en række almindelige udvælgelsesprøver. Disse udvælgelsesprøver vil udelukkende blive offentliggjort på engelsk, tysk

The European Personnel Selection Office (EPSO) is organising a series of open competitions within the context of the
enlargement of the European Union. These competitions will only be published in German, English and French.

Competitions EPSO/A/01/03 to 10/03 are being held to recruit assistant administrators (A 8).

The purpose of these competitions is to draw up reserve lists from which to fill vacant posts in the
institutions of the European Union (European Parliament, Council of the European Union, Commission
of the European Communities, Court of Justice of the European Communities, European Court of
Auditors, European Economic and Social Committee, Committee of the Regions and the European
Ombudsman).

I. DUTIES

Conducting analyses and carrying out administrative, advisory and supervisory duties relating to the
activities of the European Union in the fields set out below.

By way of example, these tasks will involve:

Field 1: European public administration


— Preparing, developing and implementing Community initiatives, including working on case studies,
producing reports, drafting Community legislation and decisions, and taking part in consultations
and negotiations within the Commission, with business and other interest groups in the Member
States, and with the other Community institutions,

— taking part in international negotiations, implementing bilateral and multilateral agreements, and
managing commercial- or development-policy instruments,

— administering and implementing Community policies and action programmes in various fields of
activity such as the single market, external relations, social affairs, agriculture, structural policies,
transport, the environment and information,

— managing human resources, including training,

— managing projects,

— managing and monitoring financial resources,

— implementing communication and information policy.

Field 2: Law
— Devising, drafting and analysing Community legislation,

— providing legal advice,

— carrying out research into national, Community and international law,

— taking part in the negotiation of international agreements,

— studying cases and drafting decisions, for example in the area of competition law,

— examining and monitoring national legislation for conformity with Community law,

— investigating alleged infringements of Community law, complaints, etc.,

— various tasks related to court proceedings; preparing positions for the institutions in court
proceedings, mainly before the Court of Justice or the Court of First Instance; lawyer functions in
the secretariats of the Court of Justice or the Court of First Instance,

— formulating, preparing and implementing rules in the field of justice and home affairs.

Field 3: Economics
— Ongoing evaluation of Member States’ economic, budgetary, monetary and financial policies,

— analysing Member States’ economies and developing the Community’s financial instruments,

— analysing the economies of non-Community countries,

— economic forecasting,

— planning and implementing Community technical assistance,

— analysing and evaluating structural, sectoral and regional policies,

— financial analysis of Community projects,

— analysing the legislative and tax environment for business,

— competition policy,

— industrial affairs and research and development,

— commercial, employment and labour market policy.

Field 4: Auditing
Audit work is carried out in a variety of contexts within the European institutions. The main audit
activities are:

— external audit, including both financial audits and examinations of sound financial management,

— internal audit, in either a centralised or a decentralised audit service,

— checking on entities, both public and private, which are managing or using Community funds.
This may entail:

— examining whether resources are being used efficiently and economically and achieving effective
results,

— examining operations to check whether the results are consistent with the goals and objectives, and
that activities are carried out as planned,

— assessing and managing the risks associated with Community funds allocated to or collected by the
various European institutions and bodies, their partners, intermediaries and the ultimate beneficiaries/
debtors,

— evaluating and testing the effectiveness of internal control systems, both within the institutions and
in bodies which are

(i) managing or benefiting from Community funding; or

(ii) identifying and collecting Community revenue,

— examining the reliability and integrity of information systems,

— examining the measures taken to safeguard assets,

— undertaking the financial checks necessary to ensure the probity of expenditure claims, and the
sound financial management of Community grants and projects financed from Community funds,

— examining the legality and correctness of budgetary and financial operations,

— auditing financial statements for reliability,

— assessing the systems by which organisations are directed and controlled.

The institutions place particular importance on the ability of applicants to grasp problems of all kinds,
often complex in nature, to react rapidly to changing circumstances and to communicate effectively. You
will have to show initiative and imagination and be highly motivated. You should be able to work
frequently under pressure, both on your own and in a team, and to adjust to a multicultural working
environment. You must be prepared to develop your professional skills throughout your career.

II. ELIGIBILITY (PROFILE SOUGHT)

You may apply for this competition if, on the closing date for applications (see last paragraph of C(1)),
you meet the following requirements.

1. Certificates and diplomas

You will be considered only if your degree is one that gives access to doctoral studies. The selection
board will allow for differences between national education systems. See the examples of the
minimum qualifications required in the tables annexed to the guide for candidates (see website ( 1)).

— Field 1
You must have successfully completed a full course at university level and obtained a degree in
a relevant subject.

You must have successfully completed either:

— a full course in law at university level and obtained a degree, or

— a full course at university level and obtained a degree, followed by a postgraduate


certificate of studies in law.

— Field 3
You must have successfully completed either:

— a full course in economics at university level and obtained a degree, or

— a full course at university level and obtained a degree, followed by a postgraduate


certificate of studies in economics.

— Field 4
You must have successfully completed a full course at university level in a relevant subject and
obtained a degree or relevant professional qualification of equivalent level.

2. Professional experience

No professional experience is required.

3. Knowledge of languages

Language 1 — you must have a thorough knowledge of one of the following, depending on the
competition:

— Greek (for competition EPSO/A/1/03)

— Czech (for competition EPSO/A/2/03)

— Estonian (for competition EPSO/A/3/03)

— Hungarian (for competition EPSO/A/4/03)

You must also have a satisfactory knowledge of at least one of the official languages of the European
Union (N.B. for applicants in competition EPSO/A/1/03, this language may not be Greek).

NOTE:

Given that, in these competitions, pre-selection tests (a), (b) and (c) will be held in either German
(DE), English (EN) or French (FR), at the choice of the applicant (see section B(1)), a good working
knowledge of one of these languages — as language 2 — is essential.

You must give details in the electronic registration form of which languages you know.

After the closing date for applications, you may not change the languages in which you have
specified that you wish to take the tests.

— You must be entitled to your full rights as a citizen.


— You must have fulfilled any obligations imposed on you in your home country by the laws on

B. SUCCESSIVE STAGES OF THE COMPETITION

1. Pre-selection tests — marking

Tests (a), (b) and (c) are to be held in German (DE), English (EN) or French (FR) — language 2, as
chosen by each applicant and specified in their application.

(a) Test comprising a series of multiple-choice questions to assess your specialised knowledge in
your chosen field:

Field 1: European public administration


or

Field 2: Law
or

Field 3: Economics
or

Field 4: Auditing
This test will be marked out of 40 (pass mark: 20).

(b) Test comprising a series of multiple-choice questions on the main developments in European
integration and Community policies.
This test will be marked out of 20 (pass mark: 10).

(c) Test to assess your general ability, focusing in particular on verbal and numerical reasoning
skills.
This test will be marked out of 40 (pass mark: 20).

Wrong answers in the pre-selection tests will not be penalised.

2. Written test — marking

(d) Test on a chosen subject, in the field chosen in your application, to test your:

— specialist knowledge,

— comprehension skills and ability to analyse and summarise, and

— ability to draft.
Time allowed for the test (approximately): two hours (see B(4)).
The subjects are set in the official languages of the European Union (Spanish, Danish, German,
Greek, English, French, Italian, Dutch, Portuguese, Finnish and Swedish). You may answer in
any one of these languages, i.e. you may choose English, French or German (language 2), as in
the pre-selection tests, or any of the other official languages of the EU (language 3), as distinct
from your main language (language 1).
This test will be marked out of 40 (pass mark: 20).

(e) Short note in your main language — language 1 — setting out the arguments and conclusions
from test (d). This test is designed to assess your command of your main language as regards
both the quality of your writing style and presentation.

NOTE: for organisational reasons, written tests (d) and (e) will be held on the same day as the pre-
selection tests.

However, tests (d) and (e) will be marked only for applicants who meet three conditions:

(i) they obtain the pass mark in each of the pre-selection tests (a), (b) and (c);

(ii) they obtain one of the X best marks (2) in those tests; and

(iii) they meet all the conditions for admission.

The number X is different in each competition and field, as shown in the table below.

These applicants will then be requested to submit a full application with a view to their possible
admission to the competition.

The selection board then marks the written tests of the applicants who meet all the conditions for
admission to the competition. Those who obtain the X best marks (3) (out of all those who obtain
the pass mark) in written tests (d) and (e) ( 4) will be asked to take part in the oral test (f).

The number X is different in each competition and field, as shown in the table below.

3. Oral test — marking

(f) The oral test consists of an interview with the selection board in one of the official languages
of the European Union (Spanish, Danish, German, Greek, English, French, Italian, Dutch,
Portuguese, Finnish and Swedish), chosen by you, to assess your suitability to carry out the
duties described in A(I). The interview also focuses on your specialist knowledge, your
knowledge of the main developments in European integration and Community policies and
your ability to adjust to a multicultural working environment.
This test will be marked out of 40 (pass mark: 20).

4. Dates and time allowed for the tests

The pre-selection tests and the written tests are held simultaneously for all applicants at one or more
centres in the European Union and/or the acceding countries.

It is not, therefore, possible to change the dates — which will be scheduled by the European
Personnel Selection Office — at the applicant’s request.

The time allowed for the pre-selection and other tests will be decided by the selection board; you
will be notified of the time allowed when you receive your invitation to the tests.

(3 ) Applicants with identical marks qualifying them for the last place will all be admitted to the next stage of the
competition.
(4 ) If you do not obtain the pass mark in one of these tests, the other will not be marked.

5. Reserve lists

At the end of the competition, out of all the applicants who obtain the highest marks ( 5) in all the
written and oral tests (NB: they must have also obtained the pass mark in every test), the selection
board will draw up lists of the successful applicants in each competition and field, divided into merit
classes (no more than four) and sorted in alphabetical order (see section A for number of successful
applicants per citizenship and field).

These lists, together with their expiry dates, are published in the Official Journal of the European Union.

C. HOW TO APPLY

(Please refer also to the Guide for Applicants, which can be found on the EPSO website (6) and which
contains detailed instructions to help you submit your application correctly.)

1. Stage 1: electronic registration form and pre-selection tests

Before submitting your application, you should carefully check whether you meet all the
eligibility criteria (see section A, particularly concerning the types of diploma required).

If you want to apply, you must do so via the Internet by going to the EPSO website and following
the instructions there. The electronic registration form must be submitted before the deadline given
below, failing which you will be disqualified. It is your responsibility to make sure that the
registration is completed in time. We strongly advise you not to wait until the last few days before
applying, since heavy Internet traffic or a fault with your Internet connection could lead to the
electronic registration being terminated before being completed, thereby obliging you to repeat the
whole process.

After you submit the electronic form, you will receive on screen a registration number which you
must note down and keep — this will be your reference number in all matters concerning your
application. Once you have received this number, the registration process is finished — it constitutes
confirmation that the data you have entered has been registered by EPSO.

Note that you must have an e-mail address — this will be used to identify your registration. The
information you must enter in your registration includes the competition title, the field and the
languages you choose (see A(II)(3)), and the type of diploma required for admission (title, name of
issuing establishment and date obtained).

Once registered, you can follow the various stages of the competition and check the date and
location of the various tests on the website by clicking on ‘Competitions’ — ‘Ongoing competitions’.

If you have a disability that makes it impossible for you to send your registration form electronically, you can
— in writing only — ask to be sent a paper version of this form (7), which you must fill out, sign and send
back by registered post no later than 24 June 2003. The postmark will serve as proof of the date of sending.

You must also enclose with this paper registration form a certificate issued by a recognised body attesting your
disability; please also attach a sheet setting out any special arrangements you feel are needed to make it easier
for you to take part in the tests.

The selection board will invite to the tests those applicants who meet the general terms and
conditions (see A(II)(4)), after EPSO has carried out a preliminary eligibility check on the basis of the
information given in the registration form.

The closing date for registration is 24 June 2003. The site will be closed at 12.00 Brussels
time.

2. Invitation to pre-selection and written tests

All the information on the invitation to attend the tests, the application form and the invitation to
the oral test is posted on the website — you can access it using the password you specify when
registering. You are responsible for notifying the secretariat of the selection board of any change of
postal or e-mail address.

You should follow developments in the competition and, at each stage, check that you can access
the information relevant to your application by using your password. If you discover that you
cannot check this information, it is your responsibility to notify EPSO by e-mail ( 8).

As far as possible, you will be invited to attend the tests in the town or city you specify (from the list
on the website) when registering for the competition. You will only be able to switch to another
location if you can prove that you have changed residence.

3. Stage 2: full application

Once the pre-selection tests have been marked, the applicants with the highest marks out of all those
who obtain the pass mark in pre-selection tests (a), (b) and (c) will be invited to print out and
complete the application form from the website and send it to EPSO by the date given.

Documents to enclose with the application form

You must give details of all studies, training, work placements and research carried out on your
application form. You must enclose with the application the required supporting documents for
your degree(s) (i.e. a copy of each document and its translation into German, English or French).
Each document must be numbered, and all must be listed in a numbered index, to be enclosed with
the application on a separate sheet.

You must fill in the application form in full, i.e. you may not simply refer to any previous
application forms submitted or to any documents or other information enclosed in such
applications. None of the documents submitted with your application will be returned to
you.

Signing and sending the form

It is your responsibility to make sure that your application form, duly completed, signed and
accompanied by all the supporting documents, is sent in good time by registered post. The
postmark will serve as proof of the date of sending.

This means that you will automatically be disqualified if:

— you have posted your application after the closing date,

— you have not completed and/or signed the application form,

— you do not meet all the eligibility criteria.

Scrutiny of applications

The selection board then marks the written tests of the applicants who meet all the conditions for
admission to the competition. It asks all those who obtain the pass mark in written tests (d) and (e)
to take part in the oral test (f).

4. Stage 3: oral test and establishment of the reserve list

After the oral test, the applicants who have the highest marks of those who obtain the pass mark
(see B(5)) are put on the reserve list.

5. Applicants who fail to enter their details correctly will not be admitted to the tests. Similarly,
applicants who are successful in the pre-selection tests and written tests but who fail to return the
application form duly completed and signed and accompanied by the requisite supporting
documents within the time limit specified will not be admitted to the oral test.

6. If, at any stage in the procedure, it is established that (i) the information on your electronic
registration form or official application form is incorrect or does not tally with the
supporting documents or (ii) that you do not meet all the conditions for admission to the
competition, you will be disqualified.

7. To facilitate the administrative work, you are asked to quote in all correspondence your full name as
given on your application form, the number of the competition and the field and language
concerned, together with the reference numbers at the various stages of the competition.

D. GENERAL INFORMATION

1. Equal opportunities

The European Personnel Selection Office (EPSO) takes great care to avoid any form of discrimination,
both during the recruitment procedure and when making appointments to the institutions.

It employs an equal opportunities policy and accepts applications without distinction on the grounds
of age (see D(6)), race, political, philosophical or religious conviction, sex or sexual orientation and
regardless of disabilities, marital status or family situation.

2. Selection board

One selection board is appointed for each competition and each field. The names of the members of
the selection board are published on the website.

You are strictly forbidden to make any contact with the members of the selection board,
either directly or indirectly. Any infringement of this rule will lead to you being disqualified
from the competition.

The European Personnel Selection Office (EPSO) is responsible for all communication with applicants
until the competition is completed.

3. Approximate timing

Please note that competition procedures take approximately nine months, depending on the number
of applicants.

4. Requests for applications to be reconsidered — appeal procedures — complaints to the


European Ombudsman

If, at any stage of the competition, you feel that any decision prejudices your interests, you can
contact EPSO, which will inform the chairman of the selection board. For appeals, please refer to the
Annex.

5. Recruitment

If you are placed on a reserve list, you will be eligible for appointment as a probationary official as
and when required by the European institutions, in Brussels, Luxembourg or any other place of
activity, depending on the outcome of the accession treaty ratification process in the acceding
countries.

If you are placed on a reserve list and offered a post, you will subsequently be asked to produce the
originals of all the requisite documents such as diplomas and certificates, so that copies can be
authenticated.

Applicants will be recruited as budget funds become available.

Depending on the nature of the posts available, applicants on the reserve list may initially be offered
a temporary contract; in this case, their names remain on the reserve list.

6. Please note that the compulsory retirement age for staff covered by the Staff Regulations or the
Conditions of employment of other servants of the European Communities is 65 years.

7. Category and grade

This reserve pool of assistant administrators is intended for the career bracket covering grade 8 of
category A.

8. Remuneration

Basic monthly salary as at 1 January 2003:


grade A 8, first step: EUR 4 078,92.

NB:
The Commission has formally transmitted to the Council a proposal to amend the Staff Regulations. This
proposal contains, inter alia, a new career system. The successful applicants in this competition could,
therefore, be offered a post on the basis of amended Staff Regulations, once they have been adopted by the
Council.
