Details: On 03/05/19991 I in the office of the

Executive Committee for the Southern Baptist Convention opened an envelope addressed to that office. Enclosed was one piece of paper approximately three inches by five inches in size which read, "HAVE A NICE DAY. YOU HAVE BEEN EXPOSED TO ANTHRAX! II I [anot.he.r employee picked up the paper and the envelope with a paper towel and moved to an adjacent office. No powder, stain or foreign substances were observed in the envelope or on the letter.

The envelope was postmarked in Eugene, Oregon and addressed to the SOUTHERN BAPTIST CONVENTION, EXECUTIVE COMMITTEE, 90~ COMMERCE STREET, NASHVILLE, TENNESSEE 37203-3620. There was no return address.

The Hazardous Materials team of the Metropolitan Nashville Office of Emergency Management responded to the incident and packaged the letter, paper clip and papertowel in two plastic ziplock bags inside a hard container. The FBI then took custody. Three individuals who were in close proximity to the letter were decontaminated.

Based on information provided by SIOC, it appears that the letter is in some ways similar to threat letters received in other divisions.

Enclosed and packed in compliance with I~ packing instructions 650 is a diagnostic specimen comprised of one business envelope addressed to the Southern Baptist Convention, one piece of paper, approximately 3x5 inches in size which reads, IlHAVE A NICE DAY. (This letter had been turned over by the victim to the Arkansas City Police Department (ACPD) on 01/11/1999, who then sent it to the Kansas Bureau of Investigation (KBI) Topeka, Kansas laboratory.) To advise of the 03/24/1999 shipment of this evidence identified as 279C-KC-81013 1B5, barcode E1531033.

(including the anthrax threatS in the mail, all of the threats

have been postmarked from Eugene, Oregon. I Ihas absolutely

anyone would be sending him threats. The legal sized envelopes never have a return address and the addressee portion on the envelopes are always hand printed, and always made out to:

. Of the total of ten threat letters received, between

1996 to present, I Ithrew out the first two letters

received, dismisslng them as "nut letters", but then starting with the third letter, postmarked August 19, 1996, he started photocopying them and started turning the original letters with the envelopes over to the ACPD. Of the two that were tossed out, he believes that he received them approximately six weeks apart, sometime prior to or including the month of August 1996.

You have been exposed to anthrax", not photocopied as of yet) .

his home address of Texasl I

moved to an address in and had only his phone number

listed, with no address ~n e phone book.

1998, was different from the others in that it advisedl Ithe

sender was a former student of his from another school district

On March 4, 1999,1 Ireceived another communication

which was postmarked 03/01/~9~9~f~r~o~m~ Eugene, Oregon which resembled his previous threat letters. When Baker opened it, he read the note which stated:

"Have a nice day.

You have been exposed to anthrax!"

~ __ ~ ~_~~ Neither the envelope nor note had any residue or

powder on it. This communication has been properly packaged and sent to the u.S. Navy Medical Research Center in Bethesda, Maryland for analysis.

Specifically, the communicationJ Ireceived were

all postmarked Eugene, Oregon on the following dates:

The writer was notified by SSAI lof the

WMDOU that similar communications regarding an anthrax threat had been received in Salt Lake City, Dallas, and Arkansas City, Kansas. Comparisons with faxed copies of the communications received by Dallas and the Wichita Resident Agency of Kansas City seem to bear out many similarities in the styles, formats and writings of the communications received in Lubbock, Dallas, and Arkansas City. No photocopies of the Salt Lake City communication were available for comparison, however, the wording of their anthrax threat was the same as the others.

Synopsis: To request that NSD and/or HMRU coordinate the retrieval of evidence in both of the Dallas cases and Salt Lake City and ensure that the evidence gets to the Questioned Documents Unit for examination.

Details: Reference 04/15/1999 telcall from FBI Laboratory Questioned Document Examiner

On 04/15/1999, Kansas City was advised for the second

time by Examiner I Ithat he is in possession of all of the

death threat letters/anthrax letters from Kansas City and

Memphis, however, the FBI Evidence Control Center either does not b6

have or cannot confirm the receipt of the other threat letters c

from Dallas and Salt Lake City under cases 279C-DL-83531,

279C-DL-83574, and 279C-SU-50408. Examiner I ladvised

that the Laboratory would prefer to examine all of the letters at

the same time, to compare similarities. I lalso advised

that the ECC would not release evidence to the Laboratory unless the evidence has an accompanying EC attached. He advised that evidence sent to either the Army or Naval Laboratory without an EC would result in the evidence being sent by those labs to the ECC without the accompanying paperwork and therefore the ECC would not release the evidence to the Laboratory. Other Laboratory examinations are being delayed until the Dallas and Salt Lake City evidence is received at the Laboratory.

Insomuch as a possible subject has been identified, it is requested that NSD and/or HMRU facilitate the transfer of the Dallas and Salt Lake City evidence to the FBI Laboratory as soon as possible.

Details: For informational purposes, the anthrax letter pertaining to captioned investigation originating from th~ Salt Lake City Division (279C-SU-50408) has been located in the Latent Fingeryrint Unit at the

FBI Laboratory under the care and custody of Examiner_ I

The evidence was erroneously routed by the Evidence Control Center to the Latent Fingerprint Unit before being examined in the Questioned Documents Section.

It should also be noted that a report from the State of Utah Division of Epidemiology and Laboratory Services was faxed on April

19, 1999, tol lat the FBI Laboratory indicating the

negative presence of anthrax relating to the evidence. This testing. r was initially conducted upon the evidence prior to being forwarded to~~c the FBI Laboratory after the Salt Lake City Division gained approval ' by HMRU to do so.

On April 27, 1999, Examiner , o~ the

'oned Documents Unit advised that he had coordinated wit~~~~ ~

Latent Fingerprint Unit, and was currently in receipt 0 SU's

x letter; however, he advised that is awaiting the approval from HMRU before he is able to conduct any analysis upon the evidence, being that the testing for the presence of anthrax was conducted by a laboratory other than the Naval Medical Research Institute (NMRI).

Salt Lake City is awaiting for all laboratory analysis and testing to be completed so that the laboratory lead will be covered before closing captioned matter.

Details: I lMaCKenZie Junior High School

in Lubbock received another threatetter postmarked April 22, 1999 from Eugene, Oregon. The note was similiar to ones he had received in the past stating, "YOU ARE GOING TO BE A DEAD GESTAPO PIG!" and is being disseminated to receiving offices.

I !provided the writer with a list of individuals he

considers POSSl Ie suspects, along with the years and school districts he was associated with them in, which is also being dilseminatjd to receiving offices. It should be noted, according

to . _ age description, that t.he] I mentioned on

his list is not the same as the victim from Dallas. I I

considers them suspects based on conflicts he has had with them and the parameters set out in the one full letter r----lreceived which has been previously disseminated to receivin~ices.

The Laboratory is being provided all notes and envelopes which were processed by the Lubbock Police Department for fingerprints, the April 22, 1999 unprocessed note and

Details: On 4/07/99, U.S. Postal Inspecto~~ ~

Portland, Oregon, advised that mail containing zip code with the prefix of 974 is processed in the U.S.Postal Service's Springfield, Oregon, facility. There are approximately 82 different post offices that utilize the 974 prefix. S~rjnafjeJ~ is a city located immediately east of Eugene, Oregon. l j advised that the facility processes mail utilizing thr~e~e~----~ processors, adding that local mail is processed before 6PM and mail received from outskirt areas is generally processed after 6PM.

I ladvised that fingerprint cards of postal

employees would routinely have been forwarded to the Federal Bureau of Investigation (FBI) . He added, however, that there was a period of time during the 1980s when fingerprints were not required in connection with the hiring of new postal employees.
