 Agreement in the form of an exchange of letters concerning the provisional application of the Proto-
col setting out the fishing opportunities and the financial contribution provided for in the agreement
on cooperation in the sea fisheries sector between the European Community and the Islamic Republic
of Mauritania for the period 1 August 2001 to 31 July 2006.

5. Transfer of appropriations
The Committee on Budgets had examined proposal for transfer No 5/2002 (C5-0125/2001 
SEC(2002) 279).

After taking note of the Council’s opinion, it authorised the transfer, pursuant to Article 26(5)(b) of the
Financial Regulation, in accordance with the following breakdown:

6. Written declarations (Rule 51)


Written declaration 1/2002 had not received the required number of signatures and had therefore lapsed
pursuant to the provisions of Rule 51(5).

7. Membership of committees
At the request of the ELDR Group, Parliament ratified the appointment of Mrs Flesch as member of the
Development Committee to replace Mr Watson.

8. Membership of Parliament
The President informed Parliament that Mr Agag Longo had informed him of his resignation as Member of
Parliament with effect from 12 April 2002.

Pursuant to Rule 8 and Article 12(2), second subparagraph, of the Act concerning the election of represen-
tatives of the European Parliament by direct universal suffrage, Parliament established the vacancy and
would inform the Member State concerned.

The President also announced that Mr Costa Neves had been appointed Secretary of State for European
Affairs in the Portuguese Government. He congratulated him on his appointment.

The President noted that, pursuant to Rule 8(4) and Article 6(1) of the Act concerning the election of
representatives of the European Parliament by direct universal suffrage, this appointment was incompatible
with the mandate of Member of the European Parliament and that there was a vacancy with effect from
9 April 2002.

The President also announced that the Portuguese authorities had informed him that Mr Costa Neves had
been replaced by Mr Joaquim Carlos Piscarreta with effect from 17 April 2002.

The President welcomed the new Member and drew his attention to the provisions of Rule 7(5).
