1. Opening of sitting
The sitting opened at 09.00.

2. Approval of Minutes of previous sitting
The Minutes of the previous sitting were approved.

Mrs Maes announced that she had learned of the existence of a letter from Mr Prodi, Commission Presi-
dent, to the President of Parliament in which strong criticism had been expressed of the Committee on
Budgetary Control; it appeared a similar letter had been sent to the European Ombudsman to which he
had already replied; she pointed out that Members had received a copy of the Ombudsman’s reply and
asked whether the President of the Parliament had reacted to the letter addressed to her (the President
replied that this question would be submitted immediately to the President of the Parliament and the
Conference of Presidents).

3. Text of agreement forwarded by the Council
The President had received from the Council a certified true copy of the agreement in the form of
; an exchange of letters between the European Community and Ukraine extending the double-checking
system without quantitative limits in respect of the export of certain steel products covered by the EC
and ECSC Treaties from Ukraine to the European Community for the period from 1 January 2000 to
31 December 2001.

4. 50th anniversary of the Geneva Convention . Humanitarian law (statement
followed by debate)
Mr Seixas da Costa, President-in-Office of the Council made a statement on the 50th anniversary of the
Geneva Convention and on Humanitarian Law.

The following spoke: Martínez Martínez, on behalf of the PSE Group, Watson Chairman of the Committee
on Citizen’s Freedoms and Rights, Justice and Home Affairs, on behalf of the ELDR Group, Wuori,
on behalf of the Verts/ALE Group, Segni, on behalf of the UEN Group, Maij-Weggen, Karamanou, Nichol-
son of Winterbourne, Staes, Brok, Cushnahan and Nielson, Member of the Commission.

The President had received motions for resolutions pursuant to Rule 37(2) from the following Members:
; Martínez Martínez, Sauquillo Pérez del Arco, Van den Berg, and Kinnock, on behalf of the PSE Group,
on the 50th anniversary of the Geneva Conventions of 12 August 1949 (B5-0233/2000);
; Nicholson of Winterbourne and Watson, on behalf of the ELDR Group, on the 50th anniversary of
the Geneva Conventions of 12 August 1949 (B5-0234/2000);
; Kaufmann, Frahm and Vinci, on behalf of the GUE/NGL Group, on the anniversary of the Geneva
Conventions (B5-0235/2000);

The President closed the debate.
