1. Opening of sitting
The sitting opened at 10.00.

2. Approval of Minutes of previous sitting
Mr Robert Evans, recalling remarks he had made on a previous occasion, referred to Rules 135 and 148
and asked for some thought to be given to whether the term ‘distributed’ in Rule 148(1) concerning the
distribution of the Minutes and, in particular, annexes thereto, could be taken to refer to distribution by
electronic means, which would represent a saving in economic and ecological terms, in view of the length
of the annex detailing the previous sitting’s roll-call votes (the President promised to refer the matter to the
Bureau).

The Minutes of the previous sitting were approved.

3. Documents received
The President had received oral questions from Members (Rule 42):
8 Davies and Attwooll, on behalf of the ELDR Group, to the Commission, on the additionality principle
in Structural Fund appropriations (B5-0209/2000);
8 Queiró and Muscardini, on behalf of the UEN Group, to the Council, on Mediterranean policy

4. EC-Mexico interim agreement * (debate)
Mrs Ferrer introduced her report, tabled by the Committee on Industry, External Trade, Research and
Energy, on the proposal for a Council decision on the Community position within the EC-Mexico Joint
Council on the implementation of Articles 3, 4, 5, 6 and 12 of the Interim Agreement on trade and trade-
related matters (5965/1/2000 8 C5-0076/2000 8 2000/0024(CNS)) (A5-0066/2000).

Mrs Read introduced her report, drawn up on behalf of the Committee on Industry, External Trade,
Research and Energy, on the communication from the Commission on a Commission initiative for the
Special European Council of Lisbon, 23/24 March 2000: Europe 8 An information society for all
(COM(1999) 687 8 C5-0063/2000 8 2000/2034(COS)) (A5-0067/2000).
