
tee on Agriculture and Rural Development.

Parliament agreed to this proposal.

8. Order of business

The next item was the order of business.

The President announced that the final draft agenda for the March II and March III 2000 part-sessions had
been distributed (PE 288.671/PDOJ) and that a number of changes had been proposed (Rule 111).

The President had received four requests for additions to the item Human rights. In accordance with
Annex III(4) of the Rules of Procedure, the number of subjects chosen should not exceed five. As the
final draft agenda already contained three subjects, a further two could be added:
? request by the PPE/DE Group to add a new sub-item ‘Situation in Iraq’:
Parliament approved the request.
? request by the PPE/DE Group to add a new sub-item ‘Situation in Jammu and Kashmir’:
Parliament approved the request by EV (147 for, 129 against, 6 abstentions)

The two requests from the ELDR Group seeking to add new sub-items dealing with ‘Pinochet’ and
‘Taiwan’ fell.
? Item 4: this item should read ‘Combating organised crime’ and not ‘Combating organised crime from
south-eastern Europe’ as indicated in the final draft agenda.

and joint motions at 19.00 on 10 April.

Mr Guterres, President-in-Office of the European Council, and Mr Prodi, President of the Commission,
made statements on the Special European Council to be held in Lisbon on 23/24 March 2000.
