The following spoke: Terrón i Cusí, Santini, Hager and Fischler, Member of the Commission.

Mrs Terrón i Cusí noted that the day’s Council meeting, which was to take place before Parliament voted,
may adopt a version of the directive differing from the version Parliament would adopt; she asked the
President of Parliament to raise this possibility with the Council (the President replied that this would be
done).

The President closed the debate.

5. International Conference on Financing for Development in Monterrey 


HIPC debt alleviation (debate)

The next item was the joint debate on a Commission statement and a report.

Mr Fischler, Member of the Commission, made a statement on the international conference on financing
for development in Monterrey.

Mr Mantovani introduced his report, drawn up on behalf of the Committee on Development and Coop-
eration, on the Commission communication concerning the proposal for a Council decision on the adop-
tion of the position of the Community within the ACP-EC Council of Ministers regarding the settlement of
all ACP HIPC LDCs special loans remaining after full application of HIPC debt alleviation mechanisms
(COM(2001) 210  C5-0394/2001  2001/2158(COS)) (A5-0075/2002).

6. Membership of Parliament

The President announced that the Spanish authorities had informed him that Mr Juan José Bayona de
Perogordo had been appointed Member of Parliament to replace Mr Agag Longo with effect from 24 April
2002.

He welcomed the new Member and drew his attention to the provisions of Rule 7(5).
