NOTICE OF OPEN COMPETITION: RESEARCH MANAGER AND RESEARCH OFFICER

Reference: EF 05/04

The European Foundation for the Improvement of Living and Working Conditions in Dublin is an
autonomous body established by a Regulation of the Council of the European Communities. The
Foundation is organising an open competition to fill vacancies and to form reserve lists for the
recruitment of:

1. Research Officer (male or female)


and
2. Research Manager (male or female)

The Foundation is an equal opportunities employer.

Candidates are asked to give careful attention to this notice of competition and to use only the official
application form.

I. NATURE OF DUTIES

These roles require:

— a very good understanding of social policies and policy-related issues concerning living and working
conditions, industrial relations and management of change in the overall context of the European
Union,

— the ability to contribute, as part of a team, to the preparation and implementation of the
Foundation's work programmes and, in particular:

— to formulate, coordinate, manage and assess European-wide studies, surveys, publications and
other projects undertaken by research institutes and individual experts in the Member States,

— to exploit and to prepare the dissemination of findings and other information of relevance to
the Community institutions, social partners and the Member States,

— to initiate debate, make presentations, organise and run major seminars, workshops and other
meetings,

— to liaise and communicate with senior officials of the Union and Member States, representatives
of the social partners and others in the European Union.

Assignment may be to any of the following areas of research management:

— The industrial relations area aims to support and contribute to the social dialogue at both EU level
and national level by:

— analysing and monitoring changes in industrial relations systems, structures, actors and
processes,

— analysing developments in the European industrial relations agenda.

Since the Foundation started its activities in the 1970s, research in the area of industrial relations has been
central to its work. Over the years the Foundation research and knowledge in this area has developed a
high profile in Europe. In particular, it has reported on trends in industrial relations through its research
and surveys and has followed developments and provided information, news and comparative analysis
through its main monitoring instrument: EIRO - The European Industrial Relations Observatory. Research
has covered issues such as: European Works Council, Financial Participation and Employees Participation,
Quality in Industrial Relations, Social Dialogue in the EU, Pacts for Employment and Competitiveness,
Conflict Resolution, etc. Developments at company level have also been reported through a European
Company survey whereas debate activities with social partners and governments are featured in the
annual work programme.

— Working conditions: The Lisbon Agenda has set an ambitious challenge for Europe, namely to
create more and better jobs. A good quality of working life together with the promotion of
employment and entrepreneurship are central to the European Union's employment strategy. The
promotion of quality of work and employment encompasses four key dimensions:

— ensuring career and employment security,

— maintaining the health and well-being of workers,

— developing skills and competences,

— reconciling a work-life balance.

The Foundation will continue to develop research on quality of work and employment, building on its
European Working Conditions survey and the work of the EWCO (European Working Conditions
Observatory), a web-based research and information instrument and other in-depth analysis.

The Working Conditions survey monitors changes and trends in working conditions in Europe. A new
edition of the survey (the fourth) will take place in 2005 and will cover all Member States.

A network of correspondents at national and EU levels feeds the EWCO and provides regular news
updates in addition to reports on national surveys and on particular topics.

— Living conditions: this is a wide-ranging concept, with the focus on:

— issues that involve the public authorities and social partners,

— the relationship between living conditions and the changing nature of employment, working
conditions and work organisation,

— the relationship with the modernisation of social protection and social services,

— inequalities and disparities in living conditions.

The monitoring of living conditions and quality of life in Europe is a priority for the 2005-2008 work
programme. This includes analysis from a 28-country survey which will be repeated in 2007. Research is
ongoing in the following areas:

— access to social rights for migrants,

— social and employment integration of people with chronic illness or disability,

— labour supply in care services,

— database of initiatives for an ageing workforce,

— strategies to combat social exclusion and unemployment in disadvantaged regions.

The Foundation's work in the living conditions area is linked to core challenges in the EU Social Policy
Agenda: the promotion of employment, social protection and social inclusion.

— European Monitoring Centre on Change: the EMCC is a European information resource,


developed by the Foundation.

EMCC's role is to cast a spotlight on the economic and social changes resulting from developments and
shifts in technologies, work organisation, production and business models, legislation, working practices
and the labour market that drive change in the European economy. It will provide European institutions,
public authorities (national and/or territorial), social partners and companies with the data and qualitative
information they need in order to anticipate and manage change.

EMCC is managed by a Foundation project team and supported by an Advisory Committee representing
the social partners, national administrations and the European Commission.

II. COMPETITION ENTRY REQUIREMENTS

To be eligible for this competition you must, on the closing date for applications, meet the following
requirements:

A. GENERAL CONDITIONS

— You must be a citizen of one of the Member States of the European Union.

— You must be entitled to your full rights as a citizen.

— You must have fulfilled any obligations imposed on you by the laws concerning military service.

— You must be able to produce character references as to suitability for performance of the duties
specified.

B. SPECIAL CONDITIONS

1. Qualifications and professional experience required

— University degree or equivalent qualification, relevant to the remit of the European


Foundation's work.

— Knowledge of European institutions and bodies and of EU social policy.

— Excellent writing and oral communication skills.

— Good understanding of research methodology and experience of conducting research.

— Good knowledge of statistics and quantitative research methods (including use of SPSS)
would be an asset.

— Candidates will require the following work experience:

— for grade A*5 (Research Officer) — not less than two years relevant work experience
following graduation,

— for grade A*7 - not less than five years relevant work experience following
graduation.

As the successful candidate, in addition to meeting the above requirements, you will be
expected to take the initiative for developing the knowledge and expertise necessary to perform
effectively and will keep up-to-date with latest developments in terms of policies, actors and
organisations. You will adopt a strategic and creative approach to work and problem-solving.

You will be a team player who is comfortable with managing work in a planned and structured
way and will be experienced in motivating others, giving leadership and taking decisions where
necessary. You will be able to communicate ideas, thoughts and concepts to colleagues, the
Foundation stakeholders and audience clearly and with ease, both verbally and in writing.

2. Knowledge of languages

Thorough knowledge of one official language of the European Union and a satisfactory
knowledge of at least one other official language of the European Union, including a good
knowledge of English.

You must be able to prove that you meet the conditions for admission by means of appropriate
documents (copies of diplomas, certificates from university authorities and employers, etc.).

III. ORGANISATION OF THE COMPETITION

The competition will be based on examination of application forms followed by testing and interviewing
of short-listed candidates.

A. EXAMINATION OF APPLICATIONS

1. A list of the candidates who have submitted their applications using the official application
form and by the closing date required (see Section V), and who fulfil the general conditions set
out in Section II A, will be drawn up and forwarded to the Selection Committee with the
applications. To assist in the administration of applications, candidates are requested to submit
a curriculum vitae in English, together with their application.

2. The Selection Committee will examine the applications and draw up a list of candidates who
fulfil the special conditions set out in Section II B.

It will base its decision exclusively on the information given on the application form and backed
up by supporting documents. Candidates who do not fulfil the requisite conditions for
admission under Section II or who have not provided relevant documentary evidence in
support of their claims by the closing date will be eliminated at this stage. A curriculum vitae
will not be regarded as a supporting document.

The most suitable candidates will be invited to tests and for interview(s) with the Selection
Committee.

Candidates who have applied to be considered for both posts (A*7 and A*5) will be interviewed
for A*7 (Research Manager). If not considered suitable for that position, the Selection
Committee will consider their suitability for Research Officer. Successful candidates will be
included on one reserve list only.

In certain cases, where a candidate has applied for the higher post only and the Selection
Committee considers that he/she does not meet the requirements, the Committee may
recommend that the candidate be placed on the reserve list for A*5.

3. Information on state of procedure:

At the end of each stage, candidates will receive a personal letter informing them of the
decisions taken in their case.

B. RESERVE LIST

Reserve lists of suitable candidates will be drawn up by the Foundation.

The lists will be used as a reserve for recruitment, should additional vacancies arise. They will be valid
for two years after the closing date of the competition and may be extended. If they are, successful
candidates will be duly informed.

IV. CONDITIONS OF EMPLOYMENT

Category and grade

The successful candidates will be recruited to grade A*5 (Research Officer) or to grade A*7 (Research
Manager), as appropriate to the reserve list on which they have been placed.

Candidates should clearly indicate the grade for which they wish to apply. Candidates who are appointed
at grade A*5 will be designated Research Officer. Their role will be similar to that of Research Manager
but, since such candidates will have a lesser level of expertise and experience, their job will have a lower
managerial content and they will generally act as a support to other Research Managers. Following
promotion in due course to A*7, subject to satisfactory performance, they would be designated Research
Manager. In this context, Research Officer and Research Manager constitute part of the same career family.

Place of employment

Dublin, Ireland. Residence within reasonable distance of the Foundation's offices will be required.

Pay

The initial basic monthly salary will be according to grade A*5 or A*7, as appropriate, of the salary table
under Article 66 of the Staff Regulations of Officials of the European Communities. It will, where
appropriate, be increased by the allowances set out in the Staff Regulations.

Pay is subject to Community tax and other deductions laid down in the Staff Regulations. It is, however,
exempt from any national taxation.

The pay is subject to the Irish weighting factor which is currently 122,3 %.

VI. IMPORTANT INFORMATION FOR CANDIDATES

— Candidates must use the official application form as contained in this notice. A Word version of the
application form is available on the Foundation's website at www.eurofound.eu.int.

— Candidates must clearly indicate on the application form which position they are applying for —
Research Officer or Research Manager. If candidates apply for both posts they will be considered for
the more senior position. If the Selection Committee feels that such a candidate does not meet the
criteria for grade A*7 they will then be considered for grade A*5. Candidates will be placed on one
reserve list only.

— The application form should be completed in English.

— Supporting documents should be enclosed with your application form.

— Applications without supporting documentation will not be admitted to the competition.

— Do not staple or bind your application. Such presentation slows up the processing of the
competition since all covers and other bindings are removed and discarded.

— In preparing their applications, candidates may in no event refer to documents, applications or other
forms submitted in connection with previous applications.

— Successful candidates who receive an offer of employment will be required to produce the originals of
their diplomas, academic qualifications or employment certificates.
