Mr Arvidsson introduced his report, drawn up on behalf of the Committee on the Environment, Public
Health and Consumer Policy, on the proposal for a European Parliament and Council directive amending
for the 22nd time Directive 76/769/EEC on the approximation of the laws, regulations and administrative
provisions of the Member States relating to restrictions on the marketing and use of certain dangerous
substances and preparations (phthalates) and amending Council Directive 88/378/EEC on the approxima-
tion of the laws of the Member States concerning the safety of toys (COM(1999) 577  C5-0276/1999 
1999/0238(COD)) (A5-0149/2000).

21. Beef and beef products ***II (debate)


Mr Papayannakis introduced his recommendation for second reading, drawn up on behalf of the Commit-
tee on the Environment, Public Health and Consumer Policy, on the common position adopted by the
Council with a view to the adoption of a European Parliament and Council regulation establishing a
system for the identification and registration of bovine animals and regarding the labelling of beef and
beef products and repealing Council Regulation (EC) No 820/97 (8251/1/2000  C5-0270/2000 
1999/0204(COD)) (A5-0193/2000).

The following spoke: Jackson, Chairman of the Committee on the Environment, Public Health and
Consumer Policy, who felt that the rapporteur had presented his personal view rather than that of the
Committee and Papayannakis who pointed out that he had only stated his personal opinion at the end
of his speech.
