On a proposal by the Committee on Legal Affairs and the Internal Market, Parliament validated the man-
date of Mrs Herranz García.

Referral to committees

The PETI Committee was asked for an opinion on:


 Asylum: common procedure and internal security (2002/2053(COS))
(committee responsible: LIBE, already asked for opinion: AFET, JURI)
 environmental liability with regard to the prevention and remedying of environmental damage (2002/
0021(COD))
(committee responsible: JURI, already asked for opinion: ECON, ENVI)

The EMPL Committee was asked for an opinion on:


 the fundamental rights situation in the European Union in 2001 (2001/2014(INI))
the (committee responsible: LIBE, already asked for opinion: PETI, FEMM)

Cooperation between committees:

At its meeting on 13 March 2002, the Conference of Presidents had taken note, pursuant to Rule 26(2), of
the following recommendations on cooperation between committees within the framework of Rule 162
(application of Hughes procedure and enhanced Hughes procedure pursuant to the decisions of the Con-
ference of Committee Chairmen of 13 June 1995 and 8 June 2000 respectively):

11. Order of business

The President announced that the order of business had been established (Item 9 of Minutes of 8 April
2002).

He announced that he had received a number of proposals to modify the agenda, of which Members had
been informed:

Wednesday 24 April
 the addition, in a joint debate with the statements on the Euro-Mediterranean Foreign Ministers’ meet-
ing in Valencia (Item 47), of Council and Commission statements on the situation in the Middle East
(Mr Solana, High Representative for the CFSP, had been sent to the Middle East with the special envoy,
Mr Moratinos, and would be replaced by Mr Piqué, President-in-Office of the Council, who would also
make the statement on the Euro-Mediterranean Foreign Ministers’ meeting).
The vote on motions for resolutions to wind up this debate would be held at the next part-session;
