11. Communication of common positions of the Council

Pursuant to Rule 74(1), the President announced that she had received from the Council the following
common position, together with the reasons which had led to its adoption, and the Commission’s position:
= common position adopted by the Council with a view to adopting a European Parliament and Council
Regulation on the distribution of permits for heavy goods vehicles travelling in Switzerland (C5-0696/
2000 = 1999/0022(COD)).

The three-month period available to Parliament to deliver its opinion would therefore begin the following
day, 12 December 2000.

ism, on Proposal for a Directive of the European Parliament and of the Council on summer-time arrange-

13. Clinical trials on medicinal products for human use ***II (debate)

Mr Liese introduced his recommendation for second reading, on behalf of the Committee on the Environ-
ment, Public Health and Consumer Policy, on the common position adopted by the Council with a view to
adopting a European Parliament and Council directive on the approximation of the laws, regulations and
administrative provisions of the Member States relating to the implementation of good clinical practice in
the conduct of clinical trials on medicinal products for human use (8878/1/2000 = C5-0424/2000 =
1997/0197(COD)) (A5-0349/2000)
