ACTION PLAN DURING ADVERSE WEATHER CONDITON

SCOPE OF ACTION PLAN

This plan details the procedures and sequences that needs to be taken in case of any adverse weather
situation from lifting works , shuttering works , block works , excavation , site access , evacuation of personals
from site .
The aim of this plan is to protect workers, site and resources by bad weather conditions or
Heavy rain/storm water at QEZ-3 project site.

Construction Management Plan

RESPONSIBILITIES

Project Manager
Project manager has following responsibilities but not limited to:
 Ensures to enforcement of emergency response plan for AWMP at
Site during bad weather
 Coordinate with HSSE personnel in liaison with ERP for proper implementation
 Routinely inspect construction sites for safe working during bad weather condition or heavy
 Rain.
 Develop a policy, procedure, or other regulatory mechanism to help reducing risk after rain
HSE Manager
HSE manager has following responsibilities but not limited to:
 Review ERP for AWMP and identify potential risks to construction team
 Inspect construction site to ensure ERP is properly implemented and followed by site team
And report discrepancies to the Project Manager.
 Conduct inspections and site patrol, and identify issues relating environmental incidents
and emergencies
 Communicate mitigation measures and monitoring plans to site team

Construction Manager
 Senior construction manager and area construction managers shall act as emergency response
coordinators.
 CM shall be responsible to allocate resources and effective supervisor for their respective site and
team for flood mitigation. He will also closely work and coordinate with site
 Conduct inspections and site patrol, and identify issues relating environmental
incidents
And emergencies
 Communicate mitigation measures and monitoring plans to site team

FLOOD MITIGATAION METHODOLOGY

QBEC requires to develop a project specific storm/flood mitigation plan for ongoing construction
activities and shall adhere to the following procedures for the protection of the overall site to
minimize risk, ensure safety of personnel and resources and avoid progress delay. The contractor
will specify the responsibilities with regards to storm/flood mitigation plan during the project
construction. QBEC sequence of methods for flood mitigation plan are as under:

Weather Forecasting

As of now, there appears very little chance of rain in Qatar


HSE dept will do a monthly and weekly and daily weather forecast updation based upon the information
that is provided by Qatar Metrology Department . This information would be dispatched to the
construction for further mitigation measures that needs to be done as part of AWMP .
The consultant also sends three days weather forecast email which is a also a source of information .

PLANNING & PREPARATION

The construction team will locate and identification high risky activities that can be effect by sudden climate
change like heavy wind and rain, so that that structures and steel erection activities are not at risk.

HSE team shall intimate weather updates to construction team with the help of weather forecasting
publishing by Qatar metrological department on their website. The real time forecasting published by Qatar
Metrology department.

Anemometer will be used on site to check the wind speed at regular intervals and information passed to site
team to be aware .

Communication

The means of communication will be Mobile phones.


Alerts would be send to all the HSE officers and site engineers via Whatsapp group and SMS to
when adverse weather plan is activated.

Workforce and site team will be made aware of does and don’ts during adverse weather during daily JHA
briefing.

Evacuation

Arrangements will be in place to evacuate workforce out from plots in case of adverse weather.
5 buses will be on site as stand by to evacuate workforce in case of any adverse weather condition. Sub-
contractors will also be instructed to keep their bus also in site laydown area.

Time keepers are informed about the adverse weather condition, they will dispatch the bus as an when the
adverse weather plan is activated.

All workforce on site will assemble in the site assembly point and send back to camp or taken back to laydown
area depending upon the intensity of the adverse weather ( Project manager will decide on this )

Steel erection

Considering steel erection are ongoing on site and most steel column needs to be secured to prevent
structural collapse. All steel column will be secured using guy wire and interconnecting with rafters.
During adverse weather days no columns installation will be performed, heavy lifting activity will not be
planned on that day, only rafter and purlin installation would be done as these activity can be suspended in
case of a gust.
Lifting activity will be suspended when the wind speed exceeds 42 Km/h , no crane or man lift will be used
during adverse weather condition .

Shuttering activity

All formwork should be secured by tie road and support jack to prevent it from falling off during adverse
weather condition. At every level this this should done to leave the structure in a safe manner when any
adverse situation occurs.

Plywood stack should not be stored on decking platform to prevent it from flying during heavy gust and storm.
All working platform should be secured by clamp or rope.

During heavy wind all working at height activity will be suspended and carpenter will start to secure any planks
or structure that needs to be done.

No concreting activity will planned during the adverse weather time scale .
Scaffolding Activity

Scaffold should be erected only by competent third party certified scaffolders and all scaffold erection should
be supervised by competent supervisor,

During adverse weather notification all scaffold structure which are under construction should be braced to
any other stable structure or column to prevent it from toppling and damage, No planks should be kept loose,
all scaffold planks to be secured as the erection is in progress. Planks to be secured by scaffold board clamp or
nylon rope.

After any adverse weather scaffolder supervisors should reinspect all scaffold structure and reinstate if any
defects are found .Activity will only start after scaffold inspector gives “Green tag”.

Block works.

Block to be done only when they can be connected by stiffener column, the daily limitation of 1 m to be
maintained. All block wall which are done without stiffener column should be support with proper propping
method
All block wall without stiffening Colum will be barricaded to prevent workers taking shelter or standing behind
the wall during heavy gust. All operatives will be informed about this during daily JHA .

Excavation

Construction team should install the earth bund of required height thought the open trench, so that the rain
water should enter easily inside the trench. Edge protection of the trench should be made stable so that
during heavy gust it will not collapse into excavation.
Excavation engineer is instructed to do inspection of all excavation and trench after any adverse weather to as
to assess the condition of the excavation, stability of the ground , any chance of ground settlement .

All excavated material to be removed from the edge of excavation .
